Mr. Isaac Padfield seconded. Mr. Goo. Collier, sen., said he had no desire to create dissension, but he did expect that people who were appointed to do certain work as representatives of the people would keep their pledges as honestly as they expected the Liberal "voters to keep their pledges on the polling day. (Hear, bear.) He wished to ask had the gentlemen who promised 10. introduce Dr. Richardson's text-book in the schools three years ago kept their pledge. (A Voice: "We don't want it." and slight interruption.) Mr. Lewis Williams (chairman of the Cardiff School Board; said he was not aware that a distinct promise was given illar this text book should bo introduced, but they had a resolution ?oll which they were seeking to give effect to in a T>r2ctica.l way, and it was that temueraoce be taoght on all suitable occasion* to the children of the school. (Hear, hear.) Temperance was being taught fairly and squarely in their schools. (Applause.) Mr. Collier: I would ask Mr. Williams how often is this done—one? in a month or once in two months? (Laughter.) Mr. Liõwis Williams said that it was done on all st.itably oecasions. Mr. Collier sa.id that there were some gentle- ] men on the platform who ga.ve distinct pro- mises at Mount Tabor Schoolroom three years ago that Dr. Richard son's text book should be introduced in the schools. Alderman David J Jones was one, Dr. Wallace was another, ¡.nd the Rev. Alfr, (I Tilly another. (Hear, hear.) If they had .not done what thev promised he was going to vote against them. (Interruption and laughter.) Tf they had not kept their word faithfully with him he would break hir. word for them. (A Voice: "Ar.d vote for the piblicans." and ap- plause and counter-demonstrations.) The children had as much right to know what WaE contained in alcohol as in a beef bteak. (Laughter.) Alderman David Jones denied that he made the promise attributed to him. Mr. Collier, on the f ccasion referred to by him. was very anxious that a text-book should be introduced. Dr. Wallace on that ocm-sion stated that. as far he had read Dr. Richard-son's text-book, it was not scientifically correct, and. therefore, he, could not vote for its use. but they, as candidates, agreed that- if any book was brought forward dft3.1ing with temperance without comer into the scientific bearing of the question they would support it. That was the only promise hp gave. Mr. Collier would not accept this version of the matter. He (Mr. Collier) had not read the tcx*t-book—(laughter)—but, it WM accepted as an authority upon the question of the in- fluence of alcohol on the. human system. Mr. Williams also referred to the loss the board sustaired by the death of Monsienor Williams, who wa-s a thorough educationalist,but it was of ih» utmost importance at- the present crisis that, the citizens' schools should be controlled I bv* the citizens. (Applause.) He was sur- prised to see thar the Archbishop of Canterbury was in favour of school boards being controlled bv se me other power. If school boards went- too fast the people had the power of saying, "Your services are required no longer." But the people were determined that their children should have an education which would enable the-m to compete with German children or any children in the world, and there the I difficulty of voluntary schools came in. If the people allowed the power of the school boards to go out of their hands, they would í get second-rate education for their children. COrRT AT WINDSOR. ROYAL CONGRATULATIONS TO PRINCESS MAUD. The First Lord of The Treasury left London on 'Thursday evening for Windsor on a visit to her Majesty. When Mr. and Mrs. Cham- berlain received the summons on Wednesday aiternoon to proceed to Windsor they were at Canford Manor. Dorset, and it was doubtful whether they would be able to reach Windsor in time for the Royal dinner party. They were, however, able to keep the appointment, and remained at the Castle till Thursday. On Thursday afternoon the Prince of Wales, attended by General Ellis, left Marlborough House, and proceeded to Windsor to join the Princess of Wales and her daughters, who had travelled from Sandrinjham direct. The Queen was in Scotland when she heard of the enga goement of Princess Maud of Wales to her Danish cousin, so that Thursday was the first occasion for a considerable period on which her Majesty had seen her grand-daughter. The Queen had formally expressed, through the medium of the "Court Circular," her cordial approval of and pleasure in the engagement, but the Princess of Wales on Thursday took her daughter to the Castle to receive her Majesty's verbal congratulations. The Prince went down specially to join the Royal party on the occasion, which will be generally regarded as a most auspicious one. The Princess of Wales will leave Windsor to-day (Friday), and go back to Sandringham, but the Prince will return to Marllvorousrh House. His Royal Highness will on Saturday re-join the Princess and their daughters at Sandring- ham. -?-

AFFILIATION CASE. CHARGE AGAINST A HIRWAIN CHAPEL DEACON. At Cefn P^tty-ressions on Thursday (before Mr. D. E. Williams, Mr. J. Mat-thews, and Mr. J. Rogers) Levi Thomas wa-s summoned to allow cause why he should not be adjudged the father of the illegitimate child of Eliza-beth Parry, a single woman. living at Hirwain. Mr. Daninl Evans, solicitor. Brecon, appeared for the complainant Mr. B. F. Williams, Q.C. instructed by Mr. Cr,arles Ker.shole, solicit^ Aber- dare), defended. The case was before the court in September, but it was then di.-missed for wajit of corroborative evidence, and addi- tional witnesses were now called. There was considerable manifestation of ieeling in favour of the woman, and thic occasionally became so pronounced that the justices threatened to have the room cleared.—In opening the case Mr. Evans explained that his client was 22 years of age., and tha.t the defendant, who was married, wias the deacon of a Baptist Church at Hirwain, and a railway employe. It was alleged on the part or the oompiainant, who had been for a long period in the sen-ice of me "defendant as a domestic servant, that the first improper intimacy occurred about four years and a half ago. during the absence from home. on a holiday, of Mrs. Thomas and the children. It was further alleged that the mis- conduct continued at iprexty regular intervals until the complainant became enceinte, the result being the birth of a child on the 22nd of June last. At the close of the oaae for the complainant the learned barrister argued that the corroborative evidence adduced was in- sufficient to justify the making of an order upon the defendant, who, of course, denied the impeachments made against him, and the justices retirea to consider the point.—After a short absence thev returned, and Mr. Wil- ) liams announced that on the around raised by counsel the case would be dismissed. Following the custom adopted at previous Eisteddfoda.u, the Llandudno committee advertised for tenders for the purchase of the copyright of the Eisteddfod programme. Many tenders were received, the highest being offered by Messrs. R. E. Jones. Conway. It may be mentioned that the price paid for the copyright of the programme of the last Carnarvon Eisteddfod was EBO. However. the Llandudno oonimittee made inquiries j aft^r receiving the tenders, and found that there was a profit of JB80 to be made on the programmes even after paying lOlgs. for the copyright thereof. Accordingly, thev felt inclined to work the catalogue themselves, as wa-s done at Llanelly. On Thursday morn- ing, however, they received a letter from Mr. W. H. Evans. Chester, publisher of the "Farmer's Herald." offering to supplv the committee with 10,000 copies of the 'official programme free of cost if the copyright was given to him gratis. As the programmes sell at 6d. each, this is equivalent to an offer of £ 250 for the copyright of the programme, The committee think they will accept Mr. Evans's offer.

Mrs. Miner, a New York Lady, 45 years old. was found late at night m an in- toxicated condition. Shf was disorderly, and Patrolman Schrieber took her into custody. Sehneber did not imagine what was in store for him. He no sooner laid his hand", upon the woman than she began to struggle violently. Her yells resounded for block-, and caused a large crowd to collect in the street. The crowds and the uproar drew the attention of several oAher patrolmen, and three of them went to the assistance of Schrieber. Tne~ half-earned, half-dragged the woman to the station, and all the while she fought madly. There ir- no matron at the station, and for this reason a patrol wagon was called and the woman transferred to another station. Patrol- man Schrieber went along wi:.h her! More difficulty arose when the patrolman undertook to gt-t his charge from the wagon to the station- hcuse. She refused to walk up the stoop, and again it took three policemen to take charge cf her. Slip was still screaming lustily when locked up m a cell. For a time she was quiet, and the station-liou-e was at rest. But net for long. Mrs. Linner. in making the first of her half-hourly rounds heard a ipcci'liar noise coming from Mrs. Miner s oell. as .f someone "was choking. -She entered, thf c-ell, and found its tenant choking* t-o death from her gloves, vhicii she had pushed dew* her throat. Mrs. Linner tried to pull out the glove*, -bur was unsuccessful. With the aid of a small hook, the gloves were finally ex- tricated, and Mrs. Linner left her again. Fol- lowing this episode, Mis. Linner decided to keep a close watch on her prisoner. She re- turned to her c-ell in another halt" hour, and saw some clothing that had been twisted into a rope attached to one of the bar! On open- ing the door quickly, she discovered Mre. Miner hanging by the neck to the other end. The woman was again near death. and. when cut down, was revived with difficulty. She appeared somewhat penitent, and said she would make no further attempt si suicide if left alone. Her re-quost w ?,s granted, but. only a half hour later she repeated her second at- tempt. This time another part of her dress had a:a:i.n been wound into a rope, and this she had again tied to a bar and around her throat. After this it was decided that no more chances should be taken with the woman, and she was strapped down. She raised a row all night, but further than that there was no more, trouble with her. Sir.—Conclusive corroboration of my letter of the 18th inst. is afforded by the following report (froen the "Journal of Gas-Lighting" of the mst.! of the speech oi Mr. Dexter, manager of the Winchester Gas and Water Company, delivered at the meeting of the Southern Dis- trict Ass-Gc.ation of Gas Engineers a.nd Managers held at the Holborn Restaurant on tho 34-th of November: — "THE INC AN DESCENT GAS LIGHTING OF WINCHESTER. "The Hon, Swetary said that Mr. Dextei would make a short statement as to the adop- 1:011 of incancl"=cent gas burners for lighting the streets cf Winchester. "Mr Dexter said thai, as the members of the association were all no douot. aware, they were now actively engaged ir. changing the lighting of the streets at Winchester. They com- menced making the alteration from*oil to incan- descent gas ligks ng on the 1st of November, when about one-third of the entire number of lights were changed in cne evening, and they produced an excellent impression. On Novembeir 5 they aaa about half of the lights in the city on the incandescent, system, and if any of the members were passing in his direc- tion during the next vwo or three week> it would be a goad time to see the transition from oil to incandescent gas lighting. Even the poweriu1 Bray lights in the refuge lamps looked quite dismal among t.he rows of :ncan- descent lamps stretching down the streets at different angi-'S. The public and the press all approved of the change. As to the behaviour of the lights in windy weather, he was glad to 8aY that his undertaking to the corporation, when the alterations were first made, that they would have no difficulty in mainradning the lights without failure—without being blown out or made to dick in any way—had been fully fulfilled. On November 5 they had extremely severe weather in Winchester. House roofs were stripped in many places, and a great deal of damage was done by wind and rain. A similar night also occurred on the previous Saturday (the 9th); but on each of these occa- sions not one of the incandescent burners was blown out by wind, and they all remained perfectly steady, whereas there were a great number of the oil Lamps cut. CARDIFF CONSERVATISM. DISCUSSING TEE "DARKEST CAP, DIFF" QUESTION A meeting of tac combined political com- mittees of ? the Cardiff Conservative Clubs was held on Thursday evening at the Riverside Conservative Club. Mr. Kughes presided over ? good attendance of members, and. after the usual business had been pro- ceeded with. Mr. Councillor Veal1 addressed the meeting. He referred at great length to "Darkest Cardiff," and. referring to the future visit to that district of the heaitfe committee expressed confidence that before loag a different state of things would exist.— Mr. Councillor Hughes said he was sure the health committee were going to do their utmost to settle che "Darkest Cardiff" Ques- tion, and referred to the great work of the late Fat-he- Butler in those districts. He WES sure the people living in those districts did not deserve all the hard names used bv people who had so much to say in reference to the matter, and said that in doing justice to the town by taking active measures for s- better state of things thev must also do justice to the people living there.—After the usual votes of thanks, the meeting terminated by singing the Nations!
