At the same time. I believe that by pursuing patiently and unremit- tingly a policy of justice and consideration, in alliance with courage and firmness, the time will arrive when the Irish nation will in no degree yield to the people of England, Scotland, and Wales in loyalty and devo- tion to the British Government. A wide and far-reaching measure for the Govern. ment of Localities, by which the burden which lies upon the Imperial Parliament may be materially lightened, whilst greater efficiency and economy may be provided for the various sections of the Kingdom, should Me, in my judgment, one of the first objects of the new Parliament; and, provided that due security is given for tbe maintenance of how and order, and for the protection of life and property in Ireland, I would wekome the extension of the measure to that country. Local Governments, representative of the ratepayers and elected by ballot, would be able to deal with many questions, such as those relating to Rating, the administration of the Poor Law, and the Licensing and Liquor Laws, which the now overburdened Parlia- ment has been compelled reluctantly to put off from one year to another. My opinion on the question of Disestablishment of the Church of England in Wales has been frequently declared. I feel, tbat in justice to the views and wishes of the great majority of the people of the Prin. cipality, the connection between Church and State cannot much longer be maintained. At the same time provision should be made in a generous aad open spirit, not only for the protection of the pecuniary interests of those connected with the Established Church who shall be living at the time of the passing of the Act of Disendowment, but also for securing to the Episcopal Church private endowments which have been made within recent times. With the view of increasing the number of owners of land, without unjustly interfering with existing rights, 1 should be anxious to promote measures for facilitat- ing and cheapening the transfer of land for the enfran- chisement of leasehold properties, and for removing, so far as may be, all remaining restrictions upon sale imposed by the laws of entail and primogeniture. And though I am strongly of opinion that the removal of all impediments in the way of freedom of sale, which at present exist, would be found sufficient to throw open the land market to all those who are able and willing to buy either in large quantities or small, I do not hesitate to sanction the principle that power should be given to local authorities to buy land at a fair price either for public purposes or for allotments to the working class. I offer myself as a supporter of the Liberal Party, which has, as I believe, mainly contributed to the prosperity and good government of this country, and I trust that the views which I have at different times expressed will meet with the approval and support of the great majority of the electors of your county. At a aeries of meetings held during this autumn throughout the county, I have endeavoured without canvassing from house to house, or asking any man for his vote, to meet the whole number of the electors, and I have now only to remind you of the perfect secrecy of the Ballot, and to ask you one and all to record your votes in favour of the party which you believe will best serve the interests which you have at heart.
