ALL THE GOSSIP OF TOWN AND CLUBS. 0 The Bye-Elections-Revival of an Old- Rumour-Cabinet Troubles-Lost in the House, The two polls declared to-day have re suited quite as satisfactorily as we expected here, though not quite in the same way. Montgomeryshire has done better and Ber- wick worse than was expected. In Berwick we polled 143 votes fewer than was calcu- lated on. This result has confirmed the proverbial untrustworthiness of the Scotch voters. In the Berwick calculation the same discount had been made for broken pro- mises as is allowed in England. The result was to show that in Berwick there were 3 per cent. more broken promises than there are in England. Another feature in the Berwick contest was the exceptionally large poll. It was an 87 per cent. poll. But, as it is, the majority is reduced by 183. Mont- gomeryshire has gone one better by reducing the hostile majority by 590. The collapse of Montgomeryshire is a dire blow to the party leaders, and has caused almost as much exultation in Unionist circles as if we had captured the seat. The Gladstonian members who had been down in Montgomeryshire brought back bad reports. But the official report must have been much more encouraging, seeing that late last night the Whips were expressing their confidence in a majority of 1,000. The net result of the four bye-elections has been a significant and telling advance of Unionist influence. In three out of four contests the Gladstonian majority is reduced in the fourth case it is slightly in- creased. The net result is that the Glad- stonian majority is reduced by 1,003 votes, or at the rate of 40 per cent. The aggregate majority was 3,571 in 1892: it is 2,568 now. Moreover, this result has been obtained on a poll larger by 1,200 votes. Of the increased poll, the Unionists have taken nearly the whole. To be exact, the poll has increased from 26,645 to 27,808, and the Gladstonian majority has diminished by 1,000. The Unionist leaders regard the Montgomery- shire result as the most satisfactory, for it has shown a diminution of the Gladstonian poll by 222 and an increase of 378 in the Unionist poll. REVIVAL or AN OLD ECSOUE, The story about Sir George Trevelyan being likely to leave the Cabinet is the revival of an old rumour that has been floating in the air for weeks, if not months. There is nothing in it, except that Sir George will probably be provided for by a Colonial Governorship before the Govern- ment goes out. But as long as the Govern- ment sits snug Sir George will sit quiet. lie hopes to push through his Scotch Local Government Bill. With that measure he will certainly conclude his uninteresting career as a statesman of changeable con- victions. CABINET TROUBLES. Ministerialists are s'crely dispirited aBoufT the ructions in the Anti-Parnellite party. It is recognised that the party is on the verge of breaking up, and the public exchange of violent language has rendered reconciliation of long pending differences impossible. What Ministerialists dread more is the effect the object lesson of Irish Home Rulers unable to govern themselves will have on the British electorate. Neither Mr. Healy nor Mr. Dillon was observed about the House to-day, but Mr. William O'Brien and Mr. Vesey Knox were both there, looking fierce. They met and exchanged lofty glances, but nothing more. LOST IN THE HOUSE. It seems from the case of Sir Geo. Osborne Morgan that a man may be one of the oldest members of Parliament without knowing his way about. Sir George intro- duced two ladies to the Ladies' Gallery to- day, and in due time called to take them away. But when they emerged into the corridor outside the Ladies' Gallery for the life of him Sir George could not find his way back. First he L'ied the door into the buffet where wearied members of the press were refreshing themselves; then he tried the ladies' retiring-room. The next door hap- pened to be the right one, but Sir George, instead of ringing for the lift, descended the long flight of stairs on foot. There are cases as bad as this. There was a man who had been a member of the House for fifteen years before he discovered the terraces. There is another member who has been for months trying to learn which is the "Aye" and which the "No" Lobby. RESIGNED GLADSTONIANS. Hie resignation of Mr. Kearley, the mem- ber for Devonport, is not yet an accom- plished fact. He has sent to the committee an intimation of his intention to resign, but it is not yet absolutely settled. Mr. Kearlcv's intention 0 to resign has been quickened, but not decided, by the fact that he received three thousand letters of complaint from his eOl)- stituents in one week. The real cause of his resignation IS that lie has got into hot water with the dockyard men. It is im- possible to please them all, <Mid the section he has undertaken to please happens to be in a minority. Air. Kearlev is perforce driven to resignation by sheer weariness and disgust. It may take effect at any moment, and is not likely to be deferred until the general election. Mr. Smith, the member for North Lonsdale, is anxious to retire FT once, and, as Mr. Kearlev has already been for- mally adopted by the Glad,Etonians of North Lonsdale, we may assume that his resigna- tion is only delayed until the party have secured a oandida-te to succeed him at Devon- port. In this event, there would be glorious sport for the Unionists. They would stand in a good position to win two seats—one vacated by Mr. Kearley at Devonport. and the one sought by him in North Lonsdale. THE NAVAL PROGRAMME. A Parliamentary paper issued this mor.I- ling shows that of the 21-J millions autho- rised to be spent on the construction of new ships under the Naval Defence Act passed by the Tory Government a sum of two-and-a- half millions remains to be provided. 'The actual expenditure is, however, 22i millions, which includes amounts spent before the passing of the Naval Defence Act. An amending Bill is required to authorise the expenditure of a. farther sum beyond the original amount. The extra sum was first calculated at £ 1.300.000. but the Adiiiii-iiltvi now think it will be much less than that. It is satisfactory to learn that all the battle-1 ships are expected to be ready by the end of the. five years' term originally fixed. AN ARISTOCRATIC ALLIANCE. This three-act comedy, Ly Lady Yiolet- Greville, will be produced to-morrow night at the Criterion Theatre. Last night I attended the dress rehearsal, but, without in any way breaking faith y, ITH the management, I can predict a. succe-ssfrl career for the new piece. It will be found to run somewhat on the lines of the "Ironmaster," with this difference, that, instead Of the aristocratic lady falling in love with her mercantile husband, the noble husband falls in love with his wife of low extraction. Mr. Charles Wyndham h9.,s an admirable part as "Lord Ferres," and Miss M A ty Moore never had such a sympathetic character to interpret as that of his wife. It is said that Ladv Greville has sought inspiration from "Le Gendre de M. Poirier," but I am inclined to doubt this. Montgomeryshire, is the p1der son of the late Air. Humphreys, barrister, Hi, mother wa-s the youngest daughter of Dr. Juune-s. of Gathinyl Is-ta. in his _dav_ a leader of the Liberal party in the eountv. Air. A. (J. Humphreys was born on November 9, 1836, and was educated at a preparatory school a,t Chirk, at Harrow, and at Trinity College, Cam- ME. A C. HLHPHREYS-OWEX. bridtre. where he tonk his degree in HmO. with honours, in the classical and moral science triposes. On leaving Cambridge he entered at Lincoln's Inn. He was cali'l to the Bar in 1863, and practiced for some years. He took an active part in the agi- tation for the. repeal of the University Tests, which excluded Nonconformists from scholar- ships and fellowships at the universities of Oxford and Cambridge. In 1871 he ca-me to reside in Montgomeryshire. On the death of Airs. Owen (Air. William Owen's widow) m 1876 Air. A. C. Humphreys succeeded to the Glansevern property, and assumed, by Royal license, the name of Owen. He is a Deputy- lieutenant and justice of the peace for the county, a. director of the Cambrian Rail- way. and was on three occasions one of the examiners in the Cam- bridge University Law and Modern Hibt-ory Tripos. On the resignation of the late Mr. Bryce, of Cyfronydd. Atr. Humphreys-Owen was selected chairman of the Montgomeryshire Lilieral Association. He marr'ted. in 1874, Maria, eldest daughter of the late Air. James Russell, Q.C., of the Chancery Bar. and has daughters and one son, Arthur, born in June, 1876. Air. Humphreys-Owen is a considerable landowner. ]X)ssessing an estate of about 6,000 acres in the county, and takes a, warm and prac- tical interest, in the welfare of his numerous tenantry, with whom he is very popular. His unopposed election to the provisional chairman- ship of the County Council for Alontgomery- shire at its first meeting was followed by his election to the permanent chairmanship. The contract amounts to between £ 4-, 000 and £ 5.000. and the work has to be done to the satisfaction of the engineer, Air. James Al'Connochie. who is a brother of the late Alderman Al'Connochie, of Cardiff. The work will be commenced next week.

BURGLARY AT CARDIFF. Shop Ransacked and Notes and Clothing Carried Away. Between midnight on Wednesday and -early on Thursday morning the premises of Mr. Wamstrang, clothier and general dealer. 164. Bute-road, Cardiff. was burglariously entered. and property to the value of nearly B100 stolen. The thieves effected an entrance by pushing back. the eatiih gLa. window at the rear of the- premises, and, judging by the systematic manner in which the miscreants did their work. it would appear they must have had some previous knowledge' of the premises. The property stolen include several Russian, Norwegian, Spanish. Belgian, and United States bank notes, a couple of United States gold coins, a number of Brazilian pe-cs and milreiis. about £ 10 worth of French. German, and Italian siher coin-, and a quantity of wearing apparel, including fine pairs of boots. six dozen shirts, sfypral "jJk pocket-handkerchiefs, and the con- tents of a show-case, comprising cheap jewel- lerr and electro-plated goods. The robbery was discovered about six o'clock on Thursday morning by Air. Wamstrang, who at once gave information to the Cardiff police authorities. The detectives are actively prosecuting in- quiries, but so far no arrests have been made.

At Gloucester Police-court on Friday a gentle- man named John Yaughan, whose address and occupation were not mentioned, was charged with being drunk and disorderly in Kingsholm- road on Saturday night last. Defendant, who occupied a seat at the solicitors' table, pleaded guilty through his advocate, Mr. T. G. Barber, and expressed his extreme regret for what he bad done. The police-constable who proved case stated that late on Sa,turday night last he noticed defendant knocking: at the door of the Kingsholm Inn. He went to him. and finding tbpt he was drunk took him into custody.— After a whispered consultation the Bench fined defendant 10s. and costs, and Yaughan, an elderly gentleman, left thE court.

All went well till the carriage arrived nearly at the termination of the return journey, when one of the fore wheels came off. The whole party, numbering a dozen, were upset. A style of photography much in vogue jutti now is that of ladies of rank and fashion being photographed in their night dresses and bare feet. It is a copy of a French fad of many years ago, recently revived, and is called the R-ecamier pose. celebrated Austrian beauties have had their portraits painted in this undress costume. An Amenean lady reporter, who recently spent a week in a photo grapher's studio as assistant, thus describes a visit to the gaHery of a well-known society woman, said to be tall and graceful, with beauti- ful brown eyes and great quantities of russet brown hair —A-fter a few niinutes spent in disrobiiKr the lady, whose name (says the writer) I must refrain from mentioning, came out from her dressing-room. Thrown over her nightdress of silk. with great ruffles of lace at the neck and wrists, was an opera cloak, and on her feet a pair of red Turkish bedroom slippers. A great divan, with a quantity of cushions, had been rolled in from the reception- room, and upon this the lady threw herself, aad with inimitable grace kicked off the slippers, disclosing a pair of dainty bare feet, the soiee of which resembled the pink of a shell. After handing me the great furry cloak, with an atti. tude of studied grace, she buried one elbow in the cushions, reclining her head on one hand, while with the other she held an elalxira-t* silver minor, iu which she gazed with pensive- interest, "There!" she exclaimed, looking at the photographer for his approval, "do you like ii ?" taHy seconded. On Friday evening, at. the Town-hall, Car- diff. the mayor presided over a meeting of tne exhibition guarantee sub-committee.—The Hon. Secretary (Air. Walter Cook) laid before the meeting a letter which he bad received ftom Councitlor Shaekell. chairima-n of the frea libraries committee, seating that if the expected surplus arising from the exhibition would be handed over to that committee towards the Free Library Building Fund they (the free library committee) would give them their utmost support.-A long discussion took place on the subject. a.s to whether the committee were justified in binding themselves io such a, course, and it was ultimately resolved that a reply should be sent to Mr. Shaekell to the effect that the committee felt they could not make any recommendations as to the distribution of the proceeds, as it had been decided previouslv thai the guarantors should decide in the dis- posal of such a surplus: but they \v.w:s ei opinion that some part, at any rate, should devoted to the free library. The matter "ill be brought up at the meeting of the provisional committee, to be held at the Town-hall on Monday night.—- The Hon. Secretary reported that £ 3.287 17s. had been guaranteed, which, together with two donations amounting to £125. brought the total to £ 3,4-12 17s.—The subject- of canvassing was discussed, r and it was resolved to make a MHeeiaJl effort to raise the guarantee fund to £ 5,000 by Monday night.—It was remarked by some of the canvassers present that many people were under the impression that a guarantee of under £ 25 would not be accepted. This, tliev wished it to be known, was a great mistake, as any guarantee of no matter what sum would be accepted.

It is provided that after'next year the higher grant will not be paid to any school in which provision is not made for drill and suitable physical exercise. In order to lessen tlw strain upon teachers, pro- vision is made for reducing: the number of scholars per teacher after 1806. and the formal annual visit of inspectors to infant schools aiav ha ohiitted or relaxed if two visits without notice have been paid.
