THEIR BOAT CAPSIZED.
THEIR BOAT CAPSIZED. Three Msn have a Very Narrow Escape en Roath Park Lake. This week the lake at the Roath Park. Car- diff, was the locale of what at one time threatened to .be a fatal accident of a distress- ing character. Three men, who apparently were totally unacquainted with the manage- ment of boats, obtained one of the craft which have been provided for the purpose, and embarked for a low. When they had gone three-purts down the lake two of the men attempted to change places, and by their clum- siness capsized the boat, and all the occupants were thrown into the water. The accident was, fortunately, seen, and icine of the boatmen rowed to the spot and rescued the men, who were floundering about. The chairman of the parks committee (Councillor E. BeaA-an), hear- ing of the accident., went to investigate the nwtter on Wednesday afternoon, and. in the presence "of Mr. Pet-ticyrew, spoke to the man spo9 who owned the boat, and urged that extreme carefulness should be exercised in the letting out of boat.s.
MUNICIPAL ELECTIONS.j j
MUNICIPAL ELECTIONS. j Mr. Brain will Again Contest the Grangetown Ward. Mr S A Brain, one of the representatives of the Grangetown Ward ;n the Cardiff County Council, and whose term of oitice expires this year, did not intend to seek re-election. The development of the business in which he is interested, his responsibilities as au officer of Artillery Volunteers, and the increased work of the corporation which has" been cast upon him induced him to come to that deci- sion. Mr. Brain is a member of no less than six committees of the council, one of them being the finance, committee, of which he is vice-chairman- Since the illness of Alderman Sanders Mr Brain, who has always de-voted himself assiduously to any duty which he has undertaken, has had greater responsibilities thrown upon him. Tn answer to the request .1 from the Grangetown Conservative Associa- tion that he should allow himself to be again nomimtxl, he explained his position, but de- ferieel a definite answer. Pressure brought to bear upon him by his numerous friends inside and outside the council, and a promise that he should be relieved of a portion of his public duties, lrave induced him to change his d mind, and lie has written to the Grange town Conservative Association to that effects His letter has been received with greatest satisfaction, and the members of the associa- tion have passed a resolution to do all in their power to secure his return next November should he be opposcd-a very improbable con- tingency.

IGLADSTONE'S RECANTATION.
I GLADSTONE'S RECANTATION. Expresses Condemnation of Local ) Veto. I Commenting upon Mr. Gladstone's leiter expressing the view that Local Option in the drink traffic is an imposture, the "Pall Mall Gazette" says:—" The more immediate matter of interest is the blow dealt to the Government, What Mr. Glad- I stone's influence is with those who were his followers a few months ago it is impos- I sible to say. It must still be considerable. And in any case when—if ever—Sir William Harcourt's Bill comes up for discussion, Mr. Gladstone's opinion will be quoted against it, that 'if pretending to the honour of a remedy it is little better than an imposture-' The Iteap of apples of discord is growing apace, and Mr. Gladstone has made his contribution to it. The Welsh are sulky, the Irish are re- volting. and now the teetotalers, who have I displayed gresa-t patience, will be up in arms. We admit that we rejoice in this collapse of plank after plank of the Newcastle programme, for i+ will be a healthv Ays thaif who in future may be tempted to bid for office on false pretences." The London correspondent of the '"Man- chester Evening News" writes that he hears from "a distingui-hed "T elshman" a remark: that Mr. John Morley let fall some time ago with reference to Mr. Gladstone. The con- versation had turned upon the prospects of the Welsh Disestablishment Bill in the House of Commons, and the Welshman told Mr. Morley that fears were entertained in Wales that. Mr. Gladstone might go back from the position which lie had taken up in support of the measure. "Mr. Gladstone rever goes back," was Mr. Morley's brief reply. Will this remark bring comfort to the more advanced wing of Sir Wilfrid Law- son's following who read the G. 0. Al. 7, Gothenburg letter this morning? The "Globe" says:—"Mr. Gladstone, writ- ing to the Bishop of Chester on the regula- tion of the drink traffic, expresses his appro- val of the Gothenburg system, adding that in bis opinion Local Option 'can be no more than a partial and occasional remedy.' Tltis is a little surprsing when it is borne in mind that one of the leading Government measures in the last session under Mr. Glad- stone's Premiership was a Bill for the establishment of that system. Now that lie is in a position of greater freedom and less responsibility Mr. Gladstone does not hesi- tate to express what is no doubt his real opinion, that the mere limitation of the num- ber of public-houses— the idol of Parliament for the last twenty years' —is, if it pretends to be a remedy for acknowledged evils. 'little better than an imposture. Says the "Star":—"Mr. Gladstone's an- nouncement that 'for many years' he has been in favemr of a principle with regard to the liquor traffic which is practically that of the system known as the Gothenburg system will cause some fluttering in the teetotal dovecotes. Is it the sign of a new departure with regard to the liquor traffic? It almost lexiks so. And how neatly com- plimentary is the reference to Mr. Cham- berlain

THE DIVINING ROD.
THE DIVINING ROD. A Cardiff Man Tells of His Success in Using It. Z> Mr. William Roth-veil, who for seventeen years hit;, lived ai 65. George-street, Cardiff, and who has obtained some considerable fame for h:s success with the divining rod. has recently been interviewed by a repre- sentative of the Evening Express." Mr Rott- vrell works in the day at I us vane, and he is past middle-age. and unpretentious in manner, though mrdonably proud of his mysterious gift. Lse a hazel stick, don't you?" said the reporter, favourably impressed by the man's manner. "No." was the reply, "any bit of wood will do. or a two-foot rule (on- duchig one from his pocket) few (fee aaMfr of that." Placing a half-crown on the tebfe, he picked up the rule and held one end in each hand. through the fourth finger and thumb. The, rule was then in a triangular shape, and at once* assumed something of the properties of a magnet, not attracting the half-crown tc itself, but bending towards the coin. slowly and forcibly. This it did as often as it was placed in the same position. "Now." was the next question, "and where, did you first discover you could do thesti tilings ?': "Well, about four years ago 1 was at Lis- vane. and having heard and read a lot about the divining rod. 1. out of curiosity, cut a stick, and walked across the fields until, ml » certain spot. the stick began to oscillate and turn down- I tried over and over again, with the same result. My first venture was with JMr. L, ddon. of Lisvane. for whom I found water, and also ascertained its exact depth, and a. 60ft. weli was sunk." He mentioned other cases in which he had been similarly successful. One-$ was that of Mr. John Hopkins. of Llan- daff. Mr. Hopkins had bored 34ft. without i finckng a. drop of water, but Mr. Rothwell, a few yafrds otF, found a good supply, and at a>j dentli of only 22ft. The other cases were] quite as remarkable, some applying to minerals, j to whose attraction the divining Tod is equally: suareptible. The mot* difficult part of the' business is to find out wha.t the rod is bending to—it may I, at a corpse, which attracts justl the same as water and minerals—and Mr. Rothiwell. when he goes Oil an (>xpeditioIl. ha* ro take with ilim, for purpo<ses of neutralise- j tion. a miscellaneous collection of articleg. j When the rod bench; (if he is searching ftrrt water) he applies water to the rod. and if iV stands still he knows then that water is the atfcrae^inig force: the same wiith metals, so that Mr. Rotliwell lias to know something: of metallus-gy. "But how would you find a corpse ?" "I should use a piece of putrid meat. No; • I 1-11111-1 identify' any particular body, or tlte;, sex. or tell how Jong he or she had been buried."1 M.r. Pothweil. though lie has not yet gauged the depths of Ins singular profession, has ad- vanced so far, however, that, blindfolded and in the dark, he has found watches and esoins, and he is prepared to do so a.a.:n. if chal- lenged. He also declares that water shall be exaetlv located where he says it is, and tha*' where he says it is not it shall not. be.
