MANCHESTER CANAL. Cardiff Cited in Support of Conversion into Public Trust. The "Manchester City News" is publishing a series of articles advocating the conversion of the Ship Canal Company into a, public trust, much on the same lines a.s the Cardiff Corpora- tion is moving for the transfer of the dock estates of the port to an elective 57ricl represen- tative harbour board. From the article, which appears to-day (Saturday), we make the follow- ing extracts: — "We approach at last a practical example, which bears more resemblance to our own case. The trusts so far pa.ssed under review may be said to have gradually developed from small beginnings to their present magnitude. In no instance did they enter existence by the acquisi- tion and on the basis of a great dock system or a completed artificial waterway, like that of the Ship Canal. They made themselves what they are: they illustrate a process of growth rather than transformation. But in Cardiff, where a harbflur trust is even now in course of construction, we find a body of public- spirited men proposing to. take, over vast private undertakings, consisting of several dock estates, all admirably equipped and thoroughly j organised. It is a complete and yet a still growing property, of an. approximate value of between seven and eight millions sterling, and it suggests a closer parrallel to the case of the Ship Canal thau any other instance we have had to mention." The article then goes on to review the history of the Cardiff Harbour Trust, movement, and concludes with the following observations: — "Here the main question was one of pledging the rates, and this is one of the contentious points which Manchester ratepayers may be called upon to form an opinion on. It is by no means a new point, as was shown by the information gathered from other trusts by the Cardiff Harbour Trust. Committee. It is, how- ever, a procedure which has only in comparar tivelv recent years been recognised by White- hall officials, and then recognised to be at once heartily approved. It would be absurd to suppose, if it came to raising a public loan for the transfer. of the Ship Canal to a trust, that the credit of Manchester would not suffice as a security for the interest. Man- chester, however, is the chief mortgagee in right of its loans to the company, and, moreover, it would be the right, if not the duty, of neigh- bouring municipalities to bear their share in guaranteeing the interest upon a debt which had been incurred for the advantage of the whole range of our great manufacturing dis- trict. The propriety a.s well as the value of pledging the rates of the district immediately concerned in the prosperity of particular har- bour or dock works, and thereby obtaining loans on easier terms than the port revenues themselves would secure, has been thoroughly endorsed by Lord Farrar in a. com- munication to Mr. Robert Johnston, of the Cardiff Harbour Trust Committee."

LADY RECRUITING-SERGEANT. She had an Adventure with Charles Peace. The London correspondent of the "Leeds Mercury'' says that Mr. Campbell-Bannerman may take heart. Although the recent reports on recruiting have been unfavourable, he ha* found a recruiting sergeant who may be the har- binger of success. This sergeant wears no uniform, flaunts no ribbons, waits at no public- house, and is, wonderful to say, a lady, Miss Could ha* for many years been known for her work amongst the vilest, in London, and has lately turned her attention to young thieves. Having got a hold of them, she never feels safe about them until they have accepted the, Queen's shilling. The reason she gives is worth noting. It is not so much the industry and discipline as the severe way theft is punished among the soldiers. themselves. Everything in the Army has to be paid for, and money is scarce: a detected thief is not usually reported, but when night comes he and a riding whip make the most intimate acquaintance. If other good workers in the same line follow Miss Gould, a. knotty question will be solved. In the course of her work Miss Gould had a wonderful adven- ture and escape. Her house was for a time a refuge for all those who might be described as "down on their luck." One visitor excited in her a strange and unaccountable repugnance. As he wa.s small and she was powerfully built, her dread of him seemed extraordinary. One night, in one of those intuitions which are un- accountable except oon the theory of the guar- dian angels, she felt sure he was secreted in the house. Search was made, and he was found in a cellar. "You had better let me go," he said, and was let go. A few days later a police inspector said, in interviewing Miss Gould on the matter. UNDER CHLOROFORM ï A Patient Succumbs at the Cardiff Infirmary. On Friday morning a married woma.n named Ross, 27 years of age, died under chloroform at the Cardiff Infirmary. It appears that the deceased had been for a few days previously an inmate at the institution, and early on Friday morning the house-sm-geon administered an anaesthetic, and the patient died before the operation was performed. The death has been reported to the coroner, and an inquest on the body will probably be held this (Saturday) morn- ing.

DOWLAIS TRAGEDY. Conduct of the Prisoner Blissett at Swansea Gaol. Since his remova.1 to Swansea. Prison (says the "South Wales Daily Post") Samuel Blissett, on whom rests the awful charge of the murder of his wife at Dowlais on Wednesday week, has completely recovered from the effects of the long spell of intoxication which culminated in the tragedy now so familiar to our readers. He is immured in the cell usually allocated to pri- soners of his class while awaiting trial. He proves perfectly amenable to prison discipline, and is as quiet in every respect as he was before the sinister demon of drink turned his bra-in to frenzy. He is moderately well, eats heartily oil the fare provided, sleeps soundly at night, and holds up as calmly and cheerfully as can be expected of a man in his grave position. He listens wth earnestness to the ministrations of the chaplain.

HONEST JOHN MORLEY. Against Lords in the Commons and Commons in the Lords. The story which Mr. Vesey Knox told the House of Commons on Thursday ought not (says the "St. James's Gazette") to pass un- noticed, even though everybody is anxious to put the House of Commons and all its ways out of sight as quickly as possible. Briefly, it amounts to this, that Mr. Morley has blocked in the House of Lords an Irish Bill which passed through the House of Commons with the approval of all sections of the members from Ireland. The Bill was an innocent enough measure for converting a Treasury guarantee of certain light railways into a. lump sum, which would have been used to reduce the charge of interest upon the lines. The Treasury strongly approved of the Bill, and Mr. Knox suggested that Mr. Morley's opposition was due to influence brought to bear by speculators in Dublin. But, whatever the explanation of the Chief Secretary's action may be, it is impossible not to be impressed with the spectacle of Mr. Morley utilising the House of Lords to defeat a Bill which the other House had unani- mously approved. Yet when the House of Lords rejects a Bill passed m the Commons by a bare majority, Mr. Morley demands its instant abolition.

Lord Dunraven has Come to No Decision Yet- As there is a good deal of talk about the America Cup, it may be well (remarks tho Sun") to say that Lord Dunraven has as yet come to no decision on the subject, though the chances are that he will make an attempt to wrest it from the Americans next year. If he intends to challenge the holders he must give them ten months' notice, and, as the race must take place before the end of September, he has still plenty of time.

TIN-PLATE TRADE. Settlement of the Strike at Gorseinon Works. News was received at Swansea on Friday that the strike at Gorseinon Tin-plate Works, which has kept 400 men idle for 26 weeks, has at last been settled. The men have decided to return to work on the same terms as those which are observed at Fairwood, Grovesend, and else- where. The intelligence has been received with much satisfaction.

Our London correspondent telegraphs: — On inquiry on Friday evening at St. George's- road, I was sorry to learn that Mr. Brewer, the well-known engineer of the Taff Vale Railway, had suffered a. relapse. After the operation performed on Wednesday, inflammation and erysipelas set in, and further medical advice had to be requisitioned. Dr. Bond, Dr. Stoner, and Dr. Norton visited him several times on Fri- day, but though apparently there is no imme- diate danger, they regard the condition of their patient as critical. On Friday Sir Morgan I Morgan aud Colonel Morgan were summoned, at the instance of the medical advisers.

CREMATORIUM FOR LIVERPOOL. On Friday afternoon the Mayor of Liverpool laid the foundation-stone for the cremato-*um. which is situated in close proximity to -if Cemetery, Liverpool. The cremrtori«K». is similar in size to that at Woking. The princif. il object of the promoters has been to avoid any secrecy, and a raised gallery between the chapel and the crematorium will provide the mourners with an opportunity of witnessing the placing of the remains in the furnace, and, if desired, witnessing the withdrawal of the ashes, which will then be placed in what is called a I columbarium, or well-lighted crypt, capable of containing nearly 2,000 urns. At her private theatre, Craig-y-Nos Castle, on Friday, Madame Patti-NicoIIni gave another of her delightful weekly series of matinee per- formances. the audience consisting of her pri- vate guests and representative families of the neighbourhood. The programme included the jjerformance of a charming piece arranged by Mr. W. F. Hulley, musical conductor, entitled, "'Kathleen Mavourneen," in which Madame Patti appeared as "Kathleen," and sang the evergreen ballad, "Kathleen Mavourneen," with lier accomplished taste and excellence. The Welsh workman, John Williams, in whom Madame Patti is interesting herself, and who possesses a remarkable, baritone voice, also sang during the concert.. Madame Patti commences her provincial tour at Birmingham on October 23.

The "Bristol Evening News" says:—Much interest is felt in commercial circles in the pro- posed construction of the Avonmouth and Severn Tunnel Railway, and it will be remem- bered that at the recent meeting of the Great W estern; Railway shaSreholdeirs a sum of J320,000 was voted on account of the undertaking, which was sanctioned by,radiarnent six years ago. The estimated oost wa,s stated to be £ 75,000. Now that the first instalment of the money has been voted, those interested in the work are naturally anxious to see the construction of the line commenced. We are officially informed that instructions have been given for the neces- sary steps to be taken for the purchase of the land, and the engineer has been instructed to go on with the preparation of the plans in order that a contract may be let as soon as the lands have been acquired.

Nichol will not accept the captaincy of the Llanelly Football Club for the eoming season. In fact, it is very improbable that he will don the jersey again. The selection of a captain and vice-captain of the first fifteen will be made on the 31st inst. On Saturday next the annual sports in connection with the Llanelly Football Club will be held.

SCIENCE AND ART. Appointment of Mr. E. G. Baker, Carmarthen, as Inspector. Mr. E. G. Baker, B.A., B.Sc., vice-principal of the South Wales Training College, Car- marthen, has been appointed one of the new first-class inspectors under the -Science and Art Department. The office is a new one, and has been created, we believe, on account of the dis- satisfaction hitherto felt by teachers at the old regime, under which the work was done princi- pally by retired Army officers. Five others have been appointed with Mr. Baker, but he will, probably, be the only one among them hailing from Wales. A native of Devonshire, he has spent about fourteen years at Car- marthen, is a captain of I Company of the 1st V.B. Welsh, and master of the local lodge, of Freemasons, and a member of t-he Carmarthen School Board. His departure from Carmarthen, which will not take place for a little while, will bo so close to the end of the triennial period of which lie has been elected that it will not be necessary for him to resign his seat on the board. Mr. Baker, in all probability, will be located in the South of "England.

In a waste of ash-heaps and ill-smelling scum-covered pools, in New York, there is a i tumble-down, two-storey house, where lives' a witch. The famous witch of Endor was. no more unpleasant to look at than she. Yet, at ordinary times she is a good-natured woman with nothing strange about her except her: appearance. But at. certain periods the demon: that possesses her becomes active, and she is* a spectacle from whom all her neighbours ancH friends fly. The possession lasts from a few: hours to four or five days. But, no matter how long the period, she takes no food or drinkf while it lasts. Seventeen years ago ia Naples, when the witch was about 22 and sr very handsome girl, the demon entered into, her. She was walking along one day, and, being very thirsty, stooped down, to drink at a stream of running water. A man who was near her suddenly fell down dead. Het had long been known as a mam possessOOl of a devil, and many efforts had been made in vain to exorcise this devil. It stuck to him and mocked the good people, who waved charms and repeated, the most. awful incantations. It is supposed. that as the man died with his head in this, stream of water the devil floated down the; stream and went in at the open mouth of the- girl with the water she was drinking. For: that same day she was taken with convulsions, r and writhed in great agony. During her suf-v fering the charms were used, but the devil, held fast, and made the unfortunate girl say the most frightful things. Her parents and friends did everything they could to rid her of the devil, but it was all of no use. They only disturbed him a.nd made him cut the most awful antics. In one of these struggles between devil and charms she lost her right eye. After that they let the devil alone. It seems that the seat of this devil is in the stomach. Mrs. Papa ftliat is the witch's name) says she can feel that he is there all the time, and when his period of activity comes he fights and claws and kicks, and she, striving to rid herself of him, beats herself on the stomach, and about the ribs and throat until she is black and blue and utteirly worn out; the while she gives vent to the most awful shrieks and moans, and white froth flies from her blood stained lips. Another queer thing about this Satanic pos- session is that Mrs. Papa can foretell the: future, can answer truthfully any question; that is put to her,. no matter how seoecet they J I MRS. PAPA. Foutit years ago a friend of her husband lost a. large sum of money, and, as Mrs. Papa. hap- j pened to be wrestling with her devil at the* time, she was able to tell where it was, who. stole it, and how iti was done. From what; she told the police were able to arrest the thief, recover the money, and send him tor- prison. Since that time she has been. nmich consulted, and has shown a disposition; to be aoopnunodat-in<g in bringing on her fits oil possession by stirring her devil up and getting him to work under full steam. The other day she used her devil to aid her in getting out of prison, in New York. An Italian had been stabbed, and, as is usuaJ in Italian crimes, the police were not able to find out anything about it.. They learned tha.t Catherine Papa had seen the stabbing, so; they locked her up afs a witness. No sooner had they got her in the cell than, the demon; went to work. Such horrible sounds were never heaTd) and Mrs. Papa writhing on: the door of the cell, beating herself about the loins. the stomach, and the breast. They got a doctor post. haste, and' the doctor, with cold, unbelieving diagnosis,, said, "Devil? Stuff and nonsense! It's; plain hysteria. The hospital is the place for; her." So down to the hospital they hurriedi her, howling and gurgling and beating herself. The good sisters are much alarmed, and did' everything they could to soothe her, but the- convulsions lasted five days, and she at& nothing. In her quiet moments she pro. phesied many things, and also told several: people things in their past of which they thought none but themselves knew. Among, those who benefited by her talk was a police- inspector, who understod her peculiar dialect* of Italian, and was amazed and confounded. At the end of five days the police found other. witnesses of the stabbing, and told Mrs. Pap*-| she might go home as soon as she felt like iLj After one final and most impressive struggle! the demon within her was stilled and let hep; go home. She is there now, and ghe hold. levees every day, to which many Italians come in the hope and fear that they will see the devil* at work in her.

ALARMING MISHAP. Whitcfiurch Tradesmen Get a Scare at Their Picnic. The Whitchurch tradesmen held their firok annual pie-nic on Wednesday. Accompanying the party was a large number of the inhabitants, customers of the grocers, butchers, linen, drapers, publicans, fee. The outing promised well, but was unfortunately marred by an un- lucky a<rnde,nt. TheipM-ty was conveyed in two breaks, one of which was drawn by four horses and the other by two horc«?. On the summit of the hilL leading to Cowbridge the break overpowered the horses, and one of that "leaders" fell, pulling over the driver. The next moment the party could be seen jumping helter-skelter out of the break. Luckily, all escaped with their lives, but there were many narrow escapes and a few of the holiday- makers sustained personal injuries. But the poor horse bad to be shot. its legs being broken. After the party had become a, little composed-' and a. fresh horse procured another start waji made, and Southerndown was eventually; reached.
