f Notes from London, ALL THE GOSSIP OF TOWN AND CLUBS. The Peer Question — Mr. Chamberlain. Speaks-Sir William Harcourt's Reply. A t-liin attendance at question time swelled into a crowded House by the time the peerage privilege case came on. As before, Earl Selborne occupied a seat beyond the bar on the Ministerial side. The discussion began Wl1.h ,hopeful quietude, but it was a deceptive calm It was the prelude to a prolonged and discur- sive debate, winch resolved itself into a duel between the two redoubtable antagonists, Mr. Chamberlain and Sir William Harcourt. It was all plain sailing at first. The Chancellor, in his most conciliatory manner, moved the appointment of a small Select Committer. Mr. Courtney withdrew an amendment tint- vouM have made the reference to the Coleru^e Com- mittee, and Mr. Balfour smilingly assented, for was not the motion a courteous carrying out of his own suggestions to the Chancellor? MR. CHAMBERLAIN SPEAKS. With the uprising of Mr. Chamberlain a, change came over the spirit of the scene. Mr. Balfour, for once a peacemaker, had expressed the hope that Mr. Chamberlain's amendment, adding the Carmichael case to the consideration of the Committee, would be accepted. This offered a way of esca.pe if Mr. Chamberlain had fallen in witii the obvious intention of the suggest!")! fit, -liould go to the Committee, -li-. Chainl«j.l.«iu's speech, how- ever, rejected concession and decried con- ciliation. He opened up the whole question of the right of peers to sit in the Commons, and he made that his case. As for the Com- mittee, he openly derided it. A heir-finding Committee, he scornfully called it. like the Witch-finding Committees of the Middle Ages. Then the inimitable Sarcast talked about members who were suspected of being peers, and as to the case of Sir James Carmichael, the member for the St. Rollox Division of Glasgow, who is reputed to be the heir to a dormant Scotch peerage, but wisely prefers to sit in the Commons rather than risk the point. There was a happy instance of Mr. Cham- berlain's cautiousness when he made the exqui- site qualification anent Sir James, "My case is not that he is a peer, but that he may be a peer." Laughter and cheers had hitherto accompanied his oratorical progress, but when he went on to pronounce it a. hardship that a man should be compelled to take up a peerage which he had done nothing to deserve to obtain there was a loud and thrilling roar of derision from the Ministerial benches, and from the Irish in particular. Mr. Chamberlain saw his mistake, and tried to remedy it. but the enemr would not allow him. After Mr. Chamberlain's speech the Speaker had an entertaining little joke on his own account. It was when he rose and solemnly called on the member for the St. Rollox Division to with- draw. The joke lay in the fact that the hon. member is abroad, and, members recollecting this, laughed heartily again and arrain, for it is as much the fashion to enjoy a joke from the Chair as from the Bench. SIR WILLIAM'S REPLY. The Chancellor's reply to Mr. Chambe'lain was a ripple of ioke tempered by quotation. I can only stay to say that it quoted Mr Chamberlain against himself and that it gaily trifled with familiar phraseology. Thus, againist Mr. Chamberlain there was the revival of a famous reference to oeers who toil not, neither do they spin. On the other hand, none lautrhed more heartilv than Mr. Balfour at an allusion to philosophic doubts. Mr. Atherlev Jones, who onlv spewks ou these extraordinary occasions; Mr. Haldane, who posed as a learned ump!re. and t'he two young neers-expectant;, Mr. Cnrzon and Mr. ft. John Brodriclv. each had their say. The sensa- tion of the debate and the most popular speech, judging from the rousine cheers it trained, was that of Sir Michael Hicks-Beach. It swept across the Hmisp like a beiltbful breeze of common^ense. Sir Michael did not, mince matters. He argued that the whole thinor was a farce, and lie had never heard of a more prenosterous claim than that of Mr. Cnrzon. Mr. Labouchf-e took the oppor- tunity of pouring oil on the troubled waters by flatly describing Mr. Chamberlain's speech as non^en^e. to the intense amusement of everyone, Mr. Chamberlain included. H1y¡nz described the proceedings as an absurdity. Mr. Labouchpre did his best to make them so by letting off a. series of jokes of his own con- coction. some rather broader than would have been tolerated from anv other than this "chartered libertine of debate." "Finf llv. an amendments were withdra.wn. and there was a division, in which the mntmn for a Committee was passed bv 330 to 143. MR. BALFOUR'S TRTTTMPH. The one agreeable feature of the Selborne debate has been the triumph of Mr. Balfour. Everything has been done in accordance with his ordering. He has. without perceivable exertion, exercised a commanding influence over the House. Liberal Unionists have withdrawn their amendments at the shake of his head, and the Chancellor at his nod has altered a.nd amended his motion. The majority of 197 in the one division that was taken was for Mr. Balfour. The motion that was carried was not the motion originally proposed by the Chancellor last night, but was the amended motion which, in deference to Mr. Balfour's opinion, the Chancellor sub- mitted. MIXED VOTING. The members who trooped into each lobby formed a conglomerate mass. Particularly wa-s the mixing of strange bedfellows notice- able in the minority. Mr. Curzon and Mr. St. John Brodrick had voted in the majority because they thought that half a loaf was- better than no bread, or a small Committee was better than no inquiry. Mr. Chamber- lain and his friends, on the other hand, voted in the minority, apparently on the ground that if thev could not have their own way they would not have anyone else's way. Pamellite and Anti-Paraellite, Tory and Radical, were all huddled into one, lobby. Perhaps four-fifths of the minority voted against the Committee becau-se they regarded the whole proceedings as absurd: the 0 other fifth voted against the Committee because they could not induce the House to seriously entertain their proposals. ..?-?- ?-

ANOTHER TORY TRIUMPH. WALWORTH HAS GONE AGAINST THE GOVERNMENT. Walworth has g-one against the Government. In 1885 and 1892 it gave slim majorities to the Conservatives, but at the last election the seat was captured for the Radicals by the late Mr. W. Saunders. On Tuesday the result was as follows:— Mr. Bailey (C.) 2,776 Colouel Reade (L.) 2,103 Mr. I insbury (Socialist! 347 Conservative Majority 673 An examination of the figures must have a discomforting effect on the Government. They are denied the satisfaction of the retort that the Socialist candidate helped the Tory candi- date, for the latter had a majority of 326 over Mr. JAMES BAILEY. I the combined Radical and Socialist forces. And even the combined poll of these two candidates is somewhat less than the solid Radical poll at the last election. Our London correspondent, telegraphing on Tuesday night., sa,ys —The great Tory victory at Walworth was discounted here an hour before the figures reached the House. Captain Norton, the member for the twin division of Newington, came down to the House with the information that the seat was lost to the Govern- ment- He was hurried into the lobby with Sir William Harcourt and Mr. Causton, one of the Whips. The three retired to the Whip room, and presently Mr. John Morley was fetched to join them. Meanwhile the lobby was crowded with members waiting for the official result. The majority of 570 was first given in the lobby while a division was going on, and produced a roar of cheering, which was renewed a^'ain and again in the House later on. The Tories are exultant, and the Ministerialists were utterly crushed, and have taken to rumour the downfall of the Government. REJOICINGS AT WALWORTH. A dense crowd assembled outside Walworth Vestry-hall on Tuesday night to hear the decla- ration of the poll, which took place at 10.30. Owing to the fact that the press were vigorously excluded from the counting' there was some con- fusion as to the exact result, but the figures as sent out by the Press Association were the official return. When it was known that the Conservative had been returned great excite- ment prevailed, and, owing to the continued cheers by Mr. Bailey's supporters and groans by a large number of Socialists, speaking from the steps of the hall was impossible. At the Conservative clubs rockets were sent up and red fire burned.

A CORD ROUND THE NECK. MAN'S BODY FOTJND IN A POND AT DOWLAIS. Considerable sensation prevailed in Dowlais on Monday night by a report that in the big pond at Dowiais Top, in which just a year ago the unfortunate Kate Conway drowned her- self, the body of :L man had been found under circumstances even more remarkable than those which attended the discovery of the body of the young lady named. It appears that about t-liree o'clock in the afternoon a boy named James Lewis, living in Gibson's-row, IVnydarreii, was with his dog on the verge of the pond, when he observed a man's head above the water. At first he thought that some drunken man, oppressed by the heat of the day, had taken a bath in the pond, but he was soon convinced that the head was that of a dead man. It being the day of the fair on Twyn-y-Waun large numbers of people were about, and, the boy having given the alarm, the bodv was taken out of the water and carried on a stretcher to the coach-house at the back of the Clarence Hotel. The body was that of a working man, about 50 years of age, with a stubbly beard, and what adds an element of mystery to the case is that when taken out of the water it was found that one of the man's arms and legs were securely fastened by a cord, which also passed round his neck. This would seem to point to a case of most determined suicide. During the night large numbers of persons visited the Clarence Hotel coach-house, but none of them could recognise the man, who seems to be a perfect stranger. In his pockets the police found the sum of 2s. Id.. but there were no letters or anything else that would give a olue to the man's identity.

FORTY POUNDS STOLEN. ARREST OF A SCHOLAR AT THE HIGHER GRADE SCHOOL. A week ago r. bag containing bank notes and gold, amounting altogether to about j340, mysteriously disappeared during the diiwer hour from the desk of t.he headmaster at the Higher Grade School, Cardiff. Information was at once given to the police, a.nd three of the missing notes were found a couple of days hiter in -i, lane at the rear of the Roath-rfad Wesleyan Chapel. The case was entrusted to Inspector Scott and Detective Davey, and, as a result of their inquiries, a lad named Albert Jenkins, agc-d thirteen, whwe parents reside at Roath, was arrested on Tuesday morning. The lad. who. it appears, had been only re- cently admitted into the school, on being in- terrogated, acknowledged stealing the monev, and, acting on a statement made by him, the constables emptied :t, gutter tra.p of its con- tcr-ts near the residence of Mr. Archibald Hcod, where they found several pounds. They afterward* went to a spot indicated by the lad in the Howaird-gardens, and recovered about fifteen Fovereijrnis. Altogether about £ 33 16s. of the missing money has been re- covered, and it is assumed that the lad spent the ret.winder. He will lie brought up at Cardiff Police-court this (Wpdnesday) morn- hie. and will be charged with (itea'ing about £ 40 from a bag at the higher grade schoolroom on the 7th inst. -?.

Thirteen Seamen Saved, WERE THE CREW OF THE SHIP MARIE. She Sailed on April 13th, There Were 13fc Letters In the Captain's Name, and Ill-luck Attended Her. Captain Anders Heansen. a salt-stained. hard# Norseman with a cynical eye, entered New York last week with twelve other seamen out of the Norwegian barque Marie, which was wrecked, one sea dog says, by the skipper'. ill-advised trifliup: with uncanny dates and numbers. It will be observed that the full complement of the Marie's orew was tliirfeeea men all told. In addition to this them wera thirteen letters in her captain's name. Shd sailed from Liverpool for Cane Breton on the 131*11 day of April. and on April 26, which waa a Friday, she was abandoned at sea. From the beginning this fatal trip of the fat-sided barque was unfortunate. She had hardly passed out of the Mersey when a round sale cracked out of :the eastward, kiokine up a sea, that tore across the diecks of the salt-laden barque ini cataracts. Before long the trale wore round to west, south-west, stirring up a chop sea, in which the Marie bounced about like a bumboai in a 'tideway. Eventually, there came a lull, but before the wind had died away another gale, one of fierce squalls and tremendous seas, blew from out of the sout'n-wet-t. In this confu- sion of winds and sca/s the Marie, laden deep with a heavy cai'so, pouudered and pitched and staggered across the Atlantic like a thing in distress. Tall green seas chasing- each other across the ocean raoed up against her bluff bows, and then, with roars like the broadside of a battleship, broke inboard across her decks. Time and again the crew had to scamper away for their lives. On April 22 ithe .ale began wearing around to the north-ea^t-, and. a.s the willd wheeled about the compass, the seas roee to ugly heights. In the wa-isn of the ship the decks were awa^h continually, and time and time again the seas seemed to bury her fore and aft in a Binother of foam. In this way it went from bad to worse until, along in the day, when she wafli labouring heavily, a plank started in the bilge, letting a cataract pour into her hold. When the pumps were first von-indc-d 6ft. of water was in the hold, and the leak was gaining rapidly^ Thtm, watch and watch, the thirteen men turned to in a hopeless way to save the barque from foundering. Signals of distress were set: aloft, and one man was told off to keep an eya open for a. sail. For two days the men kepti the pumps clanking, and watched the deserte4 ocean for help. On the afternoon of April 24 a big four-masted steamship, with a cream.* coloured funnel and black top, was sighted. bound west. The thirteen men made frantifi^ signals for ihelp, but the steamship paid no attention, and passed on apparently in silent disdain. For 24 hours they saw nothing; then, on the night of April 25, the lights of anothetf steamer hove in sight. Rocket after rooked was shot aloft, a flare was burned, but thig vessel, like the other, parsed on without heed- ing them. "Oh and she gave that peculiar little; shrug and half-scream of hers, "I feel awfully 1 good over the affair." ( The pressman suggested that the ivoff y :ma; tiresome journey had not affected her acting to any appreciable extent, in fact, if j the other way about. "Oh!" she replied, with a merry t#4nlc!e In her eye, "it's the excitement that's keeping ma up. ,see ?" After leaving Miss Palmer, who wts called,' on the stage, the reporter heard a little inci- dent that illustrates the lady's jovfillness at; the result of the case. She felt so grateful to' the petitioner's solicitor that at the conclusion of the proceedings she fervently caught bold of his hands and ^'Statically thanked liiffi. Tha solicitor seemed much embarrassed over the affair, but Miss Palmer wais too pleased to be denied, and said, "Though you didn't knoar it, you have been a good friend to lue."
