MIDNIGHT JINKS. Monmouth Gentlman Fined for Annoy- ing a Doctor. At Monmouth Police-court on Thursday the mayor (Councillor W. Honeyfield) and a full bench of magistrates investigated a case in which Captain Charles Champney Powell was summoned for wilfully annoying Dr. Shiels, North-parade, by ringing his door-bell twice shortly before midnight on the 21st of February. Alfred Hassall, surveyor of taxes, and Philip Endel Wanklyn, borough surveyor, were summoned for aiding and abetting in the offence.—Mr. Herbert Williams, for the prose- cution, said all the defendants had had ample time and opportunity to tender an apology, but had not dom- ho. Captain Powell sent a very meagre and inadequate apology, which his client could not accept. The apology (pro- duced) admitted the offence with regret, but omitted Dr. Shiel's name altogether, and declined, further, to sign one dictated by prose- cutor.—Dr. Shiels said his children, were down with influenza on the night in question. He had a notice on the door not to ring, but knock gently. When the bell wae rung first he saw Hassall and Wanklyn running away, and on the second occasion he went out, and saw the two defendants Hassall and Wanklyn standing at a corner some 30 yards away. He did not see Captain Powell near the place that night.—The Bench thought thi whole case was one that might well have been settled out of court, but, having been heard, they considered the charge against Captain Powell proved, and a fine of 5s. would be imposed. The other two defendants were dis- missed.

LADY BARBER'S FATHER. Summoned on a Charge of Assaulting a Clerk. At Swansea Police-court on Thursday Mr. Edwin Davies, solicitor, applied for a summons against- Robert Chettle for an assault on David J, Jones, one of his clerks, during the serving of a writ in connection with certain proceed- ings in the High Court of Jnstice. Mr. Chettle, who keeps a barber's shop at St. Thomas, is the father of the London "lady barber," Miss Chettle. The clerk went to his shop on Mon- day and Wednesday to serve writs. On Wed- nesday he was asked if he had received the first writ, and said no. The clerk said, "Then, you will take this." He refused to take it, and on it being thrown towards him he struck the clerk in the face, knocking his spectacles off.—The summons was granted.

ROLLER-SKATING AT CARDIFF. Since Mr. Tetlow has been in charge of the roller-skating rink at the Cardiff Panopticon the rink has always been crowded, and the pastime has gained much in popularity. Sir. Tetlow is ever courteous and painstaking, and has taught quite a large number of ladies to skate; in fact, so many that for this (Friday) 3vening a competition for ladies is being ad- vertised. On Thursday evening a football match on skates took place. The teams were —Messrs. Milford (captain), Hooper. Adams. Moon, and Powell: and Messrs. Day (cap- tain), Perry, Walsh, Mole, and Sherritton. A ?rent deal of excellent skating was witnessed and a lot of fun was caused. Milford's team scored six goals to their opponents' four, thus winning the match.

THE NEW TORY AGENT. Committee will Select from Some Excellent Candidates. The annual meeting of the Cardiff Conser- vative Association was held at the Conserva- tive Club. St. Mary-street, Cardiff, on Thurs- day evening. Dr. Treharne (president of the association) occupied the eliair. and there was a large attendance. The alteration of rules having been proceeded with, the annual report was read. It congratu- lated the members of the association upon the improved condition of the party, not only throughout the country, but also within the Cardiff Boroughs: and went on to record the success which attended the visit of Lord Salis- bury and the delegates of the National Union. With reference to the candidature of Mr. Maclean, the report expressed the opinion that the association was to be congratulated on having secured the services of a gentleman of Parliamentary eminence who was recognised as an authority on commercial and Imperial affairs. The management committee also pointed out with great satisfaction that the debt by which its work had been hampered for many years had at last been wiped off. and the thanks of the association were due in a large measure to the assistance given by Lord Windsor and Sir W. T. Lewis. The report concluded with an expression of regret that Mr. Bridcut had found it necessary to resign his position as agent, ajid intimated that active steps were being taken with a view to the appointment of a successor. The balance sheet was also read, and found to be of a satisfactory character. In moving the adoption of the report, the Chairman referred to the success which had attended the risk of the National Union to Caidiff, and hoped that the enthusiasm evoked by the appearance of Lord Salisbury and the other prominent Conservatives who attended the meetings of the National Union in their midst would be pioduetive of good results, and that its ultimate outcome would be the return of Mr. Maclean to Parliament. (Applause.) Dealing with the political situation, Ur. Tre- harne pointed out that, notwithstanding there had been a change of heads of the (Govern- ment, the danger they would have to face was the same as before. Proceeding, the chair- man said that the •■Evening Express" in its cartoon of that evening was urging the early appointment of an agent in succession to Mr. Bridcut, and this matter would be pushed for- ward. He must congratulate them upon the fact that some very excellent agents and other gentlemen had made application for the post. (Applause. I The report was unanimously adopted, as also was the balance sheet. The election of officers then took place. The Right Hon. Lord Windsor was unanimously re-elected president: the vice-presidents were re-elected: and Dr. Treharne, J.P.. was re- appointed chairman amid To the new office of vice-chairman Mr. Councillor J. H. Cory was unanimously appointed, while Mr. W. T. Symonds was re-appointed lion, treasurer, and Mr. Geo. David lion, secretary. The most complimentary leferences were made to all these gentlemen. A late edition of the "Pall Mall Gazette" on Thursday published a telegram from Bnenos Ayres as follows:—"On the first charge in the extradition proceedings asrainst Jabez Bal- four as to absconding with £ 20,000, the Salta judge finds 'no issue.' It is held that the sum of £ 18,000 of the amount has been accounted for in other criminal proceedings, and it is staited by Mr. Balfour that the balance is his commission. Other sixteen charges remain to be heard, but the con- sideration of these has been postponed pending the receipt of documents at Salta.

Fisher was foreman, held an inquiry at the P&ntnewydd Inn on Thursday morning into the c ireitm stances attending the death of Councillor D. Thomas, Maindy Farm, Upper Cwmbran, whose body was found in Nantybran Brook on Tuesday morning.—Mr. Thomas having identified the body as that of his father, Mr. R. Evans spoke to having been in deceased's company on Monday evening at the Pontnewydd Inn. Deceased was perfectly sober when he left, and walked with witness part of the way home, leaving him to go across the fields, by a. short cut. to his residence. Witness could not account for deceased walking back to Pontnewydd to the spot where his body was found.—Evidence as to the finding of the body having been tendered, the jury brought in a verdict of Accidental death," coupling thereto a recommendation to the local board to repair the bridge crossing the brook, which was described as being in a very dangerous condition.

New Hotel for Cardiff. The above sketch represents the front eleva-! tion of the Avondale Hotel, which has been ?rected on the new Corporation-road, near the bridge over the Glamorganshire Canal at the Docks. The hotel is exactly opposite the new station which has been constructed on the Riverside branch of the. Great Western Rail- way, and is on the main road between the Cardiff Docks and Grangetown. Canton, and Penarth Harbour. It is the only house afford- ing good hotel accommodation on the western aide of the canal, and. as it is pretty certain that no other licensed house will be per- mitted in the locality. the venture of the proprietors is likely to' prove a very successful one. The population in the immediate neigh- bourhood is not very large at present, but schemes are drafted which will eventually lead to the formation of a small town between bhe canal and the Tag River, to say nothing of the development of the yiropertv on the Srangotown side of the Clarence Bridge. A portion of the land is to be let for M ar- houses, aud ground has been taken for the erection rrf 200 cottages close to the sit" of the A\i*«- iaie Hotel. It is also expected that when the Dowlais Iron Company are prepared to roll ..?'?. i¡¡e.?-- commenced at the Bute Yard. which is situated about 200 yards above the Clarence Bridge. Plans were prepared some two or three years ago for constructing at this point a. yard capable of building eight large-sized steamers at the same time. With such works within measu- rable distance of completion, there can be no question that the proprietors of the new hotel possess a property which will give them a grand return on the money they have invested. The building, which was designed by Mr. E. W. M. Corbett, is in the eonventional style, and has two frontages, the principal one being towards Corporation-road and the other facing I westwards. On the ground floor there are two bars, having four distinct compartments, entered from Corporation-road, while on the western side there is a large luncheon-room, a bar, and bar parlour, with all the usual ^ppoiatmente and accessories found in a modern hotel. On the first floor there are eight bed- rooms, a, sitting-room, and ;L commodious coffee-room, with lavatories. &c. On the second floor there are seven bedroomg and a large room in the turret chamber with the usual appointments. The question of ocean telephony ? being earnestly studied, and for a mosiiB past experiments tending towards that end have been carried oa. Keen attention; to the subject has been caused by the invention of a now eAeottie wire, and. according to some eminent a,uitio?i- ties. it may revolutionise the present system of long-distanoe talking. The problem of how to bring both sides of the ocean viftbas speaking distance of each other ha.- been pen "dered difficult because of the breaking up (4 the sound-waves, the leaking of the insulation, and several other technical obstacles of a like nature. But it looks at present as if all these might be overcome, for the new wire oaa-rtes sound perfectly and does not need any inaai*- ticHJ at aH. Strange as it may seem, however, -this very wire was known eleven yeare ago, ,-and has actually been in use for that ckne, though its owners did not know it aact re- mained ignorant of its grefrt possibilities. It sis composed of a steel wire coated over with copper, and, simple as the fombmsitaon is, it apparently solves the problem of long-dis- tanee communication. Another po^at m its .favour is that it may be used with any style of transmitter, so that there will be no inter- ference of valuable patents to increase the cost. Also, as communication can be made by it at the rate of 150 words per minute, the advan- tage over the present cable methode- which will only allow of twenty, is apparent. Early in 1883 the Postal Telegraph Com- pany, in extending its lines to the West, em- ployed a wire consisting of a steel core upon which a thick layer of copper was deposited. This conductor had a tensile strength greatSjr exceeding that of any similar line theretofore employed, and, in addition, had a much greater oondnctivity. Experiments were commenced at once. A fine wire composed of steal and copper was laid without any insulation on it for a mile and a half through the water, smd. and 81 uih of u country road. When that length Lad been stretched out a common, ordinary tele- phone receiver was placed at each end of the line and whispers were distinctly h«svl by the men at each end. A heavy truck loaded with stone ran across the wire. but it was merely pushed deeper into the mud, and the talking still went on. A remarkable fact about this line is that only one wire is used. The earth takes the place of the other wire The fact that, part of the line ran through sf brook seemed to make no difference in it* working; hence the inference of its working across the ooean.
