POSTAL FACILITIES. I TWENTY-EIGHT ADDITIONAL MEN FOR CARDIFF. Forty years ago Cardiff was so small and insignificant a place that a staff of four post- men was sufficient to deliver the whole of its postal oorres-ponlence. But the town has smce increased to such an extsnt—both in size and population—that the postmen up to recently (exclusive of the rura. staff) totalled 150. and now, to keep pace with the always accumulating pressure of business. Air. Fardo (the postmaster of Cardiff) has been authorised by the Postmaster-General to employ 28 more postmen, making a total of 180. This, it is needless to say, will accelerate the delivery of letters—particularly in the outskirts of the town—to which, miles of new streets have bean, and are being, added. Cardiff has for some -time been served fvoir four cer-tres or district offices. Carts run between the head office and the other centres, thereby saving tlie time that would have to be spent by the overworked postmen in walking the distance. The local authorities are doing their very best to keep paoe with the phenomenal growth of the town and population. and Mr. Fardo and ¡ the staff under him are to be congratulated upon the prompt delivery of the letters and parcels that pas.s through the post-office. The town sub-post-office at Wells-street, Cardiff, ha s been re-opened. Money order, postal order, savings' bank, and parcel-post bus-mess may now be transacted there between the hours of eight a.m. and eight p.m.

The doctor had been in ill- health for several weeks, suffering from cancer of the stomach. He went to his office shortly after late dinner that day- and after taking » sleep of a couple of hours, lie walked into the back room, leaned his head on his left arm, which was resting on the hydrant valve. and plunged the blade of the instrument intj the right side of his neck, severing: an artery. He then calmly awaited death, and soon sank un- conscious to the floor. The office boy, who was in an adjoining room, heard him fail, and. throwing open the dcor, he beheld the iiorrdxw sight. The doctor still clutched the weapon m his right hand. and the foor and eink were cot ered with blood. Four physicians were sum- moned, but- despite iheir efforts, the doctor died two hours after the tragedy. Frank Ponded recently explained to the committee of the Tin-plate Mastsrs' Association the advantages of tin-packing over wood and lead packing, and that the commit-tee undertook to consider the matter and report thereon to the annual meeting of the association. The meeting has, however, been held without the matter having been mentioned. Tlie "Iron- monger, the accredited organ of the metal trades, refers in the eurrent issue to this state of things, a.nd says:—"We had hoped to have been enabled to publish to-day some comments of criticisms by the tin-plate manu- facturers of South Wales upon the proposal set forth in our last issue for making tea- chests from tin-plates instead of wood. t p to the time of this writing, however, no such communications have reached us; consequently, we can only conclude that tha tin-plate manufacturers are so perfectly satisfied with their present position and their near prospects that they can afford to look with disdain upon any suc?estion for in- creasing their trade. For quite a score of years past we have been trying to induce the Welsh makers to set their house in order and proceed on the lines necessary to enable them to retain the trade, but they have never ap- peared to appreciate their real position. There are a few bright exceptions to the general rule. luckily, and these a.re always busy, whether tlie trade, as a whole, is or is not active, and we are not without the hope that these makers will make the most of the great possibilities of the tea trade. If the venture proved successful, tin-plf.te makers might then view the prospective :08S of the Ameri- can market with equanimity. If they don t try tlie plan, they may wake up some fine mornine and find that smarter Americans have cut the ground from under their feet."

AN INJUSTICE TO IRELAND. THE DEPORTATION OF CARDIFF PAUPERS. A couple of days ago we published a protest made by the Skibbereen Board of Guardians against the deportation to Ireland of paupers from England. Scotland, and Wales. Tlie case arose in reference to a man n <ened Andrew O'Neill, who .has spent the best part of his time in Wales, but, not having gained a settle- ment here, was sent to Skibbereen, his native place, by the Cardiff guardians. Inquiries which we have made show that in tins res-pect Ireland has a genuine grievance, and one winch in common justice ought to be removed as quickly as possible. According to the Poor- law Act of 1876. an Irish pauper who has not gained & settlement in iingiaud, Scotland, j cr Wales by three years' continual residence in the same union without being in receipt of relief is sent to his native parish in Ireland, and if perchance, as sometimes liapijK*s, he dœs not know wliere he was born, he can be stnt to the nearest port, which in the catse of Cardiff is Waterford. This would be all right if Irish beards cf guardians had similar powers of dealing with English. Welsh, aaid Scotch paupers, but such is not the case. If a person belonging to any one of these nationalities becomes chargeable w the rates Ireland he must be maintained there. It must be admitted that here is an in- justice, and one which the Skubberee-n guardians are perfectly right in protesting against. It will readily be conceived that a considerable number of Irishmen who spend the best part of tbeir lives in Great Bnta Z move from place to place so frequently th,t they fail to gain a settlement in any Union. Especially is this the case in regard to saviors who when t-hey pa.-s 50 or 55 '.ears of sge find a great difficulty in securing berths, and con- sequently seek relief. We are nforme-d by an official of the Cardiff Board of Guardians ihat during the last four cr five months about a score of Irish paupers have been sent across St. George's Channel to be maintained by the unions of which they are natives. England and Wales get the advantage of the labour of those men, aid Ireland is compelled by the exi*t:nsr law to support them when they become unfit for work. -?,.? ??.n

On Thursday morning the men engaged on the dredger outside the Liar ■- lly Harbour Ligfehouf e discovered the body off a man float- ing in the water. The corpse was conveyed ashore, and in the afternoon Air. Henry W. Spowa-rt (deputy-oDroaer) held an inquest on the unknown.—Dr. D. J. Williams said he had examined the body, which was that of a man about 5ft. lOin. or 5ft. llin. high, and from 35 to 40 years of age. Death must have t-aken place a month or six weeks ago. and. as far as he oould see, there were no ante-mortem marks of violence. Judging from the d-eoeased's dress—a rough flannel vest, oilskin overalls, and the absence of boots—he thought the de- ceased was a sailor. The buttons on the clothing bore the names o-f two clothiers in Waterford. ar.d in one of the trousers pockets was a rosary. On the right wrist was a tattoo mark in the shape of a lozenge. There appeared to hav- been an sbf-cess under one of the lew-r teeth which had eaten through the bone and made a mark on the chin. There was no other mark of id ntincation.—The jn-rv returned a verdict of "Found drowned, and added a rider calling the attention of the harbour commissioners to the need of a mor- tuary.—It is generally believed that the de- composed bcdy is that of one of the victims of the recent disaster off the Mumbles, when seven man belonging to the brigantiue Zoe, a Waterford boat, were drowned.
