Wilkins, and W. H. Gwynn, secretary. Tne first business was the selection of the Welsh team to meet Ireland, at Belfast, on March 10. The fifteen were selected as follows :—Back, W. J. A GRUESOME DISCOVERY. I Decomposing Body of an Old Man Found at Treorky. A haulier named William Wright, whilst re- moving some hay from a rick belonging to the Ocean Colliery Company, situate near the Treorky Railway Station, on Tuesday afternoon, came across the dead body of an old man in a. terribly decomposed condition. The body wa.s that of a man apparently 60 or 65 years of age, about 5ft. lOin. in height, thinly built, with grey hair and whiskers. The poor fellow was apparently a tramp, for he wore an old brown- ribbed cloth coat, a black cloth vest, and a blue cloth trousers (similar to an Army trousers), an old bowler hat) new nailed boots, and a grey Welsh flannel shirt. On searching the body an old tobacco pouch was found in one of the deceased's pockets, but no document which would lead to his identification.

ROYAL WELSH CHOIR. Girls Get a Hearty Welcome at a Concert at Neath. Of the hearty welcomes which the Royal Welsh Ladies' Choir have received since their return from Osborne, none have been more cordial than that accorded to them at Neath on Tuesday evening. A concert had been organised by Councillor Abraham George and one or two other local gentlemen for the benefit of the English Presbyterian Church, and every avail- able seat in the Gwyn-hall had been booked. The concert was a decided success, the efforts I of the artistes being thoroughly appreciated, and encores were numerous. The choir, under the conductorship of Mada.me C. Novello Davis, rendered the chornges in splendid style, "Spanish Gipsy," the competitive piece at Chicago, naturally arollsing- the most interest. All the soloists were in brilliant form, and were accorded a hearty reception. Miss Winifred Evans was the accompanist.

SWANSEA TOWN. Sir John Llewelyn and Castle Bailey- street Improvement. Sir .John Llewelyn, candidate for Swansea Town Division, addressed another Unionist ward meeting at St. Jude's Schoolroom, Mount Pleasant, Mr. J. R. Leaver occupying the chair. -Sir John, in the course of his address, said that someone had been re-opening the question of the Castle Bailey-street improvement, and criticising his action in the matter. Though the matter had been amicably settled, he was bound, when attacked, and when a political cry was made of it, to defend himself. The town had been called upon to pay £13,000 for that improvement, and, as he (Sir John) had pro- perty across the street, he had simply said to Mr. Evans, It is you and I who should make this improvement, and if you pay £ 2.000 I will pay £ 2,000 towards the cost of widening Caer- street."

DR. KEEN AT PLYMOUTH. On Monday evening the Rev. J. Osborne Keen. D.D., of Cardiff, was chief speaker at the annual home and foreign missionary meeting held at Zion-street Bible Christian Chapel, Ply- mouth. Dr. Keen, who was warmly greeted, said no Church could be truly evangelical that was not essentially missionary in its character. It was a grand thing to see the Church as a whole facing the supreme problem of the hour— the Gospelling of the human race. During the past hundred years more souls had been con- verted under missionary labours in heathen lands than were converted under the ministry lands than were converted under the ministry of the Apostles and their successors in the first century of the Christian era,. Tbe age of missions rivalled the age of miracles in the salvation of the heathen. The one great need was more men. ->

SMALL-POX AT BARRY. Two Cases on Board a Ship in the Dock Basin. The three-masted British ship Hospodar, which came up Channel on Tuesday night from Havre bound for Barry Dock for coal yargo," was boarded down Channel by the Barry pilot, Mr. Thomas Jones, Nut on arrival in Barry Roads the captain took steps before attempt- ing to dock to communicate with the local medical authorities, and Dr. King, the assis- tant medical officer of health to the Barry and Cadoxton Local Board, promptly boarded the Cardiff tugboat the Levant, which was lying in the dock, and proceeded to the roads. On reaching the ship Dr. King was informed that two of the crew had fallen victims to small- pox durftig the voyage, but were gradually recovering. The ship was, however, allowed to dock at once, and she accordingly entered the basin, where she lay between the sailing ship Melete, which had just arrived light from Antwerp, and the steamer Eugene, of London, which had docked on the same tide, from Bremerhaven. Strangely, too, the pilot, Mr. T. Jones, was allowed to land. Dr. King on the arrival of Um ship m the basin summoned I Mr. A. E. Leyshon, the local board's sanitary inspector, for the purpose of having the in- fected members of the crew carried to the temporary infectious hospital, situated on the dock company's property near Mill Cottage, for the purpose of being sanitarily dealt with and medically attended to. A number of tradesmen's runners jumped on board the fever-stricken ship as soon as she arrived in the basin, and up to the time or writing they were rigidly prevented from landing.

HEALTH OF CARDIFF. Medical Officer Walford's Annual Report to the Council. The annual report just issued by Dr. Vv al- ford, medical officer of health, and addressed to the chairman and members of the Cardiff Port Sanitary Authority, gives full informa- tion as to the work of the department during the year, the number of vessels boarded, the inspection of shipping, &c. Most of the sub- jects dealt with have been discussed at the meetings of the sanitary authority or brought in other ways before the public, but Dr. WaJford, in speaking of cholera precautions, makes a suggestion as to the present hospital accommodation at the Flat Holm which de- serves to be specially emphasised and seen to by the public authorities. He says:—"I have to advise that the accommodation is in- sufficient for the probable requirements of the port. I am of opinion that it would be de- sirable to extend the permanent building .which contains only one male ward and nurse's kitchen, with accommodation for four patients. Instead of continually incurring the expense of purchasing supplementary tents, it would, I believe, be wise economy to construct an additional ward, similar in kind, but perhaps rathpr larger in dimensions than the existing ward. The experience of the past summer has also shown that it would be desirable to alter the administrative arrangements of the hospital. The hotel, which is within a very short distance of the ward, should, I think, be entirely under the control of the port sanitary authority, and should be used solely for the purposes of hospital administration.

A SCOTCH JOURNALIST DEAD. The death occurred on Monday evening of Dr. William Alexander, editor of the Eveniwf Gazette, Aberdeen. Deceased was one of the leading journalists in the North of Scotland, and was extremely popular amongst newspaper men. He was a well-known author, and for his services to literature the University of Aber- deen some years ago conferred upon him the degree of D.L.

Notes from London. --+- ALL THE GOSSIP OF TOWN AND ,OLUB. A Great'Party Function Turns tnto a Fiasco, Feeble Speech by the Prefiiier. The scuttling of the Employers' Liability Bilf was a dismal fiasco. It had been in. tended to make it a great party function. The war drum had been beaten and the party trumpets sounded to anhounce that Mr. Gladstone himself, as Lord High Executioner, would personally superintend the function. There was every aid triumph. The House was full and galleries crowded. FEEBLE SPEECH BY THE PREMIEE. The Friendlies got up a special demonstra tion to receive Mr. Gladstone, sending up a storm of short yapping cheers, which im- parted an aspect of ferocity to their wel- come. With aJl these temptations Mr. Gladstone failed to make a great speech. He was not more than forcibly feeble. His argument was stale and ineffective, and his humour a mere splutter. Everyone was hoping that this was but preliminary to the gre^b speech, when Mr. Gladstone sat down/naviiig done his best, which, ?R re- garded 'the effect it produced, might have been the worst. latter days very much wear their hearts on their sleeves, looked at one another in help. less despair. Some hot with rage, some passionately pale, a veritable bench of objects were they as they squirmed under Mr. Balfour's deep cuts. A more powerfully destructive speech has not been heard froia the Opposition Benches. Mr. Gladstone s only new argument was that tht Friendly Societies were opposed to contracting out. If they were, thei, the Government had voted against the. Friendly Societies by acoeptingthe Cobb corn- promise. But the Friendly Societies were not opposed to contracting-out, and that was why the amendment was introduced by tho Premier at the eleventh hour and fiftieth minute. Then the ballot! How Mr. Bal. four fastened on to the Gladstonian shyness of the ballot! How grandly he brought out the damning fact that the Trades Unionist members, who are quoted as condemning the railway ballot, themselves owed their positions to a similar ballot. The fine irony of his suggestions that the Govern- ment was the best judge of its own incom- petency and that infanticide was a privilege v of Governments, but that Ministers should not praise their offspring while cutting its throat, delighted everyone Again, those were brilliantly scornful passages in which he showed Ministers wer(' casting away the Bill because it bore tli-F taint of liberty and the poison of freedom But the most sustained burst of enthusiasn he provoked was when he challenged tht Government to take the opinion of thy country. Unionists cheered again an«, again, and the demonstration utterly cowei Ministerialists. MR. AS^UITH IN A QUAINUAKI. P# .r Mr. Asquith had a painful quarter of an hour wlien he attempted to reply. It was Mr. Balfour's night. His speech was un- answerable. When Mr. Asquith attempted to answer the unanswerable the exultant Opposition either took his points to their arms and cheered them derisively or they increased the unhappy Minister's con- fusion by irresistible bursts of laughter at the absurdity of his wretched logic. Mr. Chamberlain was mainly argu- mentative, but he had smart passages, al. when, in reply to Mr. Asquith's aimless taunt why did not the Opposition divide, be pleasantly asked, Why in heaven's name should they not stay their avenging arm ? and then amiably reminded the Government that there had been a division in which Ministers enjoyed a majority of two. GOING TO THE EXECUTION. The scene in tly& lobbies during the six division" was/ highly diverting. The Unionists of boim wings had walked out of the House, and they crowded the corridor leading from the library to the members1 lobby. As the discomfitted Gladstonians hurried along to obey the division bell they had to undergo a fire of good-natured chaff, in which even Mr. Chamberlain joined. "Going to the execution?" "Do you commit your infanticide in public?'' "Go and destroy your own creation," were some of the friendly remarks passed to out friends the enemy as they streamed along to make the inglorious fight among themselves In the division lobbies there was also excite- ment and a good deal of derisive cheering from the six minority. UNIVERSITY OF WALES. The Lord President of the Privy Cuuncil has already commenced to appoint Govern- ment representatives to serve on the court of the University of Wales. I am in a position to say that Mr. Lewis" Morris has just been offered and has accepted a seat on the new body. This, I believe, is the first appointment yet made. According to the charter the Lord President is empowered to appoint thirteen representatives on the Court of Governors.
