CANADIAN TRADE. General Laurie Interests Himself in the Matter. At the general meeting of the Pembroke Dock and Milford Haven Chamber of Commerce held on Wednesday, Mr. H. A. Jones-Lloyd (vile- president) in the chair, General Laurie de- 0 livered a long address relative to the proposed fast line of steamers which is to be formed between Halifax or Quebec and a port in Eng- land or Wales. He said Mr. Hubbart. the pro- moter of the company, was now in England, and the oonipaiiy woiild be formed frith a capital of £ 2,000,000. He (General Laurie) had had an interview with Mr. Hubbart, who had promised to come down and see Milford Haven. Mr. Hnbbart wanted to find out the port that could receive an inward cargo of 3.000 tons and supply an otitward cargo of the same quantity every week. He (General Laurie) said he had succeeded m getting a promise that no port would be selected until Milford Hsiven had been visited, so that their port might have a. chance. He mentioned that the South Eastern Railway Company was alive to this, and liad purchased the Sbuthainptoii Docks. A Paris telegram on Thursday through Renter says:—The Justice this morning publishes a letter from a naval officer at Cher- bourg complaining that the Ministry of Marine gives too many orders to British firms. The result of this, he says, is that the Chinese, Japanese, Chilians, and other foreigners, argbing that the firms which supply France are the first in the world, also send their orders to England. CARDIFF'S MEMBER. Probable that Sir Edward Reed Wiii Not Stand Again. Outr London correspondent telegraphs :—i am indebted to the editor of the "Morning'" for permission to forward you the following information, which will appear in his issue of to-morrow (Friday): — "Sir Edward Reed has taken to patronising the Government to such an alarming extent that it is commonly supposed he has secured the promise of appointment, and, at any rate, the Radicals of Cardiff do not expect that he will stand again. Sir Edward's retirement would be a misfortune for Mr. Maclean, the late member for Oldham. and the (\n^erviiitc- tntadida*-Cswditf, « he would almost certainly unseat the member. The constituents do not appreciate independence, which they are too apt to call disloyalty, still less do they admire wobbling. Sir Edward Reed is a very clever man. He has written poetry and novels, and is an en- gineer. But he has wobbled woefully over tbe Home Rule question, and it is not, there- fore, surprising that his name was received [ with hisses at a Radical meeting in his con- stituency. Mr. Maclean is also a very able man. He was for many years editor of the Bombay GasSette," arid is now one of the proprietors of the great Conservative orga.n of the West, of which the headquarters are at Cardiff. He has a profound knowledge of Indian affairs, and is a shrewd business nun. If anybody can win Cardiff for the Unionists it is Mr. Maclean. Of course, it is impossible to say what effect Mr. Gladstone's retirement may have had upon Sir Edward Reed's mind. As the present Prime Minister has declared that Home Rule cannot be carried until the English minority is converted into a majority, the member for Cardiff may have become a stal- wart supporter of the Government."

WORKHOUSE SCANDAL. Grave Charges are Made at Newton Abbot. Lord Courtenay. Local Government In- spector, opened an inquiry at Newton Abbot on Thursday into grave complaints which have been brought against, the management of the local workhouse. Witnesses were called and deposed that the "jumper," a sort of sack used for purposes similar to that of the strait-waistcoat, was in constant use in the workhouse; that aged inmates had been placed in it naked, and then tied to the iron of the bedsteads. A Mrs. Bovey died five days after confinement in1* tlie "jumper," and she was actually tied down within a few hours of her death. Other witnesses alleged that the wards of the workhouse were in a filthy condition, and many of the inmates infested with vermin. A nurse; Alice Hinton, wearer of the bronze medal of the Workhouse Nursing Association, who joined the staff of Newton Workhouse on December 28 last, deposed to many of the foregoing facts. One in,mate named Mrs. Nickells, the nurse said, she fdund apparently dying. The woman was very dirty and covered with vermin. Her hair had been cut off, and her toe-nails were like claws, being two-and-a-half inches long.'l'lie sanitary arrange- ments ill same of the Wards were filthy.
