ANNUAL OUTING. News of the Worid Staff Gets a Pleasant Day at Dorking. The fifty-first annual outing- of the employes of the "News of the World" was held on Tuesday at the Star and Garter Hotel, Dorking. Mr. G. A. Riddell, managing--director, presiding- in the unavoidable absence of Mr. Lascelles Car:, chairman, which wa; greatly regretted. The vice-chair was occupied by Mr. W. J. Innes C Pegasus"). In the morning a'cricket match and athletic sports were held, after which the company, adjourned to the hotel where a capital dinner was provided. In the afternoon further races and athletic sports followed and the evening was devoted to speeches. An excellent programme of music was gone through. The progress made by the paper during the year has been most satisfactory under the energetic management of the directors and the able editorship of Mr. Eaisiey Carr. During the twelve months just ended the circulation has in- creased by one-iifth. Various enlargements have been made in the plant and premises, and the illustrations have now become a more im- portant feature of the paper, which is now the iargest huridar newspaper in Great Britain. A feature of the gathering was the presence of several employes who have been engaged on the paper since its start, more than half a century ago. The proceedings, which were most enthusiastic throughout, terminated with hearty cheers for the firm.

WELSH LAND COMMISSION. More Testimony in Favour of the Landlords. The members of the Welsh Land Commis- sion resumed their sittings at Ruthin on Tues- day, under the presidency of Lord Carri]iU"ton, and sat from 3.30 in the morning until six p.m.. and during that time the bulk of the evidence given bore testimony to the good relations existing ljetw-mi landlord and tenant. Several viinesses gave :t glowing account of their tenantship under Mrs. Nay lor Leylatid, of N..rtclwyd Hall, and Colonel George Mouatty, agent to Mrs. Nay lor Leyl-and, said the estate ,-a. managed in a most considerate manner, and in the course of his statement he showed that a land court would prejudice the interests of lioth landlord and tenant. In answer to question from the Chairman, the witness said he considered the tenants were a hard-working class, and many of them had greatly improved the farms. The income hist > tar only amounted to £ 700. after paying all charges, rates, taxes, and tithes. The quarterly meeting of the technical in- struction committee of the Ghmorgan County Council was, held on Tuesday afternoon at the County Offices. Westffatentrett, Cardiff. The ( li«v. Aaron Davies presided. The report of the organising agent, Mr. Waiter Hogg, was discussed at length. A sub committee, appointed to consider the question of storage and c-thoe accommodation at Pofltypridd, reported that they had had four rooms offered them at Taff-street at £ 25 per year and a suite of offices at Market-buildings for £ 35. j It was decided to authorise the committee to treat with the owners of the property.-Colln. cillor Richard Morris moved "That, in view of the new Act re the blind, deaf and dumb, •his committee deems it expedient- to set aside a certain sum annually for the education rnd teaching of handicraft. & to such children." Mr. Morris stated that the Y stalyfera Board had taken the question in hand. They had presented a report, and as an outcome there were three proposals before the board, viz., to utilise pre-<ent institutions, to an institution of their own. and to ask the co-opeicition of other boards to assist in the matter. With few ex ceptions. every board in the district had replied favourabb* to a circular sent out asking them to attend a meeting. He ashed that the matter should be referred to a small sub- committee. -— The Clerk (Mr. Franklen) remarked that the Act- was purely elementary, and the council had r.o power to spend money on elementary education or for children who were receiving elementary education.

Now, as the Rector of Llandudno points out in a latter to Mr. George, of which hp has sent us a copy, the bishops have declared that they issued no circular; therefore, the clergy could have taken no action upon such a document. On Saturday last Fred Hannam, who has been working as a baker in Haverfordwest for the lf*.« sixteen months,hnd who ira* supposed to be a single man, received a purprise visit from a woman who described herself as liis. wife. She went to Itie place of employ first, with three children, and had an interview with Hannanu afterwards repairing to his lodgings, where she saw the landlady, and expressed a tlii-eat to put the children in Hannam's bed. Siie went- upstairs, and while there Hannam arrived. He followed her 'upstairs, and after lrs' a conversation returned to the bottom, where his landlady spoke to him on the matter. He declared that. ths wmnM wa* not his wife, but she, overhearing the remark, said she was, and camp downstairs, going into the kitchen with her baby, where she began to undress it. He followed, and, it is alleged, drawing a revolver from his pocket, pointed it at her. The \turmut screamed, but. despite this. Han- nam. t! ed the we:1-}J011. The bullet whizzed past the woman's ear and broke a picture behind, thence falling en to a bookshelf. The terrified landladv had by bis time gone into the room. and Hannam, it is stated, :ig-a;n raised his wea,pon as if with the intent-ion of firing rurain. His supposed wife closed up Ii on the landlady for protection, and it appears that they made their way to the road, allow- ing the man to leave unmolested. This he did as quickly as possible, and. after remain- ing in the town all night, left by the 10.15 up train on Sunday morning. When the Post Office authorities intimated that the public would be at liberty on and after September 1 to send private post-cards DO speeiad directions as to size or thickness were g-i ven. In order to test the matter the editor of the "Westminster Gazette" posted cards of various sizes to that paper, some of which sizes to were parsed and delivered, and some of which were stopped. A representative of that journal has had an interview with one of the othc als at St. Martin's-le-Grand with reference to the matter, and gives the result of the conversation in Tuesday's issue- Speaking of the regulations, the official in question said hat we were most anxious to avoid was too great particu- larity at first.
