TRANSFORMING INTO FLATS. Novel Use for a Merthyr Catholic Church. We learn tha.t the Roman Catholic Chureh in Georgetown will, when the new edifice has become ready, towards the end of the summer, be applied to a use novel, at all events, ee far as this pa.rt of the country is concerned. Mr. Rees, the contractor ENGAGED in constructing the new church, has purchased the old building, and it is his intention, we believe, to transform it into flats, suitable for the occupation of the working classes- The idea, it seems, is to divide the church into separate dwellings, each complete in itself, and all served by a eommon staircase, or inclined plane. The experiment will be an interesting one, and, doubtless, will be popular with the class directly affected.

REPRESENTATION OF MERTHYR. There seems to be an impression prevalent among some of the Radicals of the Merthyr Boroughs that the resolution, of the Conserva- tive party to contest the constituency has been inspired by a. suspicion that Mr. Pritchard-Morgan is likely to resign his seat before the dissolution of the present Parlia- ment. This. says our Merthyr correspondent, is an entire misapprehension, for such a con- tingency as the junior member's premature .wjfrijjrfja^ou wp.« in no way contemplated when on Tuesday the party decided to run a candidate, their course of action being dic- tated solely by the considerations that a general election may possibly be sprung upon the country within the next few months, and that it is well to be prepared in time so as to be able to make a good fight. Mr. Pritchard Morgan has been sounded by a pi ess representative as to whether he con- ten- plates retiring or not, and he h.a.s given an emphatic assurance that be means to hold on., Mr. Alfred Davies, of Hampstead. is credited with a determination to come for- ward at the next election whate'er betides, but definite information upon this point, will probably be forthcoming in a few days, because the London alderman, it is reported, has arranged to pay a visit to Merthyr in the course of the ensuing week. Mr. Allen Upward, in -an interview given to a Merthyr pressman, intimates that he is willing to present himself again as a candi- date if the working men desire his services, but that the only ground upon which he could come forward would be that neither of the sitting members sufficiently identified himself with the cause of labour.,

MADAME PATTI. The Daily News says :—A report has during the past week been current that Messrs. Harri- son had arranged with Mr. Irving fer three special performances of opera with Madame Patti as prima donna at the Lyceum this sum- mer. We have authority to say that the news is very premature, although there is a strong possibility that Madame Patti will introduce to London this season Signor Pizzi's one-act opera, Gabriella," which she has already played in the United States.

Juvenile Fancy Dress Ball at Cardiff. On Friday evening Mrs. Kenway gave her annual fancy dress ball to her juvenile pupils at the Lesser Park-hall, Cardiff. The hall was very handsomely decorated, and the attendance was large. The programme was not a long one, dancing commencing at six and concluding just after eleven o'clock. After the first part of the programme had been gone through several fancy dances were executed by Mrs. Kenway's pupils in a manner which did great credit to their teacher. An old Spanish dance, Cachouca," was given by Miss Gladys Phillips and Miss Florence Davenport a skirt dance by the Misses Violet Phillips. Amy Coward, Daisy Davenport, and Phyllis James an old Court minuet by Miss Daisy and Master Percy Riches, and a scarf dance and reel by a number of the pupils. The dresses were exceedingly pretty and novel, and presented a striking effect. Ecclesiastical Intelligence. On Thursday the new St.' Ultyd Church, ia the ecclesiastical parish of St. Margaret's, Mountain Ash, was formally opened. The Venerable Archdeacon Griffiths preached an excellent sermon in the morning, and the Rev. Canon Roberts, of Llandaff, in the evening. Both Mrvioes were very well attended.

Winding-up Penarth Building Society. It has been decided to wiud-up the Penarth Building Society. After discharging all liabili- ties there will remain a. surplus of X170 for divi- sion. It has been decided that the trustees (Colonel Guthrie and Mr. H. Snell) should be voted ten guineas each for the valuable services rendered as trustees.

Death of a Balaclava Hero. Sergeant-major Edwin Leaney, of the 13th Light Dragoons, has just died at Maidstone, his birthplace. He was a participator in the famous charge at Balaclava, from which he escaped unscathed, although he bad his horse shot under him.

CARDIFF EXHIBITION. Lord Bute Offers a Site in Cathays Park. A meeting of the Cardiff Exhibition Commit- tee was held on Friday evening at the Town- hall, Cardiff, under the presidency of the mayor (Councillor W. J. Trounce). There were also present Councillor Edward Thomas and Mr. John Ballinger.—The Chairman remarked that he had called upon Sir William Thomas Lewis on Thursday, who had then said that Lord Bute was quite willing to allow them a site in Cat- hays Park. Mr. Ballinger had since received the following letter Aberdare, South Wales, January 25,1894. Dear Sir,—Yonr letter of the 12th instant to the Marquess of Bute, with sketch of the Cardiff Arms Park, has been forwarded to me for attention, and I now beg leave to inform you that, while Lord Bute is unable to entertain your suggestion for granting a site for establishing the proposed exhibition at the northern end of Cardiff Arms Park, I have to-day informed his Worship the Mayor of Cardiff that a site for the purpose will be placed at his disposal on the south-eastern portion of Cathays Park, with access from Park-place. A WELSHMAN DEAD IN SHANGHAI Our Shanghai correspondent sends us par- ticulars of the death of a Welshman. Mr. JP.MCS Howell, inspector of river police, which took place on Sunday, the 17th of December. Deceased was an old and valued servant of the Imperial Maritime Customs, having come out to take up the post (which he filled to the time of his death) in 1869 from London, where he was employed in the Thames Water Police. Mr. Howell was born in Wales, and distinguished himself by the intelligence and energy he dis- played in the discharge of his duties. He was highly appreciated by his superiors in the service, and was a great favourite with acquaintances and friends. He entered a good deal into the life of Shanghai, and was for many years an active and energetic member of the fire brigade, having been foreman of the Hong Ken Company for a considerable time. He was often of great assistance to captains and, pilots on the river, with the navigation of which he was intimately acquainted. Mr. Howell, who was only 54, bad been ailing a long time with liver trouble, but his constitution was so strong that his friends were hoping he would pull through. However, he took a turn for the worse, and died at stated.

OUTRAGE NEAR LLANWONNO. A desperate outrage took place on Llanwonno Mountain, near Ynysybwl, on Friday afternoon. A man named Daniel Evans, whilst crossing the mountain, went into a house in a lonely place on the side where a woman named Edwards resided. Mrs. Edwards was alone, and the man at once assaulted her, and a severe struggle erfsued. Mrs. Edwards eventually got free, and the min asked for a shilling. The frightened woman at once took out her purse for the purpose of acceding to his demand, but he snatched it from her hand and escaped, Mrs. Edwards immediately gave information to a neighbouring farmer named Rowlands, who mounted his horse and went in pursuit. Not far from Ynyshir he overtook the supposed miscreant, and, having captured him, took him to Porth Police-station, where he was taken into custody by Inspector Davies. The affair has created quite a sensation in the district.

LONDON AND GENERAL BANK. The Press Association is authorised to 'state that in February next another dividend will be paid to the creditors of the London and General Bank, with which Jabez Balfour was connected. Some months ago it was thought possible to pay dividends amounting in the aggregate to 10s. in the C, but so well have the calls of 30s. on the C5 shares been responded- to, and so promising are some of the assets to be realised, that the committee of investigation have come to the conclusion that they will ultimately be able to pay 20s. in the £ to every creditor. For the shareholders, however, there is no hope of a single penny being paid. It is anticipated that years will elapse before the final dividend is declared.

A Fatal Draught. An extraordinary death from misadventure was investigated at Birmingham on Friday afternoon. A prosperous manufacturer named Gill, whose business was on the point of conver- sion into a company, was found dead on a stool in his office, with a partly-written letter before him. On the previous evening he was left in the office late by himself, and it appeared that in helping himself to a glass of whisky he had by mistake taken a bottle containing cyanide of potassium, and drank a large quantity. A ver- dict of "Death by misadventure" was re- turned.

Rhymney Railway Dividend. Subject to audit, the directors of the Rhym- ney Railway recommend that a dividend at the rate of 6 per cent. per annum be paid on the Ordinary Stock for the half-year ending 31st December last, leaving a balance of £ 1,291 to" be carried to next account. For the corresponding half of 1892, and for the first six months of 1893, the dividend was at the rate of 7 per cent per annum.

Penarth Pier Commenced. During the past week Mr. Mayhow, the con- tractor for the Penarth Pier, has visited the site twice to take measurements and to prepare for pushing on the work, which has already been commenced.

THE TRADE OF SWANSEA. Annual Meeting of the Chamber of Commerce. The annual meeting of the Swansea Chamber of Commerce was held at the Town-hall on Fri- day afternoon at four o'clock. Mr. R. D. Burnie, M.P., vice-president, took the chair, and there was a fair attendance. ANNUAL REPORT. Mr. E. P. JONES (secretary) read the annual report, which stated that The number of members on the books was 149. The revision of railway rates was the first subject re- ferred to in the report, which stated that what had been conceded would mean a considerable extension of the powers of the Railway Commission, and, if adopted, should prove of much utility to the trading public. It was to be hoped, however, that the policy would be further developed. Referring to the Rhondda and Swansea Bay Railway, the report expressed the hope that nothing would be done between the trust and the company which would hamper the staple trade of the harbour, but the situation with respect to the use of the lines was a difficult one. The questions of expenses of port sanitary authorities, the South Wales mails, additional railway communication with London, Great Western coal rates to Swansea, coal shortages to French ports, stemming: at Great Wes- tern tips, election of trustees by ballot, and increased harbour facilities were amongst the other subjects referred to in the report, which concluded with the usual interesting statement of trade. The export. trade has more than held its own but the imports are some 10 per cent. less than last year, the decrease in this department being found chiefly in iron ore and copper ore. On the other hand, the imports of grain and kindred commodities have increased 21*6 per cent., and the exports of flour have assumed an im- portant place in the rettirm-totalliiig over 9,000 tons. The exports of tin-plates are 22,404 tons better than year, the shipments to the United States show- ing an increase of 13,650 tons. The improvement in this department would have been much greater but for the fact that the exports to the States have been very much cm-tailed during the last few months owing to the uncertainty which prevails as to the fate of the M'Kinley tariff. With regard to coal ship- ments, it is most satisfactory to find that, whilst, owing to the general disturbance in trade, a consider- able decrease is shown by other ports in the Channel, the shipments at Swansea (1,459,475 tons) showed a slight improvement on 1892, and a record only second to the unusually good one of 1890. This is a signifi- cant circumstance, and full of encouragement for the future. The report was adopted. COLLIERY GUARANTEES. It was decided, on the motion of Mr. MOFFATT. to act in concert with the Cardiff Chamber on the question of colliery guarantees. The meeting then terminated.

CARRIAGE ACCIDENT. One Man Killed and Another Seriously Injured near St. David's. Intelligence on Friday reached Haverford- west of a sad carriage accident between Solva and St. David's. The particulars to hand are very meagre, and state that early in the morn- ing two young men were discovered in the road, having been thrown from a trap. One of them, a young fellow, about twenty, named Jones, was dead, while the other man, named John, was found to be suffering from severe concussion of the brain and other injuries.

A REMARKABLE DREAM. A singular application was heard by his Honour Judge Sir Horatio Lloyd at Chester County-court on Thursday. In 1864 Edward Urajston, a Chester licensed victualler, died, leaving JE56 to each of his seven children. In 1874 the daughter, Mary, disappeared, and the executors in November last paid her share into the court, in order to ascertain whether she might not be assumed to be dead. On Thurs- day Mr. Caldecutt, solicitor, produced the long- lost daughter under remarkable circumstances. He said that on New Year's Eve she dreamed that a cousin of hers, a Mrs. Saunders, residing in Liverpool, had died, and she was so uneasy about it that she called at her aunt's residence in Leader-street, Liverpool, to verify her dream. She discovered that her aunt had removed to Russell-street, Liverpool, and through her she first heard of her father's bequest. Mr. Caldecutt applied that the daughter's share might be paid over to her less the costs, and his Honour immediately granted the application.

Failure of a Marshfield Draper. The first meeting of creditors of the estate of Walter Edward Knott, of Pentwyn Cottage, Marshfield, tailor, was held at the office of the Official Receiver, Newport, on Friday. Accord- ing to debtor's statement of affairs the liabilities amounted to X352 14s. 2d., and there were no assets. He had been in business at Ooedkernew, Marshfield, and Cardiff, and returned to St. Mellon's and Marshfield, and carried on busi- ness under the style of Knott and Co. He executed an assignment for the benefit of his creditors in March. 1888, when the liabilities amounted to £1,243 16s. lid., and a dividend of 4s. 6d. in the £ was paid. No resolutions were passed,and the Official Receiver remains trustee.

Gruesome Discovery at Upnor. A gruesome discovery was made at Tower- hill, Upnor, near Chatham, on Thursday. A gang of excavators in the employ of Messrs. Scott, Government contractors, were digging out earth and chalk to form an embankment for a military railway, when they discovered no fewer than twenty skulls of human beings. The remains are in a good state of preservation, and the teeth perfect.

Jabez was Surprised at His Arrest but the British Consul Premised Him Justice. t Through the agency of its Secret Service the Morning has received the following account, supplementing the meagre particulars that have reached this country by the usual channels, 01 the manner in which Jabez Spencer Balfour was taken. In a word (says the agent) Jabez Spea eer Balfour was taken by surprise. Arrived at Jujuy-the commissary of police, the British Consul, and the secret sen-ice agent of The Morning-it did not take us long to find tho place where Balfour was said, in a phrase of which I do not profess to see the precise mean, ing, to be living in semi-Sultanic luxury. But Balfour, himself, was not there. Not at that moment. By a coincidence, however, it happened that he was that day expecting visitors, and when the commissary said he had come to see the senor on business we were allowed to pass the pickets we met on our way tc the house. So we had no occasion to resort to an elaborate subterfuge as the comnussitry w M for doing in order to get into the house. It wa4 a simple misapprehension-and apprehension. Passing through the grounds we were struck by a number of huge conservatories that had been erected for the cultivation of rare varieties of the orchid, which here also assumes the epiphytal habit, and grows wild in the open air in spikes or panicles. For a man who is said to be living in "semi-Sultanic luxury "he seemed te find time to do a. good deal. Indeed, we dis- covered as soon as we entered the house. that the old spirit of enterprise had not forsaken him for this semi-Sultan, if you please, was away attending to the business of a brewery that he is managing in the neighbourhood. That information seemed at once to make the commissary of police suspicious. And there was more excuse than that; for as we passed through the hall on our way to the luxurious drawing-room—no half-measures about that— we noticed a number of packages in the hall, addressed J. S. B., BOLIVIA. That wa.s almost too much for the commissarj of police, who asked the Consul if he saw that, but the Consul turned it off by pretending that the commissary was directing his attention tc the inscription stamped on the hall mat—it was ( the beautiful motto of the Liberator scheme— Libera sedes liberum facit." It is the opinion of me," said the commis- sary of police, once we were alone in the draw- ing-room, "K that the bird, he is to fly to Bolivia." Here was he on the threshold of a new life-here was a future opening for him tha.t he had hoped to crown, at no distant date, by becoming Minister of Finance to a free and inde- pendent. Republic was he thus suddenly to be deprived of everything that made existence pleasant P Was it fair to violate the sanctity of his domestic hearth in this fashion ? The notion of a secret treaty was disgraceful- it was a mean, cowardly, contemptible, dirty trick. It was un-English. It was un-Christian. He asked for the consideration that any man, the richest or poorest, might demand in the name of humanity—justice. Justice surely he had a right to expect. He asked for no more than that. The commissary of police assured him in the name of his Government that he should get it, and the British Consul added that be might he sure of it once he was back again to England.
