In the present day it would be a difficult matter to FIND a large and influential commercial community like that of Newport, almost exclusively dependant upon foreign aid for the conduct of some of its more important business transactions. That Newport should be so dependant has been regarded by leading commercial men of other ports as scarcely creditable to the wealth, enterprise, and in- telligence of its Merchants and Traders. The Promoters of the above Company have determined that such a stigma shall no longer attach to those who are more particularly identified with its important and -Xtem 'TTEMLIAG SKIPPING intores s, ACD they have,-oon- ueqaeutly, organised the above Company for the purpose of providing powerful aud efficient Tug Boats, capable of towing the largest ships, at all seasons, and in every variety of wind and weather thus securing to those who are intimately connected with the shipping interests of the Port, not only the advantage of an efficient conduct of their business, but those advantages and profits which, for some time past, have been almost exclusively enjoyed by strangers, who, not possessing any local interest, transfer the produce of their earnings to distant ports, whence their boats are supplied with stoles, aud where all repairs which they from time to time require, are effected, to the manifest injury of the various trading classes of Newport. Such a step has become all the more necessary, as there are incontestable evidences almost daily afforded to the watchful observer, that the material resources of this highly-favoured district are gradually developing them- selves, and which, so soon as proper business facilities are provided for their disposition, (such as are contemplated by the extension of the Newport Dock and some of the principal Railways in its immediate locality), will furnish the elements of a greatly-increased trade. One important fact, also, should not be lost sight of by those whose active support and co-operation are invited to the present scheme, namely, the innumerable complaints that have been made by Shipowner?, Masters, and others, for a long time ptft, at the high rate of Towing Charges imposed by the existing Company. In the present state of commercial rivalry, it is imperatively necessary for the well-being of a Port that its various charges should be so framed as to offer an inducement to Shipowners and Masters to send their vessels to it, and not to divert its trade by prohibitory ones. One of the leading features, therefore, of the New Company will be to reduce the Scale of Charges to the lowest possible rate consistent with efficiency and a fair and legitimate return for the invest- ment of capital. It is proposed to build or to purchase (whichever may prove to be most advantageous) three powerful boats, two of eighty and one of thirty horse-power. These are estimated to cost from £ 10,000 to £ 11,000. It will be perceived that, in the estimate of the working expenses, the full cost of a third boat has been included. An annual sum of B300 has, also, been included for wear and tear. As the Boats to be built or purchased will be new ones, comprising the latest improve- ments, and will be necessarily in good working condition, it hardly comes within the range of human probability that this sum will form a portion of the working expenses for some time to come; consequently this sum of aOD, together with the greater proportion of the 6um of £ 562 13s. 8d., included in the above estimate as the working expenses for a Third Boat, but which, for reasons already stated, will not, in all probability, be expended, may either be added to the amount to be set apart for divi- sion AMONG the Shareholders, or go towards forming a "Reserve" or "Guarantee" Fund. £ 750 is also a very low estimate for the income to be derived from River Towage. Those who are practically acquainted with the important coasting trade of this Port, will have no hesitation in stating their conviction to be, that, if a low rate of charge is adopted for Towing coasting vessels, the income to be derived from this proposed branch of the New Company's business, will far exceed the above estimated sum of £ 750. A source of income, also not taken into the above esti- mate of revenue, is to be derived from Towing vessels from Gloucester, Bristol, &c., to Newport. By holding cut an inducement to Shipowners and Masters, in the shape of a reduced scale of charges for such work, the New Com- pany's boats would be frequently employed iu the manner suggested; thus not only enhancing the interests of this Company, but also materially assisting the general trade of Newport.
