The First Meeting was called by Cicular, dated Dec. 24th, 1878, by his Worship the Mayor (James Rogers, Esq.), for the purpose of considering the desirability of forming a Fund for the Relief of the Necessitous Poor of thefBorough, other than those who are in the habit of re- ceiving parish relief, and was held at the Guildhall, Swansea, on Friday, the 27th December, 1878. A large and influential General Committee was than formed to solicit and receive subscriptions and to dis- tribute relief. This Committee met on the 30th December, and ap- pointed Local Committees-one for each of the Four Wards. The Local Committees met and appointed District Visitors for enquiry and reporting cases of poverty. On the 6th January, 1879, a small Central Committee was appointed to distribute, through the Local Com- mittees, the funds received, and to make further appeals to the public if circumstances should require it; also to consider and report to the General Committee as to the best method of establishing a Permanent Local Charity Association with a view to organizing charitable relief and repressing mendicity in the Borough. At this meeting the Four Ward Committees reported that there did not appear to be any exceptional distress but subsequent further enquiry revealed a number of cases where relief was needed, increased to a large ex- tent by the unusually severe weather. On the 21st January, 1879, a further appeal, by circular, was made for subscriptions, by his Worship the Mayor, and the fund was in consequence considerably augmented. The Committee has pleasure in recording the generous assistance afforded by those who have given entertain- ments for the benefit of the Fund. At a meeting held on the 1st February, 1879, the ques- tion of a permanent organization was discussed, but no resolution was passed on the subject.
