■ ■■—■! smmesmmmmmnita—ea«B»iB ■!■■■■ POLICE CRITICISED. HOW PRISONERS ARE CONDUC- TED TO CARDIFF GAOL. Several Cardiff gentlemen liave called our attention to what they call the inhuman, if not disgTac-eful. way in which prisoners from the Llandaif Police-court are conducted to Canlilf (1-aol. Only on Monday two n-en. charg-ed with no \ery serious offence, were marched. I nnd- cuffed. a distance of rhree miles in the d13rge of a coastoble. In pacing- through Cardiif, about 1.30 in the afternoon, they were follo.ved by scores of children, who jeered at theiu. while uhIt" stood and looked on. iiuuiy in disgust. &.t a slwht which they consider degrading to our vaunted civilisation. One gentleman sai'J — "If the authorities wished to harden our criminals and make them worse tliajj ti)cy are, they could not go about it more effectively than by marching them, fettered arm to arm, through th- crowded street* of ('a,rdiff. It is enough that a mall should be punished for his offence by incarceration, and it is cruel tha.t he should he made, besides, the object, of scorn and ridicule by his fellow-men. It reminds one of the march of Russian exiles to Siberia, the only difference being in regard to number." Surely, the county authorities can afford to obtaiu a conveyance for prisoners who are sent to gaol either on remand or for punishment? It may hapjien that a man who has been remanded is perfec.tly innocent of the offence charged against him. swid yet he has to bear the ignominy of bailiff marched through the street* handcuffed in front, may be. of his friends and neighbours. This is certainly a case for reform.
SHIRE HORSE SHOW.
SHIRE HORSE SHOW. LORD TREDEGAR TO BE THE NEW PRESIDENT. The Shire Horse Show wai opened at the Agri- ciihLU^al-hall, Isling-ton. London, on IHiesday. Neither the quantity nor the quality of the stock was G.'J:te up to the hiph-water fnark of qjtyit pieviovis gatherings. For instance, in 18.:1.) there \-er-j 646 eilt-ries. whereas tliis year there a, e 489. which, however, showed an inorea-se of four- teen upon last year. The first day is always devoted to the judging of c-tallions, and the judges managed to finish tlwir labours in the principal classes, but not before nightfall. To look for a South Walian in the hall was like the proverbial limit after the nenxlle in the bundle of hay, but Lord Llangattock wa.; present, and late in the afternoon Lord Tredegar came in. He i.s the president-elect of the Shire Horse Society, and will be elected 'to this position to- morrow (Thursday) at the annual general meet- ing. South Wales is very sparsely represented in the catalogue, and without Lord Llangattock. who has sent two or three fillies, i't would be difficult to find a single entry. North Wales is nearly a", badly off, though Colonel H. Matt, f of Lla-nfairfechan. i-t credited with half a dozen. I The stallions above ten years old brouarh't several veterans into the ring. "Vulcan." a past cham- pion. ix-vonging to the Earl of Rl lea mere, and which, wa-s hired for one season in North Vi ales at a cost of a thousand guineas, secured first prize. The Earl of Ellesmere was also first in the succeeding class for stallions over four and under ten years as well a." for the four-year-old class. "Rokeby Harold." the property of Lord Belper, which secured the championship :us a yearling, was again first in the three-year-old class. The other principal prize 'takers were Met-srs. Bajrs. Forshaw, and Arkwright. -?-

One may hope. indeed, that this is now to be ieK,irded as an annual event, and Cardiff is favourfcd as very few other provincial towns ate in thus being put on the list of p»:!ee? to he visited during the winter tour of *hc great v.'iinist. The pianist on the occasion v ill be the accomplished executant Miss Varies Zim- niermann. who will join Dr..Toachi'n JP works by Brahms and Mozart. An obituary notice was posted on the western d"r>r of St. John's Church, Cardiff, on Tuasdav morning announcing the death of the Rev. J. T. Cyril Stacey, M.A. Later inquiries elicited the information that he had died on Monday right at his residence. Southam de la Bere. near Cheltenham. Old Cardiitians will remember the deceased gentleman borne I 40 vears ago as curate of St. John's, aoting under his father, the Rev. Frank Stacey, who then had sole charge of the united parishes of St. John and Sit. Mary. The Rev. Frank Sitacey. a,fter 28 years' ministry, was followed by the Von. Archdeacon How 11. in 1364. while eleven years later the Rev. Canon Thompson. D.D., the present vicar of St. John's, came to Card ill. Mr. Cyril Stacey was educated at Merton College, Oxford, where he took his degree. He was ordained in 1851. and for nine years, as we have sand, carried out the duties of curate of St, John's. When Mr. Edward Priest Richards, formerly town-c-L-rk of Caidiff. died, his property was left to be divided between Mr. Cyril Stacey and his brother. Mr. Francis E. Staoey. The latter gentleman, better known as Mr. Frank Staccv, was high-sheriff of Glamorgan for the year 1S73. uaid for some time he 5; tutor to the present Marquess of Bute. He re.- ided at I,landough Castle, near Cow bridge, where he died four or five years ago. From the time of the decease of Mr. Priest Richards, the Rev. Cynl Stacev seemn to have retired from the ministry, and. leaving Cardiff, to have dwelt m several districts of Herefordshire, and latterly settled down in Cheltenham. Gloucestershire, where he enjoyed the pleasures of a country gentleman's life. He took a great interest in all English sports, and. with his brother, was. 30 years ago, re- nowned as a cricketer throughout South Wales. It is said that he was once regarded as the best wicket-keeper in Great Britain, and certain it is that for many years lie played with the I Glamorgan County team, of which organisation be was one of the mainstays. His brother and himself were owners of <"onsiderable property in the Canton and Roath districts of Cardiff, including the old hospital in Crockherbtown. the site of ihe present hospital buildings. Mr. Cyril stacey has, howevtr. probably not visited the estates in question for tuentv years. --?_?-

nnBaaaannHHnLaBcanaMMMMBi GOVERNMENT IX HANGER. MINISTERS ARE STILL GRABBING AT TtME. i The Press Association k-arris that the motion which the Chancellor of the Exchequer is to move on Thursday wiD projxise that the Government appropriate the whole time of the House on Tuesdays, and also at morn- ing sittings on Fridays, leaving Wednesday's and the evening sitting on Fridays in posses- sion of private members. It is understood this motion will be resisted by the Opposi- tion, and that the Government will treat the motion as a question of confidence. There are rumours that several Radical members will vote against the motion as a protest in favour of certain Bills in which they art especially interested and wh'cli are not in- cluded in the Ministerial programme. One of these measures is the Miner?1 Eight Hours Bill, for which it is understood the Chancellor of the Exchequer finds himself unable at pre- sent to prom'se special facilities. Mr. Pickard, who is closely identified with this Bill, states that he will not join any cave on the subject.. and has already intimated to the eeutive of the Miners' Federation that lie doeis not intend to give any vote which he regards; as likely to endtager the existence of the Government. -?-?-

Extraordinary Invention
Extraordinary Invention A GVX WITH MAGNETIC PRO- PERTIES. Will Drive Ships off Their Course and Draw the Very Guns from the Enemy's Hands. A Yankee contemporary tells of quite an extr»- crdmary invention by a prominent ofticer of the Engineer Corps of the United Stated Army. For this gun magnet terrible prosier-, ties are claimed, which cause an iii^oluntary shudder at the scenes of dreadful possibiliti«r- opened up. The gun has magnetic properties; which it is asserted will draw tlie > ery r«fle«* out of the hands of all attacking party vvh^ many yards distant. and the magnet, ;t it; al^oi alleged, will damatfe the comjwtisis of a fleet: of shit* attacking six mile.: disrajnt any knO in which it may IK- located. It is hardly nei>e»- sarv* to remind our rea<lers that the claimed for the new gun are truly American* and here is the plain, unadulterated stoiy ai some scribe who writeK. doubrlen« beliwirig that the "Stars and Stripe" can. with the aid of thin new invention. deh:uitly hid ail-comer* ti "ccMne o:)" :—"A recwit disjiotch to t-he Ne» York 'limes' from WiJtpt's Point. The giuv hf.ccever, is the most powei-ful elee.tr i-magnet irr the world, excepting those of nature's own- c i nstruct ion at th*- imaginary points of the earth. known af' the majmet ixil< The big magnet is the Invention of Colonel W. R. King, commander of thal Engineer Corps of the United States 'my, stationed there, and some very intereei-my ex, periments have been mack- with jt. When* Colonel King conceived the idea of buildmgf an iinmertoe electro-magnet, lie had 110 though* of its possibilities. There entered Into the* construction of the first magnet two hugts guns, some pieces of iron. and a good many miltis of heavy insulated telegraph wire. T%^ guns stood on carriages on top of the foru The pieces of iron were, faseued across th^ b-eeches of the cannon, and w ere heicl m piaae: by chains forming a horse shoe. The teh»-. gTalth wire was wound around the muzzle eiwe of the guns, making two immense sp»x>ls. T'lw current of electricity was tiipplied by dynamo, and the first time thf- magnet vt-a& charged it developed marvellous power. The work undertaken simply as au experiment soon became a matter of great important-e. The magnet had not been long in existence when it wae discovered that it would derangw- a vessel's compass at a distance of six nliiw from the fort. The discovery suggested tha* if in time of war an enemy's hii- attempted to pas? the fort under cover of darkness, or during tiie prevalence of a heavy fog. when tba pilots would have to depend soleAy ujjon tito ship's conifiass. the commanders of tiie warships would probably imii tibeir veiisels -A-h^re J1tW" W iMet s Point, where t& could be blown up w ;ih ioj-j»edoeti. or destroyed by guns of the forty. Many experiments have beeu made from time to time in testing the power of 161le big magnet. One of the most interesting ever attempted was- made under the pE"fMmaJ stiper-\rision of Colonel King. Anum her of pkoe„ of radroad iron were placed near th% muzzles of tlie guns and tlie cumnit of eieo trieity turned cn. Immediately the rails fteur to the magnet, and were held a* fast as if they liad li*n w elded to it* inimen-e -ore. Colonel King ft hen had one end of a large oliam fa*, tened around the pieces of iron to ascertai*- tlie amount of lower necessary to pull thei9 away from tht- macnet.. The other end of the chain was attached to a capstan, that was held firmly in place by long stakes driven into ground. When everything was in readme* tot the test tJk capstan bars were manned by eight stalwart engineers, and they endt-aiou-rod to pull the railroad iron awa-y from tlie miog- neti.-ed guns. After r-train nig for some turn*, the stakes holding the I'apstan ill place ¡.r.\ \'8 way. and it toppled over. The ra.ilroad rroa had not even moved oil the face of the magnet The dynamometer which had been attached to indicate the amount of strain the magne* would stand, showed t.ha.t it liad resisted 22.5001b. It was found impossible to disturb the pieces of railroad iron until the eiect-rieity had been shut off. Some time ago Colonel King cause-d to be made the one-gun magnet* Ten Veen miles of lialf-inch insulated telegraph cable were used in making the coil on the gun. Tests with this magnet showed that it po^ sensed almost as much power as the lirst ana, i\liere two guns were used for the core. A' number of exhibitions of the working of this electro-magnet were given before the members of the American Society for- the Advancement of Science. One of the- exhibitions attracted a great deal of attention, as it best illustrated the power the magnet possessed. The test consisted of four cannon, bolls being suspended from the muzzle of tlwa gun. The Ixills weighed, on an average. +301L. each. The tir;-1 one wa.s placetl under tin n,u>le of the gun, and, notwithstanding the ,-inallness of the point of contact, made so by the shape (.f the suspended object, the ball wag held very tirUtIy. A second cannon bail WM placed under the first one then a third was put under- the second. aJid whell the iotntl* ball was held up Iw the inaguoc:c at-tracikni exciamations of surprise cajne from tlie SJ>«N- la-tors. The -maline*- of tt. central noii^v of liewr.nt, of < aeh cannon ball, and the -rigid, maj.ner in wiiiiii the four iron sjjieres were h eld- up. was considered to 1-w the best exlubkioii. of the magnet s power. During the reaewt scries of cxjierini'-iits, an iron tray, heaped up with old horseshoes, big iron spikes, nuts. bolts, and ^ther articles made of iron, was giveu to a soiclier. and he was directed to hold the tray in front of him. and walk towards the magnet. When the tidier arrived at the point, nf about fifteen f-vt from the gun. thp. content* of the tray de.paj-ted with a rush, and' lodged on "and about the muzzle of the big guu,. The soldier ha.i ail he .could do to keep the trajf from following the scrap iron. This test hajf staggered the possibilities of big elcctro-mapnev lieing us.ij to defend forts ;uid earthwork- fro« hind attack. A row of them of sufficie* pcv. er would craw the tuuiler anus out -4 tf hands of t h', infiuiUy while tlx advancij" (-)lumn was stiil some disumit from the p18. of attack, leading the soldiers at the meroy fill, the garrison of the fort." -? .?.
