<gtertian JUilnsss* O THE ELECTORS OF TJFFE MERTHYR BOROUGHS. Gentlemen,- I have the honour to again offer myself as a Candidate for the representa-tion of your m- portant Borough in Parliament. In asking for the continuance of the honour yon first conferred upon me in 1888, I assure you that the Liberal principles which I then propounded and which I have throughout consistently supported remain unchanged. Religious equality for all can only be obtained by the Disestablishment of the Church, and it will be within your recollection that I had the honour of proposine a resolution frr the Disestablishment of the Church in Wales on the memorable occasion when Mr Gladstone, as Leader of the Opposition. made his first definite declaration in favour of this measure of justice to Wales. In matters of education I am strongly in favour of the fullest opportunities being given to those who show an adaptability for higher class instruction, technical and otherwise, and that this opportunity should be given by the State and at the State's ex. pense, irrespective of either birth, position, or wealth, because the advantages to the State will be more than equivalent to the cost of snch education. Higher education, collegiate and secondary, has made rapid strides in the Principality during the last teu years, and every encouragement should be given W further the canse of culture in Wales. It will be within your recollection that on numer- ous occasions, when I have had the honour of ad- dressing you, I strongly urged the right of the people to govern themselves in all domestic and local matters, and I am more strongly than ever im- pressed with the necessity of giving some system of Home Rule or local goverdment--call it by whatever name you may—not only to the people of Ireland, but to the people of Wales, "Scotlc.nd, and England. The fullest powers of self-government pertain in our Australian Colonies, and the question of the distance from the central seat of Government is no argument in favour of denying to people of the United Kingdom the right to eovern themselves in local matters. The population of the British Isles is ever-increas- ing. The necessaries, to sey nothing of the luxuries, of life are ever rising in value, and our products and manufactures must also necessarily increase, and it is highly essential that for these a market should be found. To cement the interests of the Empire and to preserve and extend the markets necessary for it well-being, I am strongly in favour of the creation of an Imperial Parliament sitting at Westminster, where our vast and ever-growing possessions may be fully and equitably represented. My long residence in the Australian Colonies and my recent visits tc the Far East will enable me to advocate with no uncertain voice the necessity, not only for such an Imperial Parliament, but to suggest the ways and means for the protection and extension of the trade of the country with the Colonies and the Far East, and I respectfully submit to every elector holding a vote in the constituency that my experi- ence will be useful in the administration of the Empire and the extension of British trade. With regard to the unfortunate war in South Africa, which happily is abont terminating, in mv humble opinion her Ma jesty's Government had no alternative but to accept the challenge thrown down by Mr Kruger, and the annexation of the Transvaal and the Orange Free State is a natural consequence to the successful waging of that war. The supremacy of Great Britain amoog the great nations of the world should always be maintained at all costs, and when, as I have every reason to hope, the Far Eastern question will be settled to the satis- faction of the civilised world, the new century will open with the greatest promise of peace and pros- perity to the peoples of all nations. There are various subjects requiring the attention of Parliament. Amongst the most important are the following < An Old Age Pensions Bill. An extension and amendment of the law with regard to compensation for accidents. A law to enable labourers to obtain small holdings. Reform of the Poor Laws. The improvement of the dwellings of the poor. The exclusion of all pauper aliens. Shorter hours in shops. These are some of the measures promised by the late Government, but which unfortunately have not I yet obtained their places in the Statute Book. These and other important matters should unquestionably have the attention of Parliament, and it is to be I hoped, whatever the result of the General Election may be, that time and opportunity will be given for the consideration of the measures mentioned. I should strongly support a Bill whereby every man ] of mature years would be able to exercise a vote i JrrcfJpecÍrive of any property holding or other quali- fication, and I would preclude any man having more than one vote in a Parliamentary Election. The disputes which arise between capital and labonr in this country, resulting in strikes, should, in my opinion, be dealt- with by legislative means. This course of procedure has proved satisfactory in our Colonies, and might with advantage be adopted in the United Kingdom. I am of opinion that the war in South Africa has revealed to us a. number ol things that cry out for amendment. In the first place, our Army and Commissariat Department is not as well organised as it might be, considering the money expended upon it. The Hospital arrangements in South Africa. were not so complete as we had a right to expect, and the efficiency of the Army generally, as revealed by events in South Africa, indicates that drastic measures need to be taken to ensure true value for the vast amoiWit of money spent in this arm of the service. The Army, and par- ticnlarly the Navy, the latter being our first line of defence, should not be dealt with in a party spirit. In :dealing with our Imperial defences we should Cease to be Liberals and Conservatives and Radicals and Socialists and become Britons. In solicitiug a continuance of the support which I have now enjoyed for so many years I shall ever bear in mind and advocate the principles of the Govern- ment of the people by the people and for the people, and I shall further never lose sight of the fact that all legislation should tend towards the realisation of the greatest good for the greatest number.
