SECRET MANOEUVRING.
SECRET MANOEUVRING. Cardiff Corporation and the Royat I Wedding Grant. Public men often find it difficult to assimi- late the ideas which serve them in good stead c at the hustings. The atmosphere of the council" chamber seems to have an enervating effect, j Of what, for instance, did we hear more at f the last m-untcipal election than of the impend 1 tive necessity for the most absolute candour 1 on the part of all members of the council ? t The ratepayers, it was urged, should be, and t were to be, first. consulted upon every con- S oedvable question, and there was to be an t end for ever of the old days of secrecy and f backstairs jobbery. And now where are we ? Just here, that such an absolutely public matter j ( ag the action brought against the ex-mayor in respect of £ 650 of the ratepayers' money j voted him laet year was on Thin-day dis- cussed by the CaaxiifP Corporation in a meeting, which was not only private in the ordinary j sense of the word, but, considering the holding I atnd upshot of which, the most desperate efforts were made to secure that nothing should reach 1 the ears of those chiefly interested, namely, the ratepayers. At this meeting, at which two of the plaintiffs in the action seem to have been present, a course was decided upon which, it may be presumed, i¡> intended to direct, ii not to bind, tire tmal action of' the council when the question is once more permitted to emerge into the light of day. Could incon- sistency go further ? The maimer in which the < affair is regarded in the town may be judged t 1 by the fervent manner in which those who j i were not present rejoice that they were not i there. 1 "Had you a hand in Thursday's a,ffair ?" asked a "Mail'" man of Councillor Gerhold f yesterday. c "No. thank God!" replied the councillor, ] with emphatic fervour; "I was in London." The meeting of the council lasted two hours, and resulted in a decision to try to compromise, five of those present being appointed a j ocmmittee to ( arrange the affair. Wlhat the public will want < to know is the ground for such a decision. 1 Why should the meeting have practically ] decided that the voting of the grant was £ wrong in law ? Were the committee authorised c to compromise on any terms, and, if not, how j do the members present at Thursday's meeting f justify procedure which may only result in I prejudicing the trial of the action ? r

TRANSATLANTIC TRADE.
TRANSATLANTIC TRADE. A New Line of Steamers from Swansea to New York. In connection with the movement for direct communication between South Wales ports and America the efforts of the Swaasea Harbour superintendent have just re- sulted in the establishment of a new line of steamers to run from Swansea to New York, and vice versa. It appears that, negotiations have been going on for some time with a Liverpool firm to run steamers to South Wales ports, and it was not decided a-s to whether Swansea or Cardiff should be selected. The Americans, it appear, came to the conclusion that Swansea was the best situated port for the trade, and arrangements are accordingly being completed to bring the line into work immediately. The first boat- which will commence loading in a-few weeks- will be the Brooklyn City. The American agents are Messrs. Arkell and Co., Whitehaii- etreet, .\ew York; and the Swansea represen- tatives Messrs. Burgess and Co., Exchange- ¡ buildings. ..IL-ôI

.-_. RACING IN THE HOLY WEEK.
RACING IN THE HOLY WEEK. The Bishop of Swansea Utters a Strong Protest. The committee of the Carmarthenshire Hunt Steeplechase^, compelled by cnrounist.anees which it was thought, militated against the success of this year's meeting, postponed the fixture to the 20t,h and 21st iust. These days happening to be in Hol" Week has drawn from the Bishop of Swansea the following- protest: — To my mind it is nothing less than scandalous that the Carmarthen Race Meetings should be held in Holy Week. Amongst those who are responsible for this arrangement are, no doubt, some who call themselves Church- men. It may be that the coincidence had not occurred to them. It is not too late for them to re-consider their position. Admitting that horse races are defensible upon some grounds. I maintain that no one who believes in the Divinity of Christ and in the merits of His Cross and Pass-ion can countenance such a pro- deeding as is here proposed. It was found practicable a few weeks ago to postpone the races in consequence of the very sudden death of a highly-esteemed local eentleman, who was at the same time a prommeut official in ooimec- tion with these races. Nothing could have been in better taste. Surely something- can be done to save Carmart-hen from the threatened dis- grace of rioting and drunkenness, chambering, and wantonness.' at the very time that the whole of Christendom is comm em orating the Passion of the Redeemer of the world."

ONE CIGAR TOO MANY.
ONE CIGAR TOO MANY. A Yarn Totd About tne Late Sir Andrew Clark. The late Sir Andrew Clark was so ardent in his crusade against overeating or over- drinking. and so firm in his belief that ir a large majority of cases diet would do far more than drags, that he was a little too much inclined to take it for granted that his patients were self-indulgent to the ruin of their health. Among the many anecdotes to which his views gave rise, the following is one of the most amusing: A patient came to consult him. and was at once overwhelmed with directions on the sub- ject of the life he should lead and the diet te which he should adhere. "Now. remember, only one glass of wine at each Mk.Si. the physician concluded, "a.nd just one cigar after dinner won't hurt you. Good morning. Be sure you keep strictly to the one cigar." "One cigarsaid the patient. But "My dear sir,r broke in Sir Edward, some- what. testi'.y. "I must insist. If I am to treat you, you must foilov my dirwt.icms. I know quite well you will find it nara. hu, it is absolutely necessary for your lie-altb." The patient heaved a deeip sigh. -All right. Sir Andrew. since you insist I will do my best. Good morning." He went his way, but his health c;ti not and at urc afta oi a ft>A .•« returned to the physician's consulting-room. "No better?" said the doctor. sjrof>se<L "But have you followed ail my directions?" Ahs.olm.ely," replied the visitor. I muyt admit that the oigar was rather hard 1\k a.t first, and, in fact, made me feel very i-il- but I soon got used to it. and now I rather like it." "Good heavens!" said Sir Andrew, on whom the truth dawned, "do you mean to tell me-" "Yeo, I had never smoked before."

He said Mr. Mol ville was a gentleman of consideral^e ic tliaatricai ma*t«?s. and was in the habit of letting his Theatres to travelling- companies. He let his theatre at Swensea to Mr. Charles Goold for tih<' week ending February 11. 1893, and it was dnrinc that week that the unfor- tunute accident, took place.
