A prominent Liberal wire-puller of the Swansea Parliamentary District is credited with having stated that Mr. Lloyd-George has cast loving ooks towards the seat to be vacated by Mr. William Williams, M.P. Be that as it may, no one can gainsay that there is aft opinion rife among the leading Liberals of the division that Mr. Lloyd-George would be far from annoyed if he were asked to become a candidate, and would probably accept the offer. The Dead Body of an infant Found at, Newpart. About noon on Friday a. number of boys, among whom were two lads named John Williams, of 25, Baldwin-street, and John Powell, 74, Jeddo-street, were playing on the ballast tips at the end of Jeddo-street, New- port, when they found the dead body of a newly-born female child. The body was wrapped in a local newspaper, dated June 9, and was tied round with a piece of pink dress material, the whole being covered with brown paper. Police-sergeant Smith, of the borough force, was. communicated with, and he conveyed the body to the Pill Mortuary. TITHE TROUBLES. The Charges Against the Cardigan Chief- Constable. In the House of Commons on Friday, Mr. GRIFFITH-BOSCAWEN (C., Tun- bridge) asked the following question of the Home Secretary.: "Whether his attention has been called to the fact that- Robert Lewis, the bailiff I of the Newcastle-Emlyn County-court., iius publicly accused the Chief-constable of Cardigan- shire. of hawing made falte statements with regard to the tithe aiet-urbanees last March in his recent report to the standing joint com- mittee; whether he is aware that at the ^.st meeting of the standing joint committee Mr. Willis-Bund, chairman of the quarter sessions, moved that a sub-committee be appointed to inquire into these allegations, but the majority (consisting mainly of county council members) rejected this after refusing to hear Mr. Lewis's evidence; and wheth-sr, in view of the desira- bility of the truth as to the chief-constable's action being elicited, lie will cause an inquiry to be held by the Inspector of Constabulary or by some other meane." Mr. ASQCJITH (Home Secretary) said, in reply: My attention has been drawn to the charges brought against the chief-constable by Mr. Lewis. I am not myself of opinion that the discrepancies between Mr. Lewis's account of what happened on the occasion in question and the account given in the chief-constable's report to the standing joint committee are of sufficient importance to justify a formal inquiry, or are of Such a character that there is any pro- bability of their being cleared up by any inquiry that I could set on. foot. I have not myself power to institute an inquiry on oath, or to compel the attendance of witnesses, or to require them to answer questions put to them. Mr. Willis-Bund did move that a sub-committee of the standing joint committee should inquire into the alleged inaccuracies in the chief-con stable's report, but Hie committee did not con- sider this necessary. Before coming to this decision they had Mr. Lewis's letter under con- sideration, but I do not understand that they had anv opportunity of hearing him orally. In answer to a further question by Mr. Griffith-Boscawen, I The HOME SECRETARY said he did not tliink the discrepancies on what were small and unimportant noints in the version of the chief- constable and Mr. Lewis had any relation to' the duty the Inspector of Constabulary had to perform, of certifying as to the efficiency of the force.

A PROMENADE FOR BARRY ISLAND. A promenade is in course of erection on Barry Island for Lord Windsor, the owner of the land, and will, when completed, be more than half a mile in extent. The green in front of Friars J Point (Lord Windsor's new summer residence) is also to be laid out for gardens. &c., on the same lines as the Penarth gardens, his lordship being determined to make Barry Island an attractive seaside resort.

UNDERMANNING OF SHIPS. Report of the Commission to be Ready Next Year. Our London correspondent telegraphing last night says: — The committee investigating allegations of undermanning of ships have, under the chairmanship of Sir Edward Reed, almost completed their labours. It is under- stood that in October the numbers will visit the ports of Cardiff, Glasgow, and Hull, and on their return to town will consider their re- port. Owing to the na« of evidence which ha* been collected, the report is not expected 'c to be ready until the commencement of next year. It is, of course, impossible to say what the recommendations of the committee will be, hut it may safely be assumed' that one of the chief of these will be the adoption of a mini- mum standard of men, according to the tonnage of the veesel.

60 MILES AN HOUR AT SEA. Mr. Samuel W. Allen, of Cardiff, has written us a long letter on the above subject in reply to, Mr. G. A. Haig, of Newtown. Unfortunately pressure on our space has compelled us to bold it over hitherto. We now. however, give a few extracts. Mr. Allen writes I thought I had done Mr. Haig a kindness in endeavouring to explode his wrongly based theories. I quoted for his edification the fact that Mr. Mliler's first steamer, and the pioneer of steam navigation, had been made on the principle of Mr. Haig's recent invention, and that the scheme was abandoned because the principle was wrong, and I thought that it would be quite sufficient to convincc him of his erroneous idea. He asks me, however, to tell your readers at what speed the back water of a paddle-wheel runs when the, ship 'which it is propelling' is running at twenty miles an hour. This is a conundrum that requires some consideration, and can only be answered by asking another, viz., 'What is the difference between a cogwheel working in a rack and a paddle-wheel working in water ? I leave him to gather his own answer to this, as it is not worth my while to make the calcula-. tion. He asks, again, where that awful stream' goes to. My answer is, that if his 60- mile steamer with. her bows against a rock is running at full speed with his sixteen paddle wheels, the stream of water would gpout out behind the ship like some gigantic fire engine, throwing a column "of water 10ft. wide and 41ft. broad somewhere.' These are his own words, &nd ordinary common sense,' and if the ship was free the water would still do the same thing, but in a less degree. I should recommend Mr. Haig to watch the action of an ordinary feathering paddle of any tug boat in Cardiff, and he will see that the action of the floats is practically as illustrated in his letter, and in- vented about 50 years ago."

If the wind should be strong and southerly this course would be all in favour of the Vigilant, who would get plenty of smooth water under the shore of the island. Under any circumstances, the race should prove interesting, if only for the circum- stance that it will be the last occasion (as at present arranged) when the Britannia and the Vigilant will fight a duel unhampered by the presence of any other competitor. Wagon Driven by Steam IT MAKES TEN MILES AN HOUR. A Yankee Invention \that may Add the. Horse to the Vast Army of the Unemployed. A steam road wagon has been invented by Mr. C. L. Simonds, an American. The in- vention promises to relieve the horse of a great deal of work. Cars are now driven by steam or electricity, but always on rails. When man wants to go where lie likes and stop wfeen. he likes he must depend on a horse. If the new steam wagon is a success, that will no longer be so. This invention points to a time when horses will be used only for exercise and pleasure, which will be a very good tiling for horses. lu Paris a number of steam wagons leave been in use in the streets for some time past. Curiously enough they are owned by persons of fashion and are mostly to lie seen in the neighbourhood of the Champs Elvsees and the Bois de Boulogne. Mr. Simonds says that no skill is required in directing his wagon It can make ten miles an hour and climb a hill with two pasengers. Steam is made in five minutes. The body of the wagon is placed on four bicycle wheels. The machinery con- sists of a steam boiler of the porcupine type, built to carry 100 pounds of steam to the square inch. Small as it is, is has twenty-eight feet of lieatinsr surface. A two-cylinder vertical engine works the main shaft, the two cranks of which are set at an angle of 90 with each other, so that there shall be no dead point. The main shaft carries a sprocket wheel, which is connected by chain with a sprocket wheel on the left-hand rear wheel of the wagon. As the engine runs at a hi ah speed, the sprocket on the wheel is of much larger size than the other, so as to reduce the speed. The total weight of the vehicle is 4-37 pounds. The front wheels are 36 inches in diameter, the rear one? 48 inches. They are rubber-tired. Two pump: are employed; one feeds the boiler, the othei drives the air blast through the naphtha Lender the boiler are five burners, arranged s., that they can be used singly rt desired. Fiv( gallons of naphtha, enough to run the wagoC 100 miles, are carried. A steering wheel is provided in front of the seat. The exhaust steam is passed through a feed-water heater, and is then delivered to the naphtha flame, where its presence destroys noise.

The "Westminster Gazette" of Friday says :—It is now expected that Parliament wall be prorogued either on Friday, the 24tib, or Saturday, the 25th. The Queen will, therefore,. be able to hold the Council for the Speech at Osborne before her departure for Scotland, which is fixed for Friday, the 24th. CAMPAIGN AGAINST THE PEERS. The Press Association states that an active autumn campaign against the House of Lordi was arranged on Friday evening at a meeting of the Parliamentary Committee of the National Reform Union held in the Conference-roojp of the House of Commons, the Hon. Philip Stan hope presiding. It was decided that, beginning in October, a series of conferences should be held during the closing months in this year. throughout England and Wales, the afternoon conferences to be followed in e*eh case by a public meeting at night. A prooisional and pre- liminary list of speakers was .prepared, not including any members of the Government. It was also decided by the committee to issue a strong whip in favour of the Miners Eight Hourg Bill.
