TECHNICAL INSTRUCTION. MR. T. H. RICHES ACCEPTS THE CHAIRMANSHIP. The announcement thar Mr. T. Hurry Riches has accepted his old position of chairman of the Cardiff Technical Instruction Committee will be received with satisfaction throughout the whole of Cardiff. In view of the ungracious actio:* of the Park Ward in rejecting him at the November elections on a matter which bad nothing whatever to do with his public services, some uncertainty WM felt as io wbUher Mr. Riches would feel disposed to continue the in- calculably valuable work he has done as chair- man of the technical committee. Fortunately, Mr. Riches is made of nobler stuff, and the reply he has given to his unanimous re-selection an ohairman is in the amrmative. This is well for technical education in Cardiff, and is the appropriate reply to give to those Park Ward electors who voted in November in utter abandonment of the welfare of the boys of the town.

Our special correspondent writes:—Sir Jchn Williams proceeds to Sandringham to-day (Tuesday), and will remain there for liie accouchement of 'the Duchess of York. The distinguished Welsh medical gentleman has had a singularly successful carper. As our readers are aware, the Royal obstetrician is a native of Swansea, and was educated in fhs Normal College in that town* under Dr Evan Daries, who at the first Oxford intermediate examinations sent up four boys, all of' wh.In passed with double honours. Dr. Williams was amongst the number. After leaving schwl he entered the medical profession, becoming a pupil of Dr. Bbenezer Davies and the late Mr. W. H. Michael, who were at that time in partnership in Swansea. Entering University Hospital he graduated M.D (Lond.), with honours, and returned to Swansea to begin practice in his professional carw. He received an invitation and accepted c, very important position OI" the teaching staff of hie old hospital. &r»d then he began too devote himself to •i-hose studies wliioh have secured for him a world- wide reputation a<! a. gynaecologist. Sir William Jenner, his old tutor, early recognised the ability of his brilliant pupil, and was a-ble. to recommend Dr. William* to Court circles. Since then the Swansea medical baronet, has attained almost to the greatest height of professional possibilities, his career beiiur crowned bv his appointment as Royal accoucheur. This is not the first time t.hl1.t a Welshman has had the honour of introducing tc tLis world a fuTure occupant of the Throne, for her Majesty the Queen herself began her "areer and first re- ceived human help 3.nd attention at the hand a of a Welsh physician. CARDIFF 1890 EXHIBITION LORD WINDSOR VISITS TJjfE EXHIBITION BUILDINGS. Lord Windsor, the mayor of Cardiff, is taking keen interest in the progress of the exhibition, and during his present stay in the neighbourhood h. paid a visit 11') Cathays Park to aee for himself the Gtage at which the exhibi- tion buildings had arrived. Of course, at present there is not much to eae, but the enormous timber structures which already cover the ground give some sligh. idea of the magnitude ttrd magni- ficence of the undertaking. The mayor, who was accompanied by Mr. Robert Forrast, Mr. Waiter Cook, secretary; and Mr Edwin Seaward, architect, was not slow in expressing his gratification at wha<t had been already done, and it v.as evident from the great interest be mani- fested in every detail of the buildings that the efforts to make the exhibition an unprecedented eucccss will have no more loyal supporter than the nobleman whose election to the civic chair of Cardiff has proved so popular. THE QUESTION OF THE W A 1W;R SUPPLY. A meeting of the building committee of the Cardiff Exhibition took place at the Mart, Cardiff, on Monday evening, under the presi- dency of Mr. W. Riley.—After hearing the recommendations of Mr. C. H. Priestley, the waterworks engineer, the oommattee dK-cided to take the water supply required for the purposes of the exhibition from the North- Toad main, and requested Mr. Priestley to submit an estimate of the oost of making the necessary connections and fixing hydrants.— This Mr. Priest-ley promised to do. on the understanding that the corporation caarrv out the work.

The kerosene producers have long been asking urgently for tube.; to be laid for the conveyance of the oil from Trfiis and even Baku to Batounv but authorisation has not yet been accorded them.

MEN CEASE TO WORK, STRANGE SOUNDS IN THE MjORFA COLLIERY. Miners are no less superstitious than sailors, and some strange sounds in the Morfa Colliery brought out all the workmen on Mondav morn- ing. It seems that on Friday three workman heard in the pit some strange sounds, whir-h they could not describe, but which were said to be similar to the noises alleged to have been heard immediately before the sid disaster which occurred in the same mint-l some six years ago. Fearing that some other direful calamity would happen if they continued working after so clear a warning, the men 011 Monday morning refured to go below. The under-manager (Mr. Bariaes) remonstrated with them, but to no purpose. It was reported during the afternoon that Mr. Robson, inspector of n)ine, for South Wales, haR been sent for. and a^ked io make an underground inspection of the workings. Another sign which ha* filled the natives with forebodings of evil ;c the fact that ;1 dove or pigeon was seen perched on one of the trams underground. -?

A new movement in the form of a ,,Pries of sacred aonoerts has been initiated by the newly- organised Carmarthen Male Voice Party (con- ductor, Mr. T. Conwil Evans), and the first I waF. held at the Assembly-room on Sunday eve-Ti-ing. after the close of the services at the various places of worship.—The Rev. A. Fuller Mills (Baptist) presided over a large audience, and the concert was really excellent one. In a sp'H*ch 1he Chairman referred to the row- dyism prevalent in the streets of Carmarthen on Sunday evenings, and welcomed the move- ment initiated by tlie Male Voioe Party He said that at a recent meeti>ncr of the Sunda-v Evening Temperance Society the chairman had recommended his h-earors not to attend the sacred concerts of the ]>5.rty, and so Boycott them. A*. f.ar as he (Mr. Mills) was con- cerned. he was most pleased to identify himself with the promoters of the sacred concerts He thought it was a most laudable movement, and was in absolute touch with the true spirit of Christianity. ADVENTURE WITH A LION. MAJOR SANDBACH SUCCUMBS TO HIS INJURIES. A Reuter's telegram from Aden on November 28 says:—Major Sandbach, R.A., who came out here from Woolwich a few weeks ago to shoot in Somaliland, has had both hands and urnis crunched by a wounded lioness. The animal had been driven out of a. thicket by beaters, and Major Sandbach severely wiounded her '£he head shikari, who was beside the major at the time, discharged both barrels of the second gun, but the lionesc- sprang upon him and killed him by a blow on the head from her paw. Major Sandbach then fired another shot, whioh brought the lioness upon him. No4 having another cartridge, he rammed ♦he barrel of his gun down the animal's throat, the jaws closing upon his arm, and in trying to force them open his other hand and arm got bitten. The lioness wars finally speared. Major Paget brought back the injured officer to Aden for medical a'd. ten days being occupied in the journey. By that time gan- lITEm. had appeared in one arm, which W88 amputated yesterday. Information received at Aldershot on Mon- day states that Major Sandbach succumbed to his injuries. The deceased was a very well known and very popular officer. Before being appointed to the depot of the Royal Field Artillery at Woolwich, he held the post of adjutant of the Royal Horse Artillery at Aider- shot. -?-

LACK OF TEACHING IN INTER- MEDIATE DEPARTMENTS,, At a meeting of the local branch of the Teachers' Guild of Great Britain and Ireland; held a* the Cnivereity College of Wales, Abbr- ystwith. on Saturday night, under the presi- dency of Mr. D. Samuel, M.A., an interesting discussion followed the reading of a paper on MUMC in Schools, Elementary and Secon- dary." by Mr. L. J. Robert*. M.A., H.M. Inspector of Schook-Mr. Roberts, in his paper, drew a contrast between the teaching of music in our elementary and in our secondary schools: in many of the latter, he feared, the subject was deplorably neglected. The ele- mentary schools, on the other hand. despite the pressing and ever-increasing claims of many multifarious subjects, gave the great mass of British children a very adequate grounding in the elements of practical mu;;ic.—Subsequently a resolution was carried unanimously urging the county governing bodies for the intermediate schools of Wales to make due provision—if necessary by the appointment of external teachers—for skilled instruction in music ia the intermediate schools now being established ii. the various counties in Wales.

He was & mac of varied and more than ordinary ability. The winding engine at the Castle PV. which w much praised on tfhe occasion of the visit of the Iron Institute, was his work. and the Cyfarthfa offices, which a^ model? in their way, were also from his designs. SIR EDWARD REED. HIS HOUSE BURGLED AND THE CASKET IN IEOPAJEDY. An audacious burglary has just been com- mitted at Sir Edward Reed'e residence in Kent, and South Wales readers will be particularly interested, because the casket in which the freedom of CardiifF was presented to Sir Edward was at the mercy of the burglars. Ingress was obtained through a side window on the ground floor when all the inmates were asleep. The lower rooms bore evide ares of careWl ransacking, and the eyes of the burglars must have glistened when they fell on the large collection of valuable gifts which foreign poten- tates have made from time to time to Sir Edward. Among theee were a, number of oostly gold snuff-boxes and Japanese gold coins, all ot which were taken. Curious to relate, the silver casket presented by Cardiff was l&ft untouched. It was within easy reach of the burglars, but whether it was overlooked or rejected is a matter too disquieting to consider. It may be, of course, that a report of Sir Edward's epeooh of acceptance may have been lying a/bout, and was read by the intruders. In that speech rt will be remembered that Sir Edward said that, "as far as the liurglarioua tendencies of the age would permit, he would take every possible care of the casket, and hand it down through his son to generations "to follow." This may have touched' the con- science of the burglars, or, perhaps, they thought the leaving of the casket would solace t.h" ex-member for Cardiff for the absence of several hundred pounds worth of other articles which they took away.

RJEMARKABLE INCIDENT. CANING GIRLS FOR GOING TO CHURCH. We hope and believe (fays the ''Globe") that there is tome mistake in the account given by a Midland vicar of an incident which he reports to have occurred in North Wales, where he has lately been helping in a mission. A special feature of the mission was a daily children's service at nine a.m., so arranged that the scholars of the board school oould arrive at their work in time to be marked for atten- dance. The first morning they came to the service in goodly numbers, but on the second day there was a marked falling off. On inquiry being made, tfoe reply was elicited that the schoolmistress, a strong Dissenter, had caned the girls for coming to church the previous morning. At the board sohool in question there has been no religious instruction given for some years. The clergyman who tells the story adds that he questioned wme of the girls himself, and received the same reply from each of them.

WELSH COUNTY FOOTBALL. NEGOTIATIONS WITH THE YORK- SHIRE RUGBY UNION. A well-informed correspondent wired us from Yorkshire on Monday night to the effect that there appears a possibility of the Yorkshire Rugby Union bringing a team down into Wales to play the Glamorgan County fifteen &ome time after Christmas. During th* past few days Mr. Prvoe Davies, brother of Mr. A. J. Davids, the Glamorgan secretary, liae been in Leeds, and has seen Mr. J. A. Miller, the Yorkshire secretary, with the view r.f asking him to use his influence with the York- shire committee towards arranging a match to be played at Swansea. Mr. Miller pro- mised tio bring the matter before his com- mittee, but gave no promise or hope thai 'he match would be played. However, on Monday right Mr. Miller mentioned the matter to :,he Yorkshire committee, with the view of testing their feeling upon it. This feeling, though not definite, was favourable fi the proposal, and Mr. Miller was requested to aek vho Glamorgan committee what dates they oou'd suggeet for the match, and also what they proposed in the way of guarantee with regard to the expenses.
