BEAUTIFUL BRITAIN, Tlie Splendid Portfolio of Views Pub- lished Yesterday. It is recognised on all hands that the new art portfolio now being issued by the "Western Mail" is superb, looked at either from the point of view of a collector of re-productions of the most beautiful scenery, the most romantic spots, or the most historic places in Britain, or that of a student of modern art. Each picture is marvellously fine in tone, and faithful to the scene depicted, while many of them are so distinctly creations of high art that they merit mounting and framing as examples of the perfection which the art of black and white printing- has attained in this country. If education be by the eye as well as by the ear. an impetus is certainly being given to popularise the beautiful and the artistic by these exquisite pictures of England, Scot- land, Wales, and Ireland which week by week a.M being offered to the public, twelve views at a time, for so ridiculously small a price.

SOLICITOR DEAD. Was an Old and Well-known Resident of Cardiff. It is with deepest regret that we announce the death of Mr. Henry Heard, solicitor, of Cardiff, the sad event having occurred at the deceased o-entlemen's residence, Newport-road, on Thurs- day evening. Mr. Heard about five weeks ago felt rather unwell, and consulted his medical man, but about three weeks ago he was obliged to take to his bed. Dr. P. Rhys Griffiths paid unremitting and skilful attention to his patient, and called in Dr. Blagg. of Clifton, but the efforts of the doctors were unavail- in. and Mr. Heard expired as stated, death being due to heart disease. Mr. Heard, who was 62 years of age, was a native of Devizes, and was educated at Chip- penham Grammar School. He commenced his career under Mr. Drake, solicitor, Exeter, and 37 years ago came to Cardiff. In the Welsh metropolis Mr. Heard established a practice, and speedily became very popular and made a large number of friends, who keenly feel the loss they have sustained, and heartily sympa- thise with the bereaved family. At Cardiff Mr. Heard, with others, founded a volunteer corps, and promoted the first arcade. Mr. Heard was llan. secretary of the Cardiff and County Club, of which he was also a founder, and from the members he was a few years ago the recipient of a magnifi- cent service of plate. As an Oddfellow the deceased was also well known. Some years ago he was presented by the Cardiff district with a goblet and an address as a token of regard and esteem and for the satisfactory manner in which he recovered several large sums of money which but for his exertions would probably have been lost. Mr. Heard leaves a widow, three sons, and two daughters to mourn the loss of a leving husband and father. The funeral will take place on Monday next at the Cardiff Cemetery at 2.30.

A special meeting of the Barry and Cad ox ton LOCHI Boa-rd was held on Friday after- noon at Cadoxton for the purpose of com- pleting certain details in connection with thto purchase of the gas and water undertakings of the district. The loan of £ 200,COO for the acouironient of both systems by the board has been obtained on most favourable terms of interest, namely, 3 per cent, jjer annum, redeemable at the option of the board in 25 years and terminable in 52 years.—Tho Chair- man (Dr. P. J. O'Donneli) announced that the board had completed arrangements to enter into complete possession of the pro- perty on Thursday next.—It is understood the gas and water systems will continue to be managed by the present- officials, Mr. F. M. Harris being the secretary and engineer.

LORD ROSEBERY. Premier to Visit Cardiff in January Next. At a meeting of the Executive Committee of the Cardiff Liberal Thousand on Thursday night the question of the visit of the National Liberal Federation was discussed. The chair- man (Mr. Robert Bird) stated that he had been in communication with the authorities, and the federation had promised that, if a ii.,arquee, to hold 20,000 people were erected at Cardiff, they would come here next January. They also undertook to subscribe £ 500 towards the cost of the visit. It was decided to proceed with the matter, and Mr. D. A. Thomas, M.P.. promised £100 to start the local fund, B2,000 of which would be required for the marquee alone. The site selected for the meeting is the Canton Market, and it is in this place that Lord Rosebtry will speak on January 17.

TflE RADICAL DEFEAT. Matters a.re Uncomfortable in the Cardiff CaMp. Matters are rather uncomfortable in the Radical camp at Cardiff just now, and everv- body is blaming his neighbour for the crushing defeats sustained at the recent municipal elec- tions. In fact, this question formed the prin- cipal topic of discussion at a meeting of the Liberal Executive held at the offices of Mr. R. N. Hall, under the presidency of Mr. Robert Bird, on Thursday night. The"defeated Radical candidates were- present in force, and naturally wanted an explanation of their downfall. There was a general desire to lay the blame at the door of Mr. R. N. Hall, the party agent, a.nd ex-Councdlor Short, who was particularly dis- gusted with the result of the Cathavs"election, made some strong observations on the lack of organisation in the Radical party. In Tact, Mr. Short's feelings are so strong in the matter that he has threatened to forsake the political arena. Ex-Councillor Lewis expressed his views rather emphatically, and somewhat startled his col- leagues by asserting, in a manner that would not brook contradiction, that during his contest in the Canton Ward lie received no assistance whatever from the Radical party. Mr. F. J. Be,a,van was evidently in the sa.me mood, for he assured the meeting that had he not been the strong man he was he also would have been beaten by the Conservatives in Riverside. Matters were settling down it, little, when some- one wanted to know who was responsible for bringing out Mr- Moses Roberts-Jones in the Roath Ward. This was evidently the red rag," and for a few minutes the discussion was of the liveliest character until the Rev. John Moms, of Star-street, meekly admitted that he was responsible for the whole affair. Even Mr. Lewis Samuel did not escape scot free, and strong remarks were made about his coming out in an unauthorised fashion. This led io a discussion on the mode of selecting can- didates, and the present system came in for out- and-out condemnation. it \V3." freely admitted that the whole organisation of the party was in a chaotic state. Election agents had issued placards without consulting the "powers that be." ajid this. it was explained, was the reason why the cry against the harbour trust beoa-me a portion of the Radical programme. Ulti- ma-tely it was suggested that a special committee should be appointed, consisting of two members from each ward, to consider the whole matter with a view to re-organising the party in the town. The proposal was adopted, and a report will be presented to a future meeting of the J executive.

He explained that it had been agreed between Mr. Powell (who appeared for the company) and himself that the building operations be suspended until the plans were approved by the board and the notice given in accordance with the bye-laws.—The Bench granted the application and the case stood adjourned for a ipont-h.

At Carraartlien Assizes on Fri daj- Mr. Jus tice La-wrance had before him the case of Frede rick John Hannam (25), baker, who was indicted for having, at Haverfordwest, on the 1st of Sep- tember, attempted to murder bis wife, Emily Elizabeth Hannam, by shooting- at her with a, revoITer.-The prisoner pleaded "Not guilty." --Air. W. Rees Davies, M.P., prosecuted, and Mr. Arthur Lewis defended.—Tke facts of the case were fully reported at the time, and the only incident of interest at the trial on Friday wa.s the production by Detective Rankin, of Cardiff, who had arrested the prisoner in that town, of the revolver, which proved to be loaded, and caused considerable consternation amongst judge, jury, and spectators. Ulti- mately the jury returned a verdict of '■ Not g'Uilty. -The Judge, in discharging the prisoner, said that this should be a. warning- to him.

A London correspondent writes:—Lord Jersey's report on the International Conference at Ottawa, which was laid in "dummy" on the table of the House before it rose, is expected to be out in a few days. Inquiry at the CoJo- [ nial Office and among prominent colonials here justifies an anticipation of two. at least, of its recommendations. The reference is to the completion of the British Australian mail route by Imperial subsidy to a fast Transatlantic line to Canada, and the all British Pacific cable scheme. In favour of the former it is urged that the Goveru<nif-.nt now grants over L200,000 a yea.r to the Last and West Mail routes that experts, such as Admiral Hopkins. and quite recently Capt-aiin Wakeham, the chief of the Canadian fishery protection fleet, have- declared the St. Lawrence to be safely navigable, and that the Trans- pacific half of the route is already on a demon- strably sound commercial basis. THE SOUTHEND TRAGEDY. The Trial of Read has been Fixed for Monday. Baron Pollock, in charging the grand jury at the Essex Assizes on Friday, at Chelmsford, with regard to the. -case against James Canham Rtad. who is accused of murdening Florence Dennis, at Prittlewell. near Southend. said the facts were extremely simple, a.nd the ultimate question would be, not whether the facts were t.rue or not,, but what was the proper inference to be drawn from those facts. Passing all to speak of the relations of prisoner with deceased and her sister, Mrs. Ayriss. his lordship said there was no doubt- that- his relations with Airs. Ayriss were of a sensuous character, but it did not. therefore; follow that he was the man who committed this murder, although his relatiins with her became an essential part of the case. Besides his married home at Poplar and the connection which he had formed with Mrs. Ayriss. the prisoner acquired the- affection of a young woman, named Kempton. in 1892, and they subsequently lived together at Rose Cot- tage, MitoiLsm. A child was there born in February. 1894. and an import-ant fact was that while at Rose Cottage Miss Kempton saw the prisoner with a revolver, which lie told her lie earned. < This revolver wa.s taken from the prisoner's brother James, in 1893. together with pi-I a box of cartridges, which corresponded with the bullet found in the head of the deceased.—The jury found a true bill against Read, and the case was fixed for 10.30 on Monday next.

At the general annual meeting of the Neath Town Council.held on Friday,Councillor Hopkin Jones, alluding to the increased call ujxxn the guardians made by the county council, said that, although the. rate in the borough would not probably be affected this half-year, yet they might anticipate an increase next half-year. The call referred to wa.s increased from £1.500 to £ 3.000, for what reason he did not know.

Death of an International Player. Mr. Gilbert Harrison, the well-known Rugby footbilll forward, died at Hull on Thursday after great suffering from cancer on the spine. Mr. Harrison, who has played for England, was for a year the captain of the Yorkshire team.

A young fellow who is pretty smart os. general principles, and who -is always in good.. humour. went into a store the other morning, limping and seemed to be broken up generally. The proprietor asked him if lie wouldn't sit down, and he said he couldn't very well, as his back was lame. He saemed diseouragedt and the proprietor asked liim what was the matter. "Well," said he, as he put his hand on his pistol pocket and groaned: "There is no encouragement for a boy to have any fun nowadays. If a boy tries to play an innocent joke he gets kicked all over the house." The store-keeper asked him what had happened to disturb his hilarity. tie said he had played a joke on his father, and he had been limping ever since.
