Vach'.ll and Co., solicitors, Cardiff, on bwwIf of the liquidator, Mr. Dovey, a receiving order in bankruptcy was made against Mr. Henry Ellis Collins, the late general manager of the National liank of Wales- We understand that proceedings against Mr. Collins had been de- layed pending the dijix>.«al of certain col- lieries in the Forest of 1) an. About J670,000 hid been invested in these coliicries. and i: ic I was claimed that they would probably sell for even a larger sum than that. The result of the arbitration with regard to the Forest of Dean collieries, however, was ihait their value was placed at a comparatively small sum. After the award wa.s madie in the arbitration, proceedings were resumed against, Mr. Collins, with the result that a receiving order has now been nxid^ Mr. Collins is at present residing at Abeiinellte in Breconshire, having re- moved from Clearwell Court, in 'the Forest of I Dean, which is in the hands of his mortgagees. Among the pictures is a large oil point- ing by E. Foster, a head attributed to Rem- brandt, and three or four engravings by Bartolozzi. There are several other medallions, seme choice art metal work, and a sculptured group in green marble of Hercules struggling with a centaur. The report of the inquiry by the Board of Trade inspector, Lieu tenant-colonel Add-on, into the circumstances attending the collision on Octooer 5 between a pastenger train and a goods train at Park JuncLon, Newport, on the Great Western Railway, when considerable damage was done to rolling stock, was issued on Monday. The inspector finds that the col- lision was due to a arave blunder made bv Signal man Prout. who was stationed at the Park Junction Cabin, who gave "line clear" .n to the cabin in rear at Gaer Junction whilf-t lie had an empty coal train standing on t.he line at the home signal close to his cabin. The report continues: —"The block system ad- mittedly does not entirely eliminate, mistakes due to human fallibility, but such an occurrence a»s this is very rare. By the adoption of one of several automatic arrangement* now in partial use on many railways, the block instru- e r ments can be so controlled as to make it im- possible for a signalman to give 'liD" clear' whilst the section is occupied by a train, and it is deserving of serious consideration whether it would not be expedient to protect Park Junc- tion in this manner. One of the most notioeable features of Herr Rosenthal's performance is the evident reserve he places upon himself. There is nothing of the abandon a.bout the player's demeanour. Liszt's Fantasie ("La Muette de Portici"), he- was re-called four times, the audience declin- ing to leave until he had satisfied them with one of Schubert's delicious moments musicaux. Though the visit of Herr Rosenthal was rot properly appreciated, the thanks of the music- loving public of Cardiff are due M Mr. W. A. Morgan, the enterprising entrepreneur, who made the arrangements. Our Lady Correspondent writes;—We would much hke to know what constitutes in the minds of Cardifiians a dress concert. We vainly imagined a recital by such a brilliant and celebrated pianist as Herr Rosenthal would attract a crowd, a.nd that the occasion and the price of such a high-class concert would, bien entendu, be unquestionably even- inrr dress. Alas I the hall was scarcely half- full. The balcony had a wretched sprinkling in the first row and a few in the second and third rows behind a-t one end—scarcely 100. all told—and they presented the normal aspect of a Cardiff concert. Mrs. A. came in hat and jacket, Mrs. B.. next her. in opera cloak aid evening dress, and of the two Mrs. A. had it. Here was a man in all the glory of white choker, and next him an enthusiast in tweed. Downstairs the area, was a little better filled, and equallv mixed as to costume. We confess to some amount of bewilderment. However, those who were there had a great treat.

On Friday last, at Hereford, a tall, young g-irl, with raven-black hair, was seen by a butchers boy to stand in St. John-street and drink something out of a small bottle. Having swallowed the contents, she threw the bottle against the wall, and trampled on the frag- ments. She then walked along until near Harley-court, in East-street, and there fell down. Mr. bitfield, surgeon, was sum- moned. when it was fcund to be a ease of poisoning, and lie at once administered an emetic. The butcher boy went back to the spot where the bottle was thrown down. and, pick- ing up the label, discovered that it was worded Aceric acid. The young woman was cou- "evw to the General Infirmary in a state of collanse. She gave her name and address there -1, Clara Jones, Berrmgtcn-street, seventeen years of age. On her admittance she A, as given another emetic, and she became eery sick. The blood which ..11P lost showed that she had taken a quantity of the poison. In response to one or two questions, the said Fh-2 had purchased the poison for a penny. The girl died, afier lingering several hours in great agony. Cases, of acetic poisoning are somewhat rare, and Dersons under its influence suffer extreme a.gor-v. MINERS' PERMANENT FUND. "MABON" DENOUNCES THE MANAGEMENT. At Monday's meeting of the Cambrian Miners' Association, at Ton, a resolution was read from the colliery workmen of Ferndale as to the advisability of amending the code of rules aiid regulations of the Permanent Provi- dent Society in such a manner as to afford an adequate representation of workmen on the board of management in proportion of 8ubsørip- tions of masters and men. or something like 75 per cent. of the workmen and 25 per cent, of the employees. It was explained that this resolution had been submitted before the board I of management, and. upon the suggestion of Mr. Louis Tylor, deferred until the next, annual meeting.—Several of the delegate# vigorously d-eiiounced The management of the society, and the unfair treatment which they alleged was meted out to workmen.—"Mabon" observed that for years past the association had'thought it would not bs advisable to interfere n; ca-ses between members of the association and the Permanent Fund'- but from time to time oases which had been laid before them appeared to have been so unju-tly dealt- with by various officials of the fund that they could not pos- sibly withhold their support. Since they had taken the last three cases in hand people were continually writing asking them to take their cases in hand, as the permanent fund would not give them any consideration whatever beyond what appeared to be to the official mind strictly within the rules. ("Shame.") There did not appear to lie any sympathy shown by the officials to the workmen. Con- cluding. "Mabon" said he wanted to see the fund improved in two ways. First of all, he wanted to see the governing power in the hands of those parties commensurate with what they contributed towards it. and. secondly, he wanted it relieved of that great upas tree which it had in connection with the law that men should contract themselves out of their legal rights when they became members of the society. (Applause.) Until those two refoijns were arvomplished. he was afraid that they would have to fight and fijrht for justice., and if they could not sret a powerful association to do so. then it must be done bv the Cambrian Miners' Association, whose rules would be so amended to give it pmrer to protect its mem- bers. (Applause.)—It was decided that the meetings in future, commencing in the New Year. 'be held at Pontypridd.

He deprecated most strongly hiring nouses in the town. Furthermore, he was strongly of opinion that the guardians should lose no time in building another cottage at k:L-t at Cockett, and that the receiving wards for children should lie there, and not at the workhouse." In view of that letter, the Chair- man suggested that the committee re-cousider the matter. His own view of the business would be to extend the Cot'-age Homes, and, by removing the whole of the -hildren there that were now in the house, a considerable Kning- in room would be efi'ecteci (Hear. heaT.) Thomas Hackc-tt. waiter at the DuouesiM# e' Club, Pittsburg, committed suicide by taking a dose of chloral. It is claimed he was driven to his death by a female acquaintance, who was constantly importuning him for money. Hackett was 23 years old. smgie. and lived with his sister, Mrs. P. Boykn. He wen: to Pittsburg from his former home in New York two years ago. and has worked at the Duquesne Club ever since. Ee bore a good reputation, ar.d. according to the accounts of his friend:, was of ver, steady habits. About 7.30 in the evening Hackett left the club- house, where he had been at work ail day. Half an lour later he entered his home and went upntairs to liuis room. Mrs. Boylan heard him. and, wondering why he was itot at work, w ent up to his room. She asked him if lie had been drinking, and he said 110, he wanted to eieep. She noticed he looked very drowsy. A few minutes later she scsnt her little sister up to see if he would have some supper. He sent the child out of the room. Mrs. Boylaj, went to the room again. Hackett demanded to be let alone, adding. "I have taken fourteen ounces of chloral, and I wans to go to cieep. I want to kill injeeif." Mrs. Boylai, at once sent for Dr. C. c. Meredith. He was not in, but two students went to the house and worked with the man. They endeavoured to get Hack&tt on his feet to keep him walk- ing. but he d'-ove them off, declaring he wanted to die and would do so. A lew minutes later D-. Meredith arrived, but Racctt was lying on the floor unconscious and aliuust dead.* He died shortly before nine o'ci >ck While Hac- kett was dying a messenger boy cam* to the 0 door with a letter for him. Mrs. Boylan wanted the message, bra the bO) said lie had orders to deliver it in person, and he would not give it up or say who it Wi;s from. He went away. but returned a little later and again asked for Hackett. A second time he left with- out leaving his letter or giving any information Joseph Crowley, steward of the Duquesne Club. said a woman had been importuning Hackett for monvy. She was contmually Mnding notes to him at the club and getting money from him. He did not know who she was. He knew of no trouble Hackett had un- less it was on account of the woman. Mrs. Boylan said she had heard a woman had been annoying her br-ther, but she did not know who she was. < had no other trouble, got along nicely, did not drink, and never was despondent. She never knew of any love- affair or any reason for the suicide unless it was to get rid of this unknown woman. When Hac- kett s pockets were examined, the only tiling of consequence found was a note, supposed to be irom the unknown woman. At Merthyr Police-court en Monday Ceorg4 Davies. alias Charles Jones, and Willian, M'Mahon were charged with burglariously breaking and entering the shop of Tobias Fine, at Merchant-street. Pontlottyn, and stealing therefrom various watches and rii- -,s.-Isaae Beirnstein, assistant to the prosecutor, who sleeps on the premises, stated that on the morning of the 23rd inst. he heard a crash of glass, and heard some persons running away. He went downstairs and found the window smashed and saw that some of the property was missing, and gave information to the police. He missed eleven watches, 33 wedding rings, 33 keepers, and about nine Kiignet rings. He lidentifii-d the articles a., t I produced as his prqperty.—Frank Wil- liams, assistant to Mr. F. X. Bethesda-street, Merthyr. aid that on Saturday night M'Mahon ple.ii^ed the ring produced at her father's shop.—Julius Prag, pawnbroker, Victoria-street, Merthyr, said that on Saturaay M'Mahon offered him in pledge a lady s Geneva watoh, saying that it belonged to his sister. He took the watoh 111. and advanced 2s. 7d. upon iL stable King said that on Saturday night he was sent for to Mr. Seidles shop. He found the prisoners there, and in codisequeuce of what Mr. Williams said he arrested them. Oa the way to the police-station wit- ness notice a that Davies had something in his hand. When searched, Davies had in his possession 53 wedding rices. 29 gold keepers, five gold gents' ring. one broken wedding ring, one broken keeper, five gold watches, three si'ver watcl* s. and 16s. in money. M'Mahon had upon him a gold watch, two gold keeper*, a puwn ticket relating to rh'e watch-is pledged a.t.
