CARDIFF HARBOUR TRUST.
CARDIFF HARBOUR TRUST. A Protracted Meeting of the Sub- Committee Held at Cardiff. A meeting of the sub-committee of the Cardiff Harbour Trust Committee was held at the Town-hall, Cardiff, on Tuesday evening, and lasted some hours. The members present were I the mayor (Councillor Trounce), Alderman David Jones, and Councillors R. Johnston and Tucker. Mr. Perks and Mr. Hedley (the experts appointed by the corporation) also attended the meeting. Mr. Hedley reported the result of his interview with Sir William Thomas Lewis on Monday, and stated that so far he had been unable to come to terms with that gentleman on the auestion of unproductive lands. On this point the committee are evidently in a difficulty. As far as the docks and other properties are concerned, they can see a good margin between the 4 per cent. which they would receive and the 3 per cent. at which the. money could be borrowed, but if the lancls referred to have to be taken over at the price which the vendors require the scheme would be very heavily weighted. On the other hand, the Bute .Docks Company and the Marquess of Bute are naturally averse to part at a iew pr&& with property which as the port is developed must become very valuable. As the proceedings of the sub-committee are kept as secret as circum- stances will allow we are unable to state what the differences between the committee and Sir William Thomas Lewis are, but it is evident from what we have ascertained that they are not considered by any means insurmount- able. As, however, the sub-committee are not prepared at present to make a report, the meeting of the harbour trust committee called for to-day (Wednesday) has been postponed indefinitely. Another conference between Sir Wm. Thomas Lewis and Messrs. Perks and Hedley will, however, take place in a few days, when it is hoped that some modus vivendi will be discovered to remove the present deadlock. We understand that on other points there is perfect agreement between the parties.
TIN-PLATE TRADE.
TIN-PLATE TRADE. Masters Meet at Swansea to Disouss a Wage Reduction. Tn view of the continued depression in the Welsh tin-plate trade and of the low prices ruling, the employers are turning their atten- tion to the wage rate. On Tuesday after- noon (&ays the Swansea "Daily Post") a pri- vatp. meeting of the members of the South Wales and Monmouthshire Tin-plate Masters' Association was held at the Mackworth Hotel, Swansea. Mr. Byas occupied the ehadr. There was a large attendance. After the chairman and the committee had been appointed, the question of reducing the wage rate was brought formally before the meet- ing. No definite discussion was arrived at. notwithstanding a lengthy discussion, and the meeting ended with the understanding that another meeting of the association would be called in the course of a. few days to disouss the question referred to. It would be diffi- cult to magnify the gravity of the question before the employers, as there is no means of knowing how the proposal to reduce the standard waige rate would be regarded by the great number of working tin-platers.

PRIZES FOR INVENTORS.
PRIZES FOR INVENTORS. A Stimulant for the Inventive Faculty, of Our Readers. There can be but very few of our readers who have not heard of the good fortune that often attends the Inventor. Many must have felt a pang of regret that they had not turned their thoughts in that direcion when they have read from time to time of fabulous sums of money accruing from the invention and placing on the market of some trifling article. It is true that many of the stories of for- tunes made in this way te not strictly in accordance with the facts, bu-t it is equally true that small inventions, if properly deve- loped, in a commercial sense, usually yield a very fair return of profit to the Inventor, whilst, if an article happens to supply a direct want, or has some pleasing novelty that catches the public fancy, the profits resulting from its sale may constitute an almost princely income. The most successful inventions are usually those requiring no special knowledge or brain power, but are such a-s ordinary people can most eaoily tiv»lve, -ii" fitey happen to get- t /rs idea- or inspiration. Inventions that are the out- J come of great scientific knowledge are rarely remunerative. An Official Report on Patents says: —"Experience shows that the most profitable patents are those which contain very little real invention in them, and are, to the superficial observer, of little value." In view of the large profits that can be made from simple inventions, we have decided to stimulate the inventive faculty in our readers by offering CASH PRIZES for the best inventions in given subjects. It must be thoroughly understood at the outset that we are seeking no direct gain through this Com- petition for ourselves. The inventions will remain at all times the sole property of the inventors, and we shall, in addition to the prizes we are offering, assist by every means that lies in our power to britlg good inven- tions to a successful issue, commercially. We shall consider ourselves amply repaid if thjs Competition is instrumental in placing on the market good ideas, to the benefit of the originators, as well as of the general public. We offer a FIRST PRIZE OF JE10 IN CASH for the best invention of some article per- taining to the desk or writing table: such as pens, pencils, inkwells, pen wipers, rulers, paper cutters, erasers, paper weights, blot- ting pads, slopes, desks, or any other ap- pliance that can be used on the office desk or home writing table. We offer a SECOND PRIZE OF.05 IN CASH for the best invention for some culinary article, that is, an article used in the prepara- tion or cooking of food, such as saucepans, frying pans, kettles, stewpans, gridirons, pots and pans, egg beaters and boilers, rolling pins, cutting boards, pastry-making boards, ladles, spoons, knives or forks, or any article whatever pertaining to the kitchen and used in the course of cooKing operations, or pre- paring food for cooking. We offer a THIRD PRIZE OF £ 2 10s. IN CASH for the best invention of any article of general household application, whether useful, orna- mental, or both, such as picture-hanging devices, curtain suspenders, draught excluders, door checks, ornamental brackets, newspaper and music stands or racks,, bell pulls, fire .irons, coal scuttles, waste-paper baskets, or any other article or appliance, whetner fixture or not. that can be of use in a house. It will be observed that in the wide range of subjects quoted above there is ample scope for the inventive efforts of our lady readers, as well as those of the sterner sex. Recent statistics show that women are rapidly coming to the front as inventors, especially in con- nection with matters of feminine interest, and we desire to give all a chance of com- peting. We will again draw attention to the important fact that all inventions will remain the exclusive property of the respective com- oetitors, and that, although only three com- petitors can be prize-winners, we shall use every effort to bring forward inventions of merit, whether they be the actual prize- winners or not. All inventions must be new, and not pro- tected or patented before the date of this issue, and, in order to safeguard the pro- nrietary rights of the Inventors, all inventions must be protected or patented before being eligible for competition. With a view to assisting competitors so far as we can, we have arranged special terms whereby the necessary protection or patent may be obtained at considerably reduced charges. The Competition will be decided bv the Editor of the Cardiff "Western Mail." assisted by such professional experts as he may deem necessary. Portraits and short biographical sketches of the successful inventors will be re-produced in this paper at the close of the Competition, if approved by the competitors in question. All particulars of the Competition will be forwarded free on receipt of stamp for reply, addressed to the Patent Editor of the Cardiff "Western Mail," Tudor-street, Cardiff. The Competition will remain open until Christmas, and due notipe will be given of the exact latest date for sending in particu- lars.

ALBION RELIEF FUND. Money to Go to the Provident Society- With Recommendations. A meeting of subscribers to the Albion Col- liery Disaster Central Relief Fund was held on Tuesday evening at the Parish-rooms, Ponty- pridd, "to consider and determine the disposal erf the funds." The chair was occupied by Mr. D. Leyshon, chairman of the local board. The Chairman, having explained the object of the meeting, moved:—"That this fund be closed on the 30th of November, 1894.Mr. Seford seconded.—Carried unanimously. Mr. J. Evans asked if the secretary would kindly read again the resolution passed at the first meeting, on the 27th of June. Mr. Ellis then read it, as follows :—"Proposed by Mr. J. Ignatius Williams, and seconded by Mr. Stanley Cobb, 'That this meeting expresses its thankfulness at the prudence and foresight shown by the workmen who lost their lives in the disaster in having made provision for their relatives by having joined the Miners' Provi- dent Sooiety, and, in view of the heavy and unprecedented liabilities incurred by the society, resolves forthwith to appoint a, com- mittee to collect subscriptions to a.id it in fully and promptly discharging the obligations cast upon it.' He added that the appeal sent out for subscriptions stated the same thing. "That the moneys collected by this fund be paid over to the Monmouthshire and South Wales Miners' Provident Society, in accordance with the resolution of the 27tli day of June, 1894, upon receipt of a formal undertaking from the society to place upon its funds those persons who were not members at the time of the ex- plosion, and that a recommendation be for- warded to the society requesting them to form a trust in respect of such moneys, to be assimi- lated with the trust created in respect of the Cardiff Fund." In moving the resolution Mr. Lenox remarked that at the meeting held in June it was practically unanimously carried that the money collected should be disposed of by placing it in the hands of the officials of the Provident Fund, and he thought it would ill become them if they endeavoured to depart from that resolu- tion. (Hear, hear.) — After discussion, the resolution was unanimously carried as proposed. —On the motion of the Chairman, seconded by Mi-. J. T. Da-vies (solicitor), Mr. J. Ignatius Williams (stipendiary magistrate), Mr. L. Gor- don Lenox. J.P., and Mr. Cobb (IJÛndon and Provincial Bank) were added to represent Pont- ypridd on the trust.—The Chairman next. pro- posed: "That the society be desired to reim- burse the Albion Colliery Sick and Accidental Fund sudh amount asi may be necessary to re-in- state such fund in the position in which it stood prior to the explosion.—Mr. T. May berry Wil- liams seconded.—Mr. G-ronow feelingly thanked the chairman for proposing the resolution, but added that he would have been better pleased if the meeting had dealt with the widows and orphans differently to wliat they had that night. The. men who were alive could strengthen their local fund, but the widows and orphans had to depend unon the pittance which they received from the Permanent Fund.—The resolution was then carried.—In reply to Mr. R. A- Lewis, Mr. Ellis said that the amount collected and promised to the central fund was £ 6,875 IBs. 6d. —Votes of thanks terminated the proceedings.

WELSH CHURCH. A Great Meeting to be Held at St. Asaph To-day. Our Rhyl correspondent telegraphs: —To-dav (Wednesday) one of the most remarkable gather- ings of clergy ever held in Wales will be wit- nessed in St. Asaph Cathedral, when upwards of 300 clergymen from various parts of the diocese will meet in the cathedral on the occa- sion of a visitation to be held by the bishop. Last night these gentlemen were the guests of la,ymen and others residing in the immediate vicinity of the city. The proceedings will be private. PROTEST FROM LIVERPOOL. The Liverpool Diocesan Conference on Tues- day protested against the disestablishment and disendowment of the Church in Wales. Another resolution was also adopted recognising the urgent responsibility of the Church in the presence of social problems, and urging upon members the duty of maintaining an attitude of personal interest and sympathy towards all sound efforts for their solution. The Bishop of Liverpool, in supporting the resolution, said they were moving in the right direction. The gulf between the wealthy and the working classy was getting wider and deeper every year. He advised more sympathy among all classes, higfi and low, to allay existing discontent.

Realisati on of Dreams,
Realisati on of Dreams, HOW ONE STIMULATED AN INVENTION. A Musician Fells How a Big Problem in Mechanics was Solved in a Surprising Way. "We often hear of people having a realise-. tion of their own dreams, but it is seldom a pel son dreams a dream to have another realise it," writes a well-known musician. Not. long ago I dreamed that a friend of mine, an instrument maker, had invited me to take a, ride upon a, boat which he had equipped with an engine of his own invention. I remember going down to the wharf and see- ing a boat which seemed to be without the usual mechanical devices to propel it. But down in one corner, taking up but little room, I saw a small, strangely-shaped engine, looking more like a toy than anything else. I asked my friend when lie had taken to building toy engines, for I did not know that he had any inclination that way. He told me it wa,¡; the result of but a short period of work. and that it" was the most wonderful invention of tha age. He had the proverbial confi- dence of the inventor early 111 the game. Well, we finally pushed off, and I was more than surprised to see what, to me, seemed a toy do wonderful work. When we got in mid- stream my friend turned a valve, and away we went like an arrow shot from a bow, propelled by no other power than that generated by that toy engine. We passed all the other fleet- craft as if they were tied to their wharves, and every person looked on ii] amazement, at the work of the boat. The dream was pecu- liar, as my friend was an Instrument-maker, and never devoted his time to that sort of machines. I told him of the dream, and he thought it as strange as I did. I thought nothing more of the incident until the other day, six months after my dream, my friend came to me and said, 'Well, I've got that engine you dreamed about.' It took me a little while to re-call the dream, and then I began to question him. From my dream he had obtained the suggestion of working in the mechanical line. He started to work with a mill, and soon discovered a new point in the construction of engines, which, when developed, enabled him to produce the same power with half the cylin- der capacity. Also a discovery to do away with shafting and belting, which, to me, not having had any experience in mechanics, is simply astounding. He took me to see a model of his engine, and there I saw the toy engine of my V dreams attached to a dynamo without a belt "'I or pulley, doing its work in an astonishing manner. It seemed to be suspended in the air, supporting itself by an equalisation of forces oa all sides. I am no mechanic, but I have eves enough to so a wonderfctd piece of work. My friend is now at work preparing his patent papers, and soon the details of a wouderfut invention, which was the outcome of a dream, one of those phenomena of life on which we place but little importance, may be given to '-V- pv^'O mnv seem like a dream a* well but I can assure yowl i oooMt not describe -«• the sight as any more wonderful than it seemed to me." ^mmmmmmmmmmmmm
