LADIES AND GENTLEMEN, MY term of office as one of your Representatives in the Town Council, will expire on the 1st Novem- ber next, when I intend again to seek re-election. Having occupied a seat at the Council for upwards of thirty years, my views upon local matters must be well known to you, and, therefore, it is unnecessary for me to address you at any great length. I, however, think it my duty to inform you that in the immediate future the Council will have to consider and decide upon matters which will determine the question of the pros- perity of the Borough or otherwise. I allude more particularly to the water supply. Our present system is in my opinion a disgrace to any com- munity. Over £ 200,000 of public money have been spent in abortive works, and we are now in the un- enviable position of having one reservoir with a leaky embankment, and another without any available water- shed. In my seat at the Council I publicly denounced the construction of the Blaenantddu Reservoir in its present position, and if the Council had then listened to my words of warning, £100,000 of public money would have been saved. I have lately, in the public interest, printed and circulated a Pamphlet dealing with the blunders of the Council, and the extravagant and costly manner in which the money of the Ratepayers has been frittered away, and I think I can fairly claim to have conclu- sively shown that no less a sum than jB300,000 of public money has been squandered and irretrievably lost I am now, in consequence, threatened with legal proceedings by Mr. Edward Cousins, the late Borough Surveyor. No threats, however, will induce me to suppress what the public should know, and what I believe to be true Should you again honour me with your confidence, I shall give my best attention to any public works that may tend to benefit the community, but I shall not hesitate to denounce either men or measures, when, in my opinion, they are unworthy of public support.
