GENTLEMEN,— A Parliamentary Election confronts us, and, having now accepted the invitation of your two Association* to conteslj the Carmarthen Boroughs in the Radical interest, I solicit your Votes as a Welsli Radical and Nonconformist. I would remind you that the Tory Government has largely legislated for the benefit of the Classes at the expense of the Masses* having given to their friends the landlords and the Clergy, in respect of Rates, Tithes, and Schools, some Thrr" Million Pounds per annum. With regard to the Transvaal War, I am of opinion that the action of the Boers in issuing their ultimatum and invading British Territory made war inevitable, and I hold that the annexe tion of the Orange Free State and Transvaal must be maintained at all costs. I deeply regret the general inefficiency displayed by the War Oflice, and I feel that that Department and also the relations of tbo Empire toonr Colonies must have the prompt and earnest attention of the-New Parliament. I now invite your attention to the progressive reforms which I advocate. I am strongly in favour of the Disestablishment and Diseudowment of the Church of England in Walts, of the utilisation for Welsh National objects of the funds thereby released, and of ttit3 exercise of popular control over all schools receiving grants from the public parse. I support Temperance reforn), the taxation of ground values and Royalties, a iiist apportion- ment of local taxation between the owner and the occupier aud the abolition of all those taxes upou the simple necessaries of life which fall so un. fairly upon the breakfast table of the worktnR man's household. I regret that the Tory Govern- ment has increased these burdens by the imposi- tion of a further twopence and fouipence a pound on the workman's tea and tobacco respectively. Being deeply interested in those quesfcnMis which closely affect the welfare of the Working Classes, I am convinced of the necessity for an Old Age Pension Soheme, by which the veteran toilers shall receive a Pension as a matter of right, on the same principle as do our retired Judges and other Public Officials. I advocate the establishment of Compnlsory Courts of Arbitration for the settlement of Labour disputes, an extension of the Amended Compensation Act so that all employees I injured during their employment may obtain I compensation by a simple and cheap process the Nationalisation of our Riilways and any mea- sures which will provide for the proper Housing of the Working Classes at-rents compatible with their incomes. I am earnestly in favour of such Parliamentary Reforms as ahall secura to every capable citizen ) one vote, and one only, available for use when a Parliamentary Election takes place of the pay- meat of members of Parliament, as in most other oonnbries, and of the expenses of Returning Officers being defrayed out of the rates, as is the custom in aU other Elections, thereby ensuring true representation also of a radical Reconstruc- tion or Abolition of the House of Lords. I am prepared to give my hearty co-operation to such legislation as will increase the number of owners of the soil, and I therefore advocate the Enfranchisement of Leaseholds on fair terms and the establishment of a Land Court in Wa]eF. having power to fix fair rents and reasonable con- ditions of tenancy, and to give tenants security in their holdings in accordance with the majority report of the Rjyal Commission on Land in Wales. I am also most desirous of giving the Welsh, as well :i« the English, Scotcl), and Irish, the PULLER CONTROL OF THEIR LOCAL AFFAIRS! I confidently appeal to all Radical elfctors to show themselves true to their principles, by recording their votes in my favour and by being earnest iu their efforts on behalf of the cause of progress, so that the Radical flag may oncp more wave over this constituency. 9230 I am, yours obediently, ALFRED DAVIES. GENTLEMEN.— While in Paris attending an International Congress of the Metal Workers of the world, I received a telegram from a representative meeting of working men electors in the divi- sion, requesting that I should become the Labour and Radical candidate for the seat vacated by Mr David Randell. My reply was, "Shall arrive Swansea Tuesday make all arrangements for starting campaign inform all in division I shall tight." My name has been submitted to meetings of the Liberal Association, but this was done without my knowledge or connent. I would be quite pleased to have the support of that Association, but I am bound to fight with or without such. I have had more than one invitation to contest a seat in the Liberal interest, but as, in the majority of instances they refused to work with the Labour sections, whose offers were declined my motto being Labour first-politics second." To the workmen of the division I strongly appeal—give no pledge to any employer of Labour who may seek your suffrages, but reserve such until I have had an opportunity of placing my .wg betore you. I ask every workman and every true Democrat to remember that no representative of Labour has any chance of being selected to contest a division in competition with moneyed employers. Realise that most of the gentlemen whose names have been before the Liberal Association have issued addresses and special circulars, and had their special friends going from district meet- ing to meeting making impassioned appeals on their behalf, have had canvassers goin about in their interests, have had their meetings packed with their managers, cleiks, and foremen, other employers have been helping in a s>mil«r direc- ion. In addition, boar in mind that these dis- trict meetings have been rushed, and in many cases held at a time "hen it was impossible for workmen on the night turn to be present. I should be foolish indeed, in face of these facts, to accepb theriecision of the Liberal Associa- ion as any criterion Co the wishes (if-t-lie workmen in the division. I prefer to pin my faith to the fact that for 12 years the seat has been held by a Labour Member, iu the person of Mr David Randell, who at your invitation came out t;> repre- sent yo;; as a Labour candidate and I have a higher opinion of my fellow-workmen than to imagine that they have repented of their Labour record or their Labour member. The best testi mony to the value of Mr Randell'cs work is to make sure that a Labour candidate succeeds him. Do not believe the statements made that I "tJaIl be going hat in hand begging subscriptions for my election expenses. Leb me assure you that neither at this nor any other time will I be under the necessity of doing such a thing. I shall take the earliest opportunity of visiting each district and addressing the electors on questions such as Old Age Pensions, Compensa- (on for Injuries for all Workmen, Miners' Eight Hours Bill-which I have consistently supported since it first came before the Trades' Congress— Compulsory Powers to compel Railway Com- panies td adopt Automata Couplings on all vehicles, as well as all reasonable precautions necessary for the saving of the hves and limbs of the Railway Workers, Nationalisation of our Railways Mines, and Minerals, Land Reform, Taxation of Ground Values, Disestablishment and DiseiKjowment of the Church, Payment of Members and Returning Officers' charges, Home Rule all round and believing that the drinking customs of the country to be a curse to the workers, Temperance legislation shall have my heartiest support. I was President of the Trades'Congress (the Parliament of the Workers) to 1892 was Presi- dent of the International Congress held in Zurich on British Day, in 1893 and have taken a part in all great movements having for their object the elevation of the social and moral status of the workers, and appeal confidently for your support and vote, 9191 I am. Sirs, Your Obedient Servant, JOHN HODGE. G-E N ERA L ELECTION, 1900. TO THE ELECTORS OF OWM RHONDDA. DEAR FRIENDS & FELLOW WORKMEN, It makes it imperative on me once more to appeal to you for your generous sympathy as you have always tendered my past 15 years' un- broken representation. The imperativeness arises from the following :— 1st. Because of the Government having forced upon the country an unprecedented premature dissolution, which will disfranchise about half a million British workmen. 2nd. Because of the Rhondda Conservative Club Association having forced upon us an1 un- necessary, hopeless contest, which will cost hun- dreds of pounds. 3rd. Because of myself having been again invited to fight the Labour and Liberal battle in the constituency. 4th. Because I have accepted the invitation. I have no new Programme that would be neces- sary. The Ritondda Programme has always been a comprehensive one. It comprises Labour and Liberalism to the fullest extent; and in two words these they are- 9228 1st. The Rights of Labour. 2nd.
