THE CITY OF THE JUST.
THE CITY OF THE JUST. By THOMAS TERRELL, K.C., OF THE SOUTH WALES CIRCUIT (JOINT AUTHOR OF LADY DELMAR"). i CHAPTER VIII-Continued.1 A Proposal. "That this Effingham Winstaple has pro- posed to Miss Winifred, and been accepted?" "Yon have no earthly right to interrogate- me thus, Dr. Eccles. none whatever; but I will bear with ytm. it is my duty. as you remind me, as a clergyman, to be lenient. I have every reason to believe, every reason that Mr. Winstaple will marry my daughter, and I need not tell you that it will be of her own free choice, absolutely. I think there is no use prolonging this very painful conversa- II tion. Good-day, Dr. Eccles, good-bye." "Good-bye?" "Yes, good-bye; it is best for yon, best for all." The rector proffered his hand, which the other took mechanically. Mr. Stepney followed him to the door. He was anxious that no interview should take place between the doctor and either of his daughters; the time was critical. There was i the rustle of a drees on the^Jtairs as they parsed through the hall. "Leaving us so soon. Dr. Eccles?" interro- gated Bob as she advanced towards him smil- ing. "Yes, my dear." replied the rector. "Dr. I Eccles is. I regret to say, obliged to go to London on very pressing business. He will I be gone for some weeks. I understand. I hope you will be successful, doctor; you have my very best wishes I assure you." The rector locked, forbidding anything in the nature of an explanation. Bob still smiled, shaking hands not altogether without empres- sement. Eccles felt that she had placed a I paper in his palm, and he took some courage. The understanding between himself and Bob was evidently in full force. "I think the rector exaggerates the necessity for my departure," he said. The rector was uneasy but determined, un- easy because there was a. doubt in his mind as to whether he ha-d succeeded in persuading Eccles of the hopeless nature of his suit; determined because all at once he was being opposed; he had pressed Eccles away, Eccles would remain. "I am really very glad that the business is not so very urgent; there is always something tragic to me in business that requires instant attention," Bob remarked, conveying at the same time in her eyes something more which she did not say, but which the doctor under- stood. "It would be better, much better, doctor, if yon were to follow my advice," put in the rector. rector. I "I will think over it. Perhaps, as Miss Bob says, it would be better to do nothing tragic." He had recovered himself a good deal, and was stiffening for a struggle. The rector felt now that there would be resistance. He was not sufficiently sensitive to appreciate that Bob was the fighting force. He launched against Ecclee. "You understand, doctor, that my mind is marie-mp?" — ——- ————————, "I should prefer postponement." "It would be useless; good-bye," and the rector again held out his hand. "We shall see you to-morrow?" asked Bob, well understanding the "good-bye" and refus- ing to accept it. "We shall want help for our decorations for the harvest festival." Eccles looked from the rector to Bob, uncertain what to say. At length he took courage. "Certainly, Miss Bob. if my patients will admit of it." He stepped out, giving the I rector no time to emphasise his dismissal. As he walked down the path he read the slip of paper which was in his hand. "I have heard—believe no ill—be faithful and true-Bob." It was a lie then, and he knew his foe. Well, God help him, he would be faithful and true. Dear, good, gentle sister Bob. And he whistled on his way and whisked his cane in a manner which, had the rector eeen it, would have set him pondering. But he was otherwise engaged. Mr. Wertzell and the other promoters of the legal proceed- ings, which had been instituted against him. had called for an interview, and. the rector having been apprised of the fact, was striving to resume the air of calm dignity which he knew was of so much importance when he met his errant parishioners on the subject of his and their Christian differences. Mr. Wertzell had come with an olive branch in his hand. The spectacle of civil war was hateful to him. The rector had been worsted, true, and had been ordered to pay the costs, which were considerable: but he did not wish to take advantage of that in any way. Now, was it not possible for them to pnt their heads together and to see what could be done to settle their disputes? That man of the Baptist Chapel, the Rev. Elias Jones, had been scoffing them from his pulpit, and, alto- gether, Mr. Wertzell and the others were desirous that an end should be made of the quarrel. These matters in ecclesiastical courts were not like the county-court—they were so long about that everyone grew weary. "It would not become me, as a clergyman and a Christian, not to believe in the sin- cerity of your motives, Mr. Wertzell. If there is to be a settlement-that is. if you repent. I mean sincerely repent of the course which you have taken—I will say nothing of• the sorrow and anxiety which have been caused to me. It is not for the servants of the Cross to weigh their private wrongs. We were sent, all of us, to bear the thorns of martyrdom in patient resignation. I hope, with grace, to bear mine with fortitude." The rector had not assimilated himself to the Jesuitical spirit which he aped. He had adopted his High Church Ritual because he had observed that to do so opened out a sure road to notoriety-and food for his vanity was what he craved for. He did not admit it thus. not even in his most secret communion with himself. In every man's character there are governing principles of hatred, malice, ervy. avarice, vanity, which are the powers originating his actions, but which he never recognises. To himself, as to the world, he proclaims that he is influenced by righteous- ness. charity, truth, piety, anything vou please, but not by the others. Envy prompts to destruction of the envied, and the low-born politician proclaims equality and eternal right. So it is all round. So it tag with the rector. Vanity demanded recognition. In his innermost heart he called it-dnty. He discoursed of the Bride and the spotless purity which he was bound to preserve her in He twisted every argument to his pur- pose; but it was none the less hypocrisy that it was not recognised as such even by himself. Thus it happened that proclaiming iumself a Kitualist. almost a Jesuit, he had never realised for an instant the spirit of Ritualism. He remained the Church of England country rector with all the aristocratic notions and prejudices which appertain to that character. Proud. SLiff-necked, with contempt for his inferiors in every line of his face. As he spoke humility he shouted defiance. If you was to drop that there persession and the ormmenU. and the candles. I think we might get on. eh?" and Mr. Wertzell turned to the others for confirmation of his xeltmin offer. "And the raising of the Cup. Mr. Wertzell, I says as the raising of the Cup is rank popery; we must have that." put in one ot the others by way of amendment. The rector grew red in the face with anger "I thought you were here to express you! regret for the scandals which you, and those I who have instigated you. have brought upon the Church, not to insult me." I "We come. parson, to say this-if you will drop them hereticaJ perceedings we won't say I nothing about what's gone, costs and a.11." I which was very generous of Mr. V. ertzell. seeing that he was guaranteed by other per- sons from any loes whatever in any event. "And as for insult. we don't mean no insult nohow; now do we. eh?" and Mr. Wertzell again sought support from his friends. "Gentlemen." said the rector with rap- pressed passion, "you have mistaken me. I will have no compromise. Penitent sinners at the feet of the Church, yes. but compromise. never. I have reckoned the cost. and I will not turn aside from my duty. *1 am now armed and prepared for the fight. Don't imagine that in me you behold a poor, broken- spirited waverer who will temporise with the enemy at the gate. I have the means to sup- port me whatever happens in this great battlt which I have undertaken. I will fight for the Cause and the Church, as have done those who have gone before me; and believe it if you will, you who traitorously come hither to bribe me. I will sueceed-as the right ever must against heresy and Satan' The rector had to take breath. Mr. Wertzell felt anxiously for his hat. He was not pre- pared for denunciation, he had come to com- promise; besides, he had not been told what to do should matters take this turn. It had been thought that the rector had come to the end of his tether, so far as money was con- cerned. and that it was now an opportune moment to induce him to climb down. "Go." resumed the clergyman. "Go. until you can come again with grace in your hearts; but be not deoeived. To-day you have a passing advantage; to-morrow it will be otherwise—you are only at the beginning. I wili pursue this to the Privy Council, then, maybe, to the Queen's Bench, and to the Lords." "It will cost money," ventured one of the gentlemen who had not spoken before. The rector would parley no further; he waived them a dismissal which was impera- tive. The next day he received notice of proceed- ings for sequestration, and this compelled him to write a long and urgent letter to Mr. Winstaple, CHAPTER IX. Ben o'r Cae. It was not easy to keep a matter secret in Pen-ewm-farw--every body knew everybody else, newt was scarce, events of special inte- rest occurred rarely, and when they did they became public property instantaneously. ~^HyfeiTSTep&enTTceIe«~retnrnecrEome on the night of his engagement with Winifred his exuberant mood did not fail to attract the attention of Letty Evans, his old housekeeper. The doctor had been very frequently at the rectory of late. and it had been thought by many that there was something in the wind. So when Letty applied a few questions in that adroit way which women understand so well, she received answers which, if not straight to the point, were sufficient. The news was soon communicated to Mrs. Williams round the corner, and by noon it was a well-established fact that the daughter of the parson was soon to be the wife of the doctor. The rector alone remained in ignorance. He was so very superior to everyone else in the parish, he kept his dissenting neighbours sc much at a distance, and they on their side had so little to do with him. that it was not surprising, under the circumstances, that he should not be better informed. Had he known, more at the time when he made his bargain: with the broker, or when he received the doctor, he might have played his cards to better effect, and with greater certainty of success; as it was, he was in a great difficulty, and Ee had to give much, consideration to the subject, so as to ensure the success of the scheme which he had now so much at heart. Ben c'r Cae was one of the very first too receive intelligence of the engagement. He liked the doctor-he .liked him because Bob liked him, and because the doctor, although he had often spoken to him about his vaga- bond life, appeared to have taken pretty much the same view of his miedeeds that so many of his neighbours had done. The doctor would stop and speak to him on the road, would, if he met him on the top of the moun. tains, not object to a glaes of beer in hi. company at the Greyhound. The doctor had attended him through an attack of rheu- matic fever a couple of years back, and. alt-hough he had refused to receive fees from the poacher, he had not refused an occa- sional hare or a pheasant which Ben swore on his oath had been shot on his own farm. Ben always spoke in the highest terms of Stephen Eccles, and he was glad when he received the news of the engagement to Wini- fred Stepney. He pondered it over in his mind. and came to the conclusion that it would be a most fitting match; and he brought to mind that some fifteeIAIiles up the valley he had! seen the tracks of several otters, whose skins, taken in the winter, and oarefnlly prepared. as he knew how to prepare them, would not make an unworthy wedding present from such a character as Ben or Cae. Ben had. as I have said. overheard the greater part of the conversation between the rector and Effingham Winstaple. The rector himself was a person for whom Ben enter- tained the most profound dislike and dis- trust. In the first place, he represented the Church of England, which, although Ben was not noted for religious scruples, he hated most cordially, as any good Welshman should. Then the rector was the firm ally of the squire- archy. and Ben was its most. violent enemy. The rector hated poachers and all persona who were not content with tha.t condition in. which Providence had placed them, and who did not obey themselves reverently before their betters, and Ben was just such a per- son; and. lastly, the rector iiated Ben. ancl Ben reciprocated. Ben knew that Winifred was pledged to Stephen Eccles, and he entertained no doubt whatever that the rector and Winstaple werr also perfectly well aware of the fact; and yet here they were. plotting and scheming. the one to buy the girl, and the other to fiel.1 her. And Ben believed in love and devotion, and had very little regard for money. He dÜ; not hold with the notion that happiness could be bought and sold. The birds of the air. and, indeed. all nature around him mated for love. It was unnatural to mate for money. Bob on her side had not been slow to see v how matters stood. From that very first evening when AVinstriple had dared to express his admiration for Winifred in too bold a manner. Bob had realised danger. She had seen in the glitter of his eyes an open admi- ration which made her tremble. Love such as his she did not understand, for her love was love—self-denying Jove. There was an odour of hell around the love of Winstaple which was terrible to her. It was not love at all. It was lust, the paseionale, selfish desire to poesess, ephemeral, like the flesh whiofc, was its foundation, riot Jastinsf Jike the lov% of heaven; it was the love of the body, which the soul had no part. Let me pawe here for a moment. (To be coatuuieiU
