ELECTING AN INCUMBENT. I A Novel Custom rn the Parish of Willervhali. It is an interesting fact about WiiienhaM, the parishioners of which have extended a strong invitation to the Rev. W. E. Rosedale, th.' rector of Canton, to become a candidate for the living, that it is one of the few parishes where the parishioners elect inoumbente just in the same manner as they elect membprs of Parliament. It seems that at some of these elections the most rowdy scenes were witnessed —a possible indication of that which would occur in Wales if disesta.blishment ever came about. The first public meeting of electors in connection with the vacancy which has taken place in the incumbency of St. Giles, through the death of the Rev. G. H. Fisher, was held in the Town-hall, Willenhall. on Tues- day, in the interests of the Rev. J. E. Page., of Binfield, Bracknell, Berks, one of the can- didates.—Mr. George Baker, who presided over a large attendance, said that in calling that, meeting there was no feeling of antagonism to the churchwardens of St. Giles, who had 0011- ve»*ev1 a awxiiug' to be heM or Friday. The k last election was a time of great- strife and tribulation, and the riots and scenes which took place were a disgrace to civilisation. (Hear, hear.) It was hoped that there would not be a repetition of such scenes, and, so far as the Rev. J. E. Page was concerned, he was anxious that the contest should be fought fairly and squarely. He submitted Mr. Page's (vaims to the intelligence of the 460 electors. With regard to the mode of procedure at the elec- tion, he understood, the churchwardens having apprised the lord of the manor of a vacancy having occurred, he would direct his steward to appoint a day for the election, and the steward would attend for the purpose of taking the votes of the resident owners of land of inheritance rated to the poor. The name of the gentleman obtaining a majority of votes would be forwarded to the lord of the manor, who would make the announcement to the bishop.—The Rev. J. E. Page said there were very few livings that were in the gift of the inhabitants, but there were some people who thought that it would be better if there were more livings over which the residents could have more control than they had in the selec- tion of the ministers. The position of the incumbent of St. Giles was one of importance and responsibility, and the electors had a serious and solemn task before them in making a selection of a clergyman. He did not wish it to be understood that he had no desire to better his position, because he believed them to be sensible people; but he trusted they would accept his honesty so far when he said that, while he desired to come to Willenhall in the hope of getting a better status and a better income, he did not require that as an end, but as a means of doing good. (Hear, hear.)- On the motion of Mr. T. Kidson. seconded by Air. jjesse Tildesley, a vote of thanks was passed to Mr. Page for his address.

GEORGE KENNAN AT CARDIFF. He Lectures on Convict Life in the Siberian Mines. Mr. George Kennan, an American gentle- man who is well known as an intrepid tra- veller in Siberia and for the articles he has written describing the treatment of Russian political exilæ in the Siberian mines, on Wednesday night delivered a lecture in the Park-hall, Cardiff (under the auspices of the Cardiff branch of the Society of Friends of Russian Freedom) upon what he has seen in Russia, and especially in Siberia, the lecture being illustrated by lantern pictures taken from photographs and sketches made on the spot. Mr. T. H. Thomas presided in the un- avoidable absence of Professor Viriamu Jones, and the large hall was crowded, Mr. Kennan's lecture was intemely interesting. He minutely described the outrages which, he said, were the necessary result of the barbarous system of government in Russia. The pictures des- cribing the mines and the condition of the hope- less prisoners, many of whom had been exiled without trial and for offences of which they knew nothing, were most realistic, and cheers were given when the lecturer advocated a change in the g-overnment-a change which should bring about necessary reforms, together with independence and freedom.—A vote of thanks was passed to the chairman and lec- turer.

Lord Penrhyn has given £100 towards the subscription fund of the National Eisteddfod, at one of whose meet- ings their Royal Highnesses will be present Lord Boston has given £ 25, and the Lord- lieutenant of Carnarvon ten guineas.

BIG SCHEME AT SHEFFIELD. A New Contr-a-I Station to Cost a Miltioo and a Quarter. At Sheffield City Council on Wednesday the project for constructing a central station and connecting it with the existing lines by a district railway, at a cost of Cl,250,000 of money, was discussed, an application having been receired from the promoters for the corpo- ration to subscribe £100,000 to the capital. The site which the station would occupy having been condemned as unhealthy, the corporation are committed to an expenditure of £60,000 in clearing it. As this outlay would be saved if j the statien is constructed, the corporation were urged that titey may well invest in the com- pany. The council decided to subscribe the tnoney subiect to conditions.

The agitation on behalf of a remission of the sentences passed on the eleven men found guilty of riot at Pontymister on Christmas Day last has now been taken up by Mr. John Burns, who, it is stated, will make a point of pressing the matter upon the Government, if the separate appeals to the Home Secretary do not bear fruit. The matter will, probably, be made one of the points dealt with at the great Trades Union demonstration proposed to be held in Hyde Park on Saturday, March 17, to protest against the action of the House of Lords with reference to the Employers' Liability Bill. A supplement to the Loudon Gazette was issued on Wednesday evening containing Lieutenant-colonel Ellis's full dispatch respect- ing the recent operations against the Sofas. It transpires from these dispatches thai so far back as November 27, before leaving Freetown on the expedition, Lieutenant-ctflonel Ellis received a £ the adjntant-general of the warning him not to approach too near to placed where the Preach troops were stationed, for fear of running the risk «f coming collision with them, -and this injunction, he states, he carefully observed by despatching letters in duplicate to the nearest French posts and in other wa.ys. Unfortunately, Lieuteliant Maritz was not com- mandant of any post. He had been engaged for some time past in travelling with bis party ef soldiers within the sphere of British in- fluence. The dispatches established beyond doubt that Warina. where the collision with the French took place, is far within the sphere of j Britisii influence. The dispatches sta,te I that frequent traces of the devas- tating raids of the Sofas were met with. For instance, on January 1 Colonel Ellis found at an abandoned Sofa eamp. on the left hand side before entering the gate of the stockade, a pile of corpses from 7ft. to 8ft. high. Colonel Ellis counted on the surface of the heap the bodies of 27 women, children, and infants, and the heap itself must have contained at least 1G0 corpses. The victims were captives whom the Sofas had slain. At the exit of the camp more corpses were met with. In the capture of the Sofa strenghold an January 3 200 of the enemy were killed and 77 taken prisoners and 673 slaves—women and children-who had been carried off by the Sofas in their raids, were rescued, and subsequently restored to their own countries.

Replies have been received from Mr. Balfour and Mr. Chamberlain to the scheme of national defence drawn up and forwarded to them by Sir Charles Dilke, Sir George Chesney, Mr. Arnold For.ster, and Mr. Spenser Wilkinson. Prisoner Sent to the Quarter Sessions for Trial. » At Swansea County Petty Sessions on Wed- nesday Thomas Ritsell Rees, a Carmarthen carpenter, was brought up in custody on the charge of having indecently assaulted Margaret Joyce, at Pontardulais, last Thursday. The prisoner was a respectably-dressed man of strong build. Mr. C. W. Slat,er prosecuted, and Mr. Howells (Llanelly) defended. All the wit- nesses being- ordered out of court, the little girl told her story, which was to the effect that prisoner took hold of her &s she was returning from school, and behaved in a gross and violent manner towards her. A number of witnesses were called, and prisener was subsequently committed to take his trial at the quarter sessions.
