ALLEN UPWARD. Says He'll Respect a Sweep but not a Marquess. At a public meeting of miners hald at the Ton Schools on Friday evening, under the pre- sidency of Mr. Ben Davies, the Welsh agent of the federation, Mr. Allen Upward said he had been attacked in the Western Mail because he had refused to bow the knee to the Marquess of Bute. (Laughter.) He did not see why he should do so unless the marquess' had done something to make a man respect him. If he had been a collier or a chimney sweep and had done anything to command his (Mr. Upward's) admiration he would respect him, but he had no respect for a. man who enjoyed a title which had eome to him by birth, unless that nobleman had done something worthy of respect. Mr. ALLEN UPWARD More than one-half of the present Peers were made by the Prime Ministers of Great Britain during the reign of Queen Victoria, while a large number of the other half are the descendants of the illegitimate ( children of the Kings of England. The speaker having proceeded a little further with his remarks, the councillor piped in with "Who brought the military to Pentre during the strike?" but was called to order by the chairman. Criticised by Mr. Beavan. The letter of Mr. Allen Upward to Messrs. W. Bradley and J. F. Crouch, conveying to those gentlemen the impresssion that Mr. Upward regarded their invitation to him to join the movement for getting up an address of welcome to the Earl of Dumfries on the occasion of his opening the Roath Park, Cardiff. as "an unwarrantable impertinence," has aroused so much interest in Cardiff that one of our representatives went over to Roath to see Councillor Ebenezer Beavan, J.P., the chair- man of the parks committee of the Cardiff Cor- poration, to ascertain what Mr. Beavan knew about the matter and to ascertain his views. In reply to questions by the pressman, Mr. Beavan said: I don't hesitate to say that, whilst Mr. Allen Upward suggests that the sending of the circular to him by those gentlemen is, in his opinion, an .,unwarrantable piece of imper- tinence. I am bound to say that a more dis- courteous and impertinent letter could scarcely be framed by any intelligent person, not to speak of one practising at the Bar. In fact, I could scarcely have expected any person, how- ever ignorant or illiterate, to be capable of in- diting such a document. I am rather at a loss to understand what the reference in his letter that Mr. Upward was not a Liberal town councillor means, especially when, from all his speeches and his attitude and his general con- duct, Mr. Upward appears to most people to be an aspiring Liberal. I don't quite see where the sentence or the sense fits in. Whilst I can- not at all account for Mr. Upward having written such a letter, and especially such a sen- tence as has been referred to, still, I have noticed for a long time past that Mr. Upward seems to take a delight in attacking the members of the Liberal party having seats at the corpora- tion, and more especially members of the parks committee. I can, therefore, only treat- the sentence, "1 am not a Liberal town councillor," as casting a slur upon such members, and espe- cially intended to apply to members of the parks committee. I can only suppose that the innuendo in the passage in Mr. Upward's letter reading "31 policy of which the expensive eyesore at Llanishen is only one recent illus- tration" is to depreciate the value of the gift of Lord Bute of nearly 120 acres of land for a people's park by endeavouring to convey to the minds of the public that the park is situate at Lla.nishen. Of course, the public of Cardiff know very well that the park is a-s accessible to' the inhabitants of the borough and as nearly inside the boundaries of the borough as the limits of such a large tract of land can pos- sibly be. In fact, we have the park in the only available portion of the borough where such an enormous piece of ground was pro- curable and, however much advantage it might be said or supposed that Lord Bute will here- after reap from building sites in the neighbour- hood of the park, I have always considered it to be a very noble and generous gift of his lord- ship to the county borough of Cardiff. ACCIDENT TO AN M.P. I He rs Severely Crushed in a Railway Station. A very serious mishap befel Mr. J. Theo- bald, member of Parliament for the Romford Division of Essex, on Friday afternoon at Romford Railway Station. The hon. gen- tleman intended to proceed to London by the 2.16 train, but reached the platform just as the train was starting, and, in attempting to enter a first-class carriage, he missed his footing, 'e and fell on to the footboard. An alarm was raised, and the rear guard at onoe applied the brake to attract the attention of the driver. Tike tram., however, proceeded thirty or forty yards before it was brought to a standstill, and Mr. Theobald was severely crushed between the footboard ajid the platform.

Joseph Chamberlain pre-- sided on Friday night an an influential meet- ing to inaugurate a permanent relief fund and mutual aid organisation for the Central Divi- sion of Birmingham. He said he hoped that before very long the report of the Royal Com- mission on Old Age Pensions would be issued, and, whatever the outcome of that, report might be, he warned the public not to pin their faith on any particular scheme, but to support any scheme which, being practical, offered a chance of an experiment in the right direction. The evidence before the Royal Commission showed that it was not so much the Poor-law itself as its administration which was com- plained of, that there was not sufficient dis- crimination shown in the relief granted, and that what should be a work of charity- and ¡ love was treated as a dry matter of bwiuess.

The executive of the South Monmouthshire Liberal Association sat at Newport on Friday for two hours and a half, under the presidency of Mr. D. A. Thomas, M.P., with closed doors. The onlv result of the sitting which got out to the public was that a, vote of confidence in the Cabinet was agreed to. Whether their own budget or tha.t of Sir William Harcourt troubled them is one of their Cabinet secrets.

The Bristol Docks Board is&ued a report on Friday on the revised coastwise dues, which are increased, and on the proposal to charge pas- sengers a toll for landing from pleasure steamers. The committee estimate that the revised tariff will produce as regards goods imported an addi- tional revenue of £ 3,000, and on passengers, on whom it is proposed to levy a penny toll per head on all laiidiiig and embarking, £ 500.

A representative of the "Western Mail had an interview with Mrs. Anna, Longshore-Potte, M.D., on Friday, and, remarking that her strictures on sweh physical exercises as hunt- ing, skating, rowing, jumping, &c., had caused much surprise among her audience at the Park-hall, Cardiff, asked her what she would suggest in their place for English giris. It is not the exercises in themselves I object to," said Mrs. Potts, "but the inju- dicious use of them. A doctor would say to a pale, sickly, delicate girl, Go out, and take more exercise—take riding exercise; you are indoors too much; your liver is torpid and wants rousing; put on your skates, and get Mrs. Longshore-Potts. a good morning on the ioe,' and so on, without even investigating the question as to whether such violent exercise was adapted to the girl's special physique and internal arrangements." But," said our representative, "look at savages. There the women carry burdens, build houses, row canoes, and do all the hardest manual work for their braves,' and they are strong and healthy, and have fine, healthy children. Violent exercise even does not hurt them." was the reply; "that's true, but they are innured to it from infancy. They are flung into the water and taught to swim before they can walk. They live free, unfettered lives. They wear no coraets, and have every limb and muscle in training from their birth. A civilised girl is not allowed to take any share in housework—she is sent to school to sit for hours at the desk; she is made to wear stays and begin to pull her waist in before her figure is matured, and, after a studious, ener- vating childhood, she goes out skating or riding, jumping over fences, ire., at a terrible risk to her health." I have this first morning over twenty patients waiting to consult me, many of them quite young girls. Their mothers don't warn them or teach them how to take care of themselves, their doctors won't tell them, and I am come to be a mother to them." Mrs. Potts urged strongly that every woma.n should join heart and soul in the crusade she had cotne to wage against such physical and anatomical ignorance and heedlessness.

WSLLENHALL CONTEST. Rector Rosed-ale Well Received by thb Parishioners. There is no lagging in the interest ta.ken in the contest at Willenhall. The Rev. W. E. Rcsedale, of Canton, has addressed a meeting of the parishioners, and was well received, and the opmion is widely held that he would be a fitting successor to the ripe scholar who for 56 years exercised an influence over the social and religious life of the town. Mr. Rosedale was born witlun the ecclesiastical area. of Willenhall, within one mile and a half of the mother church. a.nd his father was far some years vicar of Holy Trinity Church, Short Heath. which is within the township, where his earnest work, especially among the- prior, is still held in reverence and esteem. During his vicariate several young men we-e trained under hisTupervision for Holy Orders, and succeeded in obtaining curacies in the diocese. Until young Mr. Rosedale attained his tenth year he remained among his father's parishioners, and after 30 years' absence it is no small testimony to the lasting popularity of the name of Rosedale that he still retaim the affection of his father's parishioners. "Un- questionably," writes a correspondent, "the preponderance of votes in Short Heath would be cast for him. and at a meeting recently heid he was most enthusiastically received. His ca.ndida.ture is aided by a zealous ba.nd of canvassers, and if the appointment was left to the worshippers at St. Giles's Church his election would be assured. The date of the election is not fixed, but, is believed to lie about the 28th inst. It still remains an un- decided question pending the receipt of counsel's opinion whether the freeholders of the whole of the township (as at the last elec- tion) will be able to exercise, the franchise, or only those freeholders, residing in St. GilesV Parish (numbering less than lZO)."
