WELSH MAIL SERVICE. The Up-Mail Train to be an Hour and a Half Later. Mr. J. D. Williams, secretary to the Newport Chamber of Commerce, has just received a couple of important letters from Mr. Henry Lambert, general manager of the Great Western Railway, with reference to a later dispatch of letters from South Wales, for which the New- port Chamber and others have long been agitating. Undr-r date August 17, Mr. Lam- bert. writes :—"W e have arrived at a settlement with the Post Office with regard to the mail service between South Wales and the West of England, and a train between Bristol and Cardiff will commence running oil tiie ));.t of October next, connecting- at Bristol and Car- diff with the up and down mail trains." Mr. Williams acknowledged that letter, and asked if Mr. Lambert could furnish particulars of the alterations proposed in the service. Mr. La*n- bert replied on August 20 thus:—"I am afraid I cannot give you particulars of the altered times at present, as the whole of the details have not been settled. All I can say at present is the up mail train from New Milford will be about an hour and a half later, and that a. new train will be run in connection with it from Cardiff to Bristol, so as to connect with the up and down mail trains, and that a new train ) will leave Bristol after the departure of these I trains connecting with the down South Wales I mail train at Cardiff." From inquiries made at Caidiff, we learn that the train which has for some yeurs past left the Great Western Railway Station, Car- diff, for Londo-i at 9.5 p.m. will, atter the 1st of October, leave Cardiff at 10.43 p.m. The time cf the arrival of the mail at the inter- mediate stations, both l.ttvcen Milford and Cardiff and Cardiff and London, will differ from the present times by about an hoar and 35 minutes. Other changes are al.^o to be it-ade in the times of the trains from Cardiff to Bristol and Bristol to Cardiff. In October the Great Western Railway Company will also start running two extra trains on the Cardiff ar.d Bristol line. One will leave Cardiff at 930 a.m., and arrive at Bristol at 10.57, and the other, leaving Bristol. at 1.5 p.m., will arrive at Cardiff at 2.10 p.m. Improvements in Cardiff Station. In connection with the alterations and addi- tions to the Great Western Railway at Cardiff, the two tanks-the one near the feeder which supplies the Newtown yard, and the other in the Penarth-road-are about to be removed, and receptacles of a more improved design and of greater capacity are to be substituted, but in different localities. The new tanks will be fixed at the docks feeder and at the east end of the < Taff Viaduct, near Wood-street.

MORE BUSYBODIES. Vtgilance Men go on the Grand Stago and Have to Leave. On Wednesday night some five or six gentle men, supposed to be members of the Cardiff Vigilance Committee, presented themselves at the stagre door of the Grand Theatre, and they were in the wings before the manager was aware of their presence. The manager at once requested them to leave. Eventually they were escorted to one of the boxes, but did not tarry long.

[ THEATRICAL POSTERS. — Rev. J. D. Watters Explains what Makes a Picture Indecent. TO THE EDITOR OF THK EVENING EXPRESS. SIR,—There is a. great difference between a play in a. theatre and these objectionable "posters." We need not go to the theatre unless we like, but we cannot avoid seeing these indecent and unwholesome pictures. It-is simply monstrous that representations so obnoxious to so many citizens should be exposed in our leading thoroughfares. There are at least many thousands in Cardiff who consider the pictures in question immoral and lewd, and it is unjust (to use no stronger term) that one portion of the community (I believe a minor portion) should so wantonly abuse the public thoroughfares. What makes a picture indecent ? May I try to give two definitions ont of many ? A picture is indecent when the scene" it represents could not also be publicly exhibited. If the scene" which these posters represent were exhibited, let us say, on a platform in St. Mary- street, the constables would very soon sweep it off as indecent. Just imagine it for Q, moment. If the scene" is bad, therefore so must the picture be. Once more. Every scene is indecent also if it would shock us to see our friends in it. No member of "the committee would care to see any friend of his, man or woman, whose chastity and purity they held in honour publicly exhibited similarly to the persons in the posters under discussion. Some men do not mind seeing other persons degrade themselves in this wayin public view, but they object to their own rela- tives doing so. Is not this cant.—I am, &c., J. D. I am sure its objects will commend themselves. I do not see how we can do without such a Social Reform Union in all our large towns. No good man will ever sneer at it. Perhaps I need scarcely add that our secretary had, of course, the mayor's permission to use his name as president. The Rome correspondent of tfie "Daily Telegraph" gives details of the incident mentioned in our cohunns recently, in which. an Italian pianist, (rravangi. for a. wa^er, was reported to have played uninterruptedly; on a piano for 25 hours. The writer eays: — Many of the musician's friends were horrified-, at the intelligence, and & few, fearing1 loss of their reason,, refused to be present during the performance of this ertraordi-, nary tour de foroe. The event is causing consider- able excitement, leavened with indignation, in Rome and Milan, especially as it is expected to lead to a number of duels. One of the gentle- men who stayed up the first night and part of the next day fell ill, and is now confined to his bed. Either he himself or some of his friends have, it appears, attributed his sudden- illness to the torture he suffered during the musical distance-race, and somebody's seconds have already called upon him for an -explana- tion of his unseasonable indisposition. Another gentleman is accused of having filled his ears with wadding, fearing an attack of frenzy, and it is said that- the artifice would never have been discovered had he not given incoherent replies to certain questions addressed to him during the performance, one of his remarks, although quite innocent had it been offered in' answer to the supposed inquiry, being highly; rude to the hero of the day and night. A' group of unmusical citizens of Milan are about to protest against the recurrence of similar, spectacles in future, and one peevish. gentleman, has gone so far as to regret, the obsolete Swedish law which banished all musicians, without' exception, from the kingdom, and empowered any and every citizen to put all such "offeaden", to death,

It is stated that the Norwegian members comment on the unfitness" of their American colleagues for the work, sinoe they were without experience in travelling in pack-ice. Still more significant is a private letter from Herr Trygve Heyerdahl, dated Walden Island, wherein he affirms that the ex- pedition had to take ref age in a miserable hot, loosely raised from the vessel's timbers, that the r provisions and drinkables werp se limited that the members had then been put on short com- mons, and had been obliged to drink salt ice and snow water, and that he had Iteen on the idek list for some time owing to these terrible priva- tions.
