A dispatch has been received in Christiania from Her: Eivind Astrup. of the Peary Ex- pedition stating that, although no personal traces could be found at Carey Island of Biorling and Knllstemus, nor of the Ripple, discovery was made of their last halting place before setting out on their fatal journey across the pack. Several note-books were found here, a silver watch, and a botanist's press, with the bones of the English sailor who was with I them. The latter was interred by the crew of the Falcon with a brief burial ceremony. That the remains were those of a sailor was shown by his clothes. Dr. Olilin. who was desn.itched in search of his missinrr country- men, took possession of the note-books and watch, and is bringing them with him to Sweden. It mav be. too. that the two gallant young Swedes succumbed in this famp. and that their remains were carried off by wild animals.

It is alleged that the Queen has decided to hold two sets of Drawing-room— first class and .second clatss. The- first- will be called Courts. They will be held by the Queen herself .in March and May. and only the diplo- matic circle and higih personages whose names have been considered by the Queen herself may attend. The second-class Drawing-rooms are to be held by the Princess: of Wales or the Princess Christian, to whom will be admitted the whole body of persons who have the entry. or have a claim to be presented. I have infor- mat.ion that the magnitude of the cha-nge is over-rated. A rather long, and at times exciting, meeting wa& held on "Monday night at the club-room of the Wyndham Arcade Hotel of the dis- j satisfied delegates, and. after a heated discus- sion, it was resolved to abandon all further law proceedings, and deliver up all documents, books. &o.. to the general secretary, and once more return to the Union. It should be stated that Mr. Thomas Davies still remains general secretary of the N.A.L.U.

GOVERNMENT AND IRELAND. Criticism by Mr. Justin M-Carthy in the New Review." The. October number cf the "X en- Review" contains an article by Mr. Justin M'Carthy, M.P., on Ireland and the Government. He says the Liberal Government, and, moreover, Liberal Great Britain, stands firmly pledged to Ireland. While admitting Lord Rore- bery has not given a-s distinct an utterance on, the Home Rule question as Irishmen could desire, he thinks the Liberal party lias done nothing to forfeit Irish confidence. The Land Dill. he adds, might be left to the Irish Parliament, but legislation for evicted tenants cannot wait for Home Ytule. The writer goes on to say that lie thinks the Commons should have made a distinct and strong protest against the rejection of Irish j measures by the House of Lords.

This, says the Newcastle JournaL" will be a loss to the Unionist party in the North, but the Unionists of Wales may be congratulated upon having secured the services of such an excel- lent agent and speaker as Mr. Jeffery has proved himself to be. Mr. Jeffery will commence his duties in about a mouth, and will reside at Pontypridd.

H. ^Sonley Johnstone, editor of the "South W?ies Echo." who is leaving I Cardiff to take up an important position upon the "Evening News and Post," London, wa^ on Tuesday night entertained at dinner by his numerous friends at the Queen's Hotel. Cardiff. His Worship the Mayor of Car- diff presided, and was surrounded by the best-known representatives of art. mu,-ic, literature, law. journalism, and commerce in the town, including a numl>er of members of the corporation. Congenial company and capital oatering on the part of Mr, Hunt relieved somewhat the painful nature 01' the function. The toast- list was brief, and the mayor. who proposed the health of "Our Guest, spoke with considerable warmth of feeling as to the appreciation which was felt in Cardiff of Mir. Johnstone's worth and of the good sterling- work he had accomplished. Mr. Alder- man Carey and Mr. Allen Upward also added their eulogiums. wluoh were fully en- dorsed by the company.—Mr. Johnstone respon- ded in a semi-humorous, semi-pathetic feeling, which became very sincere when he spoke of his approaching departure.—The toast of "The Press" was proposed by Mr. Edwin Seward, who s]x>ke highly of the enterprise and go- aheadism of the Cardiff press, aud the toast was responded to by Mr. E. W. Morris ("Wes- tern Mail") and Mr. J. Smurt-hwaite ("South- Wales Daily News''), who both took that oppor- tunity of expressing the regret felt by the journalists of South Wales in the less of Mr. Johnstone. In the October number of the "Woman at Home" there is an interesting article by Mr. Arthur Warren on "The Home Life of the German Empress, a few extracts from which will be read with interest. The Empress is the daughter of a Grand Duke, and was born 36 years ago at Dolzig. in Silesia. Her father was not a rich man. and brought up his chil- dren in a very simpie way. and the Princess ) Lad certainly not the slightest idea that sha would become the consort of the mightiest Sovereign in Western Europe. It was at rnnkenau—then the home of the Grand Duke Frederick—chat the Emperor hrst *;«v his future wite. and the meeting was of a some- what romantic character:—"The Duke had invited Prince William, as he then wa&, to Prmkenau for a- few days' shooting-. The. Prince was as fond then as he is now of sur- prises.. lie arrived at the Schloss on foot, and sooner than he was expected. Losing his way in the park, he came upon a rustic covered summer-house, where a fair young girl was dozing in a hammock. The sleeper made a pretty picture, no doubt. I She declined to state her errand, and was. of course, refused admission by The guard. But she lingered about the place all day. and when the gates were closed a.ud she was told to depart, she created so great a disturbance that the Empress, who happened to be in a room overlooking the court-yard, heard the noise, :11:1<1 sent an attendant to ltarn the cause of the uproar. Tke old woman pleaded so piteously for admittance that the Empress ordered the attendant to bring her in. The agitated dame fell u.pon her knees, and Mobbed out her taSb of trouble. No one but the Emperor is "permitted to inspect- it. The Empress often enters in her book matters which the. Emperor specially desires to record, but except their Majesties no one is ever permitted to inspect the diaries. SEAMEN'S DISPUTE. Mr. J. H. Wilson, M.P., and the Cardiff Shipowners. There is no alteration in the position of affairs at the Cardiff Docks. The officials of the Sailors' Union are still actively engaged in the agitation for increased wages, and on Tues- day several crews were engaged at Union rates. The statements of Mr. J. H. Wilson. M.P.. at the offices of the Board of Trade in London on Monday were the subject of tiome comment amongst local shipowners. In conversation with a "Western Mail" reporter on Tuesday, one shipowner denied emphatically that the owners were oonniving at the illegal supply of seamen If sailors wished to sign articles on boaj-d ship, they were perfectly entitled to do so. if a Board of Trade ofho* r were present at the time. Mr. Wilson was trying to increase the men's wages at a very inopportune time. Freights were never lower than now. and it would pay main- shipowners infinitely better to lay their shijjs up for the winter. In fact, some of them were seriously considering the advisability of doing so. The wages might be momentarily inflated while the agitation was being carried Oll. but immediately the pres- sure was relieved, they won. go back again to whatever happened to be the rate of the port. With one or two exceptions the rates likaid in Cardiff were L3 10s. and c3 15s. for steamer*, and many sailors who were at jjresent out of employment would gladly sign on at these watres but for the coercion exercised by the delegates of the Union.
