I Gorsedd Said to have Violated an Immutable Law, In connection with the National Eisteddfod recently held at Carnarvon a. grave scandal, according to a. North Wales paper ("Y Genedl"), begins to agitate the public iiiiiid in that town. Several well-known names in eisteddfodie circles are implicated, one of them being no less distinguished a man than the arohdiuid ("Clwydfardd"), and another the recorder of the Gorsedd, "Eifionydd," editor of the Welsh quarterly, "Y Geninen." Some will have it that the scandal is still more far- reaching in its consequences, and that even the reputation and honour of Royalty itself are affected. The case, we may fay, fcinis a sequel to the proceedings at the above- mentioned eisteddfod. Our readers Will re- collect that aniontr the candidates ;or honour* on that oooasion were the Prince as Princess of Wales and the Princesses y: c\oia and Maud, who were initiated respe c'ely as "Icrwerth Dy^rysa>?, "Hoffder ydain," "Buddug," and "Mailt." It will be re- collected also that the Gorsedd where these distinctions were conferred, was presided over by the atelidruid acting in person, Kow, one of the immutable laws of the Gorsedd is, one person one name. In other words, the name conferred on a candidate within the sacred enclosure becomes his or her exclusive possession for ever, or, at least, the right, of usage is extinguished only by the bearor's death. At Carnarvon, however, this law is alleged to have been broken, broken by no less a. dignitary than the Archdruid' him- self in conferring the name "Buddug" on Princess Victoria. Sometime in 1860. so the chronicles show, "Clwvdfardd" presided at a Goraedd l'cld at Den- bigh. On that .occasion. one of the candidates for Gorsedd honours was a young lady of tthe name of Price, or Pryse, daughter of the Welsh litterateur, "Gwerydd ap Rhys," who won the £100 prize at thfr Cardiff Eisteddfod in 1833. The lady was introduced into bardic mysteries by the name of "Buddug," "Clwydfardd" himself petting the seal of his authority to the name. "Buddug" is still alive, and resides at Holy- head. She is a distinguished Welsh poetess and authoress of the words, "0 na. byddai 'n haf o hyd." a, song which is one of Mr. Ben Davies's favourites. This ladv, who, accord- ing to Gorsedd law, must be looked upon as the real "Buddug," cannot be expected to forego a name she has- borne so long. It is for the Gorsedd to find its way out of the difficulty which itself has created. We hope this may be found, for we should be terry to see suoh an ancient and honourable insti- tution as the Gorsedd ruined beyond recall and the veteran "Clwydfardd's" grey hairs brought, down with sorrow to the grave, not to mention the disappointment which it would occasion a young. and lovely Princess to be compelled to relinquish one of her dearest honours,

The sixteenth half-yearly ordinary general meeting of the Bute Docks Comaany was held at the company's offices, 12A, Queen Anne's gate, Westminster, on Thursday afternoon. From the ac- counts submitted it appeared that the balance available for dividend amounted to £ 72,845 16s. 4d., and that, after providing for interest on debenture stock and dividend on the Four per Cent. Preference Shares, there remained a balance of £32,845 16s. 4d. The directors' report was approved and adopted, and a divi- dend for the half-year-at the rate of 3 per cent. per annum on the ordinary shares, payable on August 15, was declared, leaving a balance of R2,470 16s. 4d. to be carried forward.

I THE STEAM WHISTLE ( ,j Invented bv a Dowlais Man Sixty Years Ago. Mr. T. Crigwiek, Bridgend, writes: —Your paper has upon more than one occ;Mion referred to the origin of the steam whistle. As for nia-iiy years the inventor was personally known to me, and from his own lips 1 had particulars of it, i will endeavour, with your assistance, to place the circumstances upon record. I cannot give the exact date: it was, I believe, very early in the thirties that Adrian Stephens (who was a Cornishman) was engineer in charge of the blast engines at Dowlais, having been previously with the Messrs. Hill, at Plymouth Works. At thai time one of the steam boilers there exploded. It was supposed to have been short of water, and Mr. Guest asked, "Can't you scheme something to give notice when the water is getting low?" From the reply :md subsequemt remarks Mr. Guest had one of the pipes from the organ in Dowlais House and sent it into the works to Stephens. The latter thought of a float, and as sound was caused by a mrtial opening in the circumference of the pipe, de-duoed it would do so if the open- ir. were &U round, and as the construction was easier in that form, he adopted it. It is only justice to Stephens to say, however, this was only a part- of the scheme; .his arrangement] for the float, &c.. has never been excelled. Amongst my papers I have a, drawing of the arrangement made under his supervision. If of interest it would be sent you some day. The float itself was not. Stephens's idea—he must have been aware of its use for the regulation of feed water previously; but the adaption for the purpose of a signal certainly belongs to him. Pray understand it was an automatic contrivance, and that for efficiency and sim- plicity it has never been excelled. Just about the time Stephens was doing this, the Dowlais Company had a, planing machine, a treadle drilling machine, and a screwing machine from Messrs. Sharp. Roberts, and Co., then of Atlas Works, Manchester, and the men who were down to erect a.nd start- the machines, or Mr. Richard Roberts himself, took the idea back to Manchester, and, applying a cock to be opened by hand instead of the automatic arrangement, the whistle, as it yet exists, wns fully developed. Poor Adrian Stephens ]—this was not the only thing he schemed—left Dow- lais and went to the Penydarren Works, and, subsequently, became reduced. That good man, the late Anthony Hill, very materially assisted him afterwards; but it is a painful matter, and I forbear to dilate upon it. It sometimes occurs to me. sir, what would railways do if the whistle had never ])p{>-n evolved. And there is that other master, WImt is the difference between invention and adaption? Others may decide as to these, but I have stated the facts as regards the steam whistle.

•' MUMBLES REGATTA Now Fixed to be Held at the End of August, ° i A meeting of the amalgamated committees of the Mumbles Rowing a-nd Skiff Clubs was held at the Ship and Castle Hotel. Mumbles, on Wednesday to consider what steps should be taken with the view of holding a regatta at the Mumbles this year. Mr. John Howell presided, and amongst those present were Mttrtfs. Fred C. T. Na-ylor (clerk Mumbles Lc al Board), Wm. Mason (captain Mumbles Rowing Club), Clifton Bennett (secretary Mumbles Skiff Club), Wm. Bennett, Sydney Burgess, Cumming Evans, and others.—It- hav- ing been unanimously agreed to hold a regatta. Messrs. W. Mason and C. Bennett were elected co-secretaries, Captain David Evans conductor of 'longshore sports, and Mr. David Beynon sailing director.—Mr. Clifton Bennett said he would like the press to take cognisance of the fact that the regatta. was not being organised in an antagonistic spirit to the Swansea event; and, further, that the Mumbles Committee was willing to do anything in its power to assist the mayor of that town in his efforts to make the larger event a success. He also wifrhed to g',Yê an emphatic denial to the alle- gation that the skiff racing, which was a pro- minent feature of the regatta, was not -on- teste.d fairly, because of the fact that the com- pe<iters afterwards divided the prizes between them. He ventured to say there was 11. a r.ic* in Mie United Kingdom whioh was nor j spiritedly contested.—Mr. Naylor heartily endorsed these sentiments.—A discussion then arose a-f- to the arranging of a yacht race, and, e^Pitually, it was decided that the secretaries write to the Bristol Channel Yacht Club, ask- ing them what- they were prepared to do in the matter.—Mr. W. Mason announced that Sir Jnhn Jones Jenkins had suhscribcxl '5 towards the regatta.. and that Mr. George Kemmen, superintendent of the Mumbles Rail- way, had promised a grand display of fire- works in barges lent by the Swansea, Harbour Trust.—The date of the event (August 30i hav- ing been decided upon, the question of allowing centreboard crafts to compete in the races wiz; discussed at considerable length, a proposition being made to exclude such boats from entering. This, however, was negatived, and it wa.s agreed that the races be conducted in the ordi- nary way.—A vote of tha.nks to the chairman tetminated the proceedings.

A Renter's telegram from Perth on Thursday says :-The Government has received official information from the Warden of Coolgardie that a wonderful discovery of gold has been made at a peint situated some 40 miles north of that place. The reef outcrops for a. distance of half a mile. The warden says he has just seen at the offices of the local branch of the Union Bank of Australia about 4owt. of specimens, which the manager estimates to be richer than the speci- mens from the Londonderry Mine. The warden estimates the weight of the" gold as more than half the total weight of the stone, so tha.t there are about 2cwt. of gold in the specimens at the bask.

ANTI-GAMBLING CRUSADE. Some Strictures by Mr. Justipe Matthew. I The "Pall "Mall Gazette" says —Some words of plain common-sen be were addressed by Air. Justice Mathew on Wednesday to Mr. Hawice I and his Adi-GamHing League. He rejected, on sutricient legal grounds, what wa.s in effect their appeal against the Northampton magis- trates' decision to dismiss the summons against the lessees of the racecourse. It was not proved that the defendants had any knowledge of the bcttmg that undoubtedly went on wit tun their premises—that was the opinion of the magis- trates who heard the evidence, and it was not for a judge of the Queen's Bench to go behind it. He hinted, too. that the league were only gambling away their money themselves over these sporadic prosecutions. If they wanted to "put down gambling," they must go to work boldly and thoroughly.. They must ask Par- liament to pass a general and 'comprehensive Act which would put the law as to wagering on a logical and intelligible basis. The ^a.jibjei's y*kt]>e;r minds how far they are prepa-red to go. It is one thing to deplore a.nd denounce the vice: it is another thing to prohibit it by law and to punish those who practise it. Nor is it fair to lay penalties on the bookmakers and to let the bettors go free. If a. wager is to be made. illegal, then the backers must be fined or sent to prison as well as the layers. Or if Mr. Hawke and his friends are not prepared to be logical, what <,on088;.io118 will they make to human weakness ? If they would abolish the bookmakers and bet- ting agents, would they establish the pari mutuel? The revenue derived from the French tax on this particular form of demoralisation has, it is stated to-day, brought in a sum of 10,000.000f. for the ftrst seven months of the year. The proceeds are devoted to charitable institutions, and the philanthropists do not seem to find that "the money has an evil savour."

THE TOWNLEY ESTATES. Prosecution of Colonel Jacquess- at Bow-street. At Bow-street on Thursday James Frazier Jacquess, lately a colonel in the United Spates Army, was again brought up charged with fraud and conspiracy in connection with Howell Thomas, formerly a solicitor, and now a convict confined at Wormwood Serubbs. It is alleged that Jacquess obtained large sums of money from an American syndicate to prosecute a claim to the Townley estates. The case has been adjourned from time to time in order to obtain witnesses from America, and these again not being present, Jacquess was formally remanded.

TO THE EDITOR OF THE "EVENING EXPRESS'* Sir,May I through the columns of the ''Western Mail" call the attention of those responsible to the present deplorable condition of the Sophia Gardens. Things have, seem- ingly, been neglected for a considera,ble time until now the gardens present anything hilt as lovely an appearance as they might. Setting accommodation has almost disappeared: the fountain never plays, while instead the ha-'in is lilled with gravel and a few inches of dirty water; on either side of the main avenue, wlwre, owing to the roughness of the path, people now constantly walk, the grass has heen altogether worn away, and larger and larger pools of water are' accumulating: and finally-for the present—the border of stones whioh once surrounded the "pond" lias gone, creating by its absence a source of danger to children, for whom, by the wav, there is no protection whatever afforded. This sheet of water is, indeed, in a pad state, for not only has the water encroached several feet here and there over the surrounding footpath, but it is at times covered with a thick ill-smellinc slime. Now that Roath Park has provided such a macrnificent lake for the people of the other end of the town. it is.surely. not too much to ask that what little thi, district has should be kept—is it easily misrlit—in a pleasing con- dition.
