THE CITY OF -THE JUST.
THE CITY OF THE JUST. By THOMAS TERRELL, K.C., OF THE SOUTH WALES CIRCUIT JOINT AUTHOB OF LADY DELMAR ). CHAPTER VI-Continued. 1 Bought and Sold. I "You are insolent, fellow. Take carc I have i good mind to have you summoned Wain. "Ah, ah." laughed the poacher. "Didn't rou hear I have a licence, and have you seen ne off the high road, parson, and ain't I got a :arm o' my own? Indeed, you could not say fTo\l've seen me trespassing, not but that the magistrates would always convict me, any- how; but I could plank down another twenty pound, and that's the worst they can do. And parson, you should not bear false witnes- against your neighbour; that's worse than trespassing in pursuit of game, indeed." "Look here, my man, cut along." said Mr. Winstaple, who wished to continue hip con- versation with the rector, and who, more- over, not being of the county, did not fully appreciate the enormity of poaching. The poacher looked up at the broker with an angry glance in his brown eyes. "There's many a sin besides poaching, as I told the parson, and there's worse poaching than taking pheasants and hares. You may bo a London swell, but I'd rather be me than you." Then, with a whistle to his dog, Ben o'r Cae marched down the hill. "Whatever does he mean?" said the broker uneasily. "I cannot say; he's a sore trouble to honest folk, with his bad example—he sets the law at defiance every day." It seemed to Mr. Winstaple almost as though the poacher knew of Dr. Eccles' proposal and acceptance of the night before. "Worse poaching than taking pheasants and hares" sounded somewhat personal. "And. unfortunately, everyone seems to sympathise with him," continued the rector. "Even Bob cannot see his doings in their proper light. The law is, I am sorry to say, not strong enough to deal with such a case. AVe can fine him twenty pounds, true, and then he laughs at us. My good friend Wil- liams fined him last week, as you heard; and he had the insolence to inform us that he would shoot the fine the next night off Williams's own coverts, and he did—he did. What is one to do? Now, if we could sentence him to six months with hard labour, the matter would be simple enough; but ne takes out a game licence like any squire in the county; and then he has a small farm of his own up in the mountains, and this licence and the faa-m make it very diffi- cult to catch him. for he can boldly march about with a gun on his shoulder and a dog at his heels, and if be has a pheasant in his bag—he shot it on his own farm of course. You must actually catch him trespassing, and I need not tell you. Mr. Winstaple, it is not An easy matter." The misdeeds of Ben o'r Cae seemed: to rank in the rector s mind next in importance only to his legal disputes. The broker wa& scarcely listening to the rector; it seemed to him that in some way or other this poacher was going to be another obstacle in his projects, and he was trying to re-assure himself. They walked on, smoking in silence for a. few moments. "I have your consent?" suddenly interro- gated Mr. Winstaple. "Yes—yes—that is, of course, providing my daughter accepts." The rector had not yet succeeded in arrang- ing with his own conscience—he would pre- sently, no doubt; most people do when they very particularly wish to. Conscience smites as a rule after the event. When some disas- ter has come, or is apprehended, or when you don't really wish to do a thing, then con- science comes in ponderously; but when the strong argument of self-interest is before you it is brushed away, with a breath, as a feather. The rector saw plainly enough the material advantages to himself of an alliance with Mr. Winstaple, so he put that behind him reso- lutely; it was wrong to take such things into consideration, and he bent his mind to the task of satisfying himself that Winifred could not, under any circumstances, do better. The man was somewhat vulgar, no doubt- they are not very polished in the City-but then the girl who waits for perfection will die an old maid. He had thought of Dr. Eccles; he was a very good fellow-an excellent fellow, that is, for a parish doctor-but Winifred should look higher than that. Married to a man of Winstaple's wealth she would stand well in the county, and he-well, who knows, a. bishopric, perhaps. He was not too old to aspire to the mitre. No—no, he must not think of it in tha.t way; but still, if it came, so much the better-it was not a disadvan- tage, at any rate. Ben o'r Cae had overhead the best part of the conversation between the rector and the broker, and it had affected him strangely. Ben o'r Cae—that is, Ben of the Field. Ben the poacher—was a. singular specimen of humanity, a man whose loves and hates and passions and weaknesses were all jumbled up together in inextricable confusion; a man who might have possessed great qualities, but who had been the shuttlecock of fate and neglect, and who had come out of it, broken in spirit, no doubt, but defiant—savagely defiant. The son of a. small Welsh farmer, one of that independent class of little freeholders who are to be found so thickly studded in the southern counties of Wales, he had been nursed in a. bitter hostility to the Church and to all who supported her; that is, to the squirearchy of the district, the aristocracy, and to everything, as some people think, that is respectable- When he came into his little property after his father's death, instead of marrying and settling down in the groove of a. contented frugal peasant proprietor, he had begun to pay out old scores. He went to 1:1 w-as some people will on every pretence. Sometimes be won, sometimes he lost; but the end was what it is everywhere. Lewis, the solicitor, became mortgagee of the little farm; then a. receiver was put in, and all that was left to Ben was a cottage called The Forge in which to sleep, and the right of shooting. Lewis, the solicitor, was the com- mon attorney for every form of dissent, and therefore he was at war, just as Ben was, with respectability and wealth, and the magis- trates generally. So Lewis allowed Ben to retain a nominal ownership of the farm and the right to shoot, which, as Ben was a poacher, was particularly offensive to the county magnates. Ben had been from his earliest youth, that :s in the days when he walked in the paths of propriety with regard to game, a, sort of play- fellow, at a respectful distance of course, of the girls at the rectory. There was a. strange fascination for him in heroic, poetic Bob. Wild dare-devil himself, she appeared to him a kindred spirit, and he fell down and worshipped, as boys do sometimes, with a nitui. unselfish love, the very hopeless impossibility of which glorified and sanctified it. ioicl he fr&jv op Irom a> boy to & yoeth, from a youth to a man, and be took to evil ways such as I have described. There was nothing wrong to him in poaching, there was no disgrace in becoming impoverished. Had it ever occurred to him that there was any possibility of his possessing Bob it might have been different, but it had been absolutely impossible from the very first, and he had built nothing upon it. And so he lived. He was not very far off; he could follow her at a. distance when she wande-ed alone into the mountains, so that should any misfortune happen to her on account of her lameness or otherwise there would be help at hand. Occa- sionally, very rarely, he could say a few worde to her, and she never seemed to have that horror of him which the other gentry had. She would scold him. of course, tha-t was only natural, but then she would pat his dog, and so it was not a very serious scoidms. after all. Bob. for her part. never forgot that Ben had played with her in her childhood, that he had climbed the castle cliff's for her to obtain hawk's eggs, caught fish for her, picked flowers, and showed her those thousand and one little attentions, flattering in them- selves. and which form an inevitable bond between the giver and the receiver. Afterwards Ben became a poacher, and, she was taught, an outcast; besides, she grew up into a young lady, and so did Winifred. Still, when they did meejr on the mountain or else- where. "Good morning, Ben," or "Boreu da. chi. Miss Bob." would pass: and if he had anything special in his bag. which was not a pheasant, or a hare, or a partridge, he would show it to her, and she would not object to look at it. and even to become inte- rested. Thus it happened that Bob s best winter muff was made from the skin of the big dog otter which Ben had killed in the Llwchwr Caves two winters ago, that her purse was of the skin of the rare black squirrel, that her boa was of the red fox. which had giycn. much trouble in curing; and the rector iiimsolf was not above partaking of fresh trout which were sometimes care- leebly left in the porch of the rectory over- night and without a card—a curious present tj the Church from one of her bitterest enemies. The conversation between the broker and the rector had affected Ben strangely: he felt that a plot of deep importance to Winifred. and, perhaps, to Bob. had become revealed to Lim. He had come to know of the attentions of the doctor to Winifred, as those things are known in country places where people watch their neighbours' kitchen chimneys to find out what they have for dinner. And he hated this broker. He had heard of him. had seen him about, and had formed bis own estimate on pretty accurate lines. He was there for no good, and no good would come of it. He marched down the hill back towards the village in a fcry mood, which even the dog observed, for he walked to heel steadily. Tho displeasure of Ben o'r Cae -w"r, no light matter even for his dog. Pen-cwm-garw Church stood at the corner of the road. buried in grand old yews. Just opposite was the rectory, and to the right and left a few straggling cottagea, and a quarter of a mile or so away to the east the village proper. Bob was at the gate as Ben passed; she was dressed for a walk. He formed a sudden resolution. "Miss Bob." "Good evening Ben; shall we have it fine, think you?" "It is not the weather I wish to speak of. Miss Bob." I' "Goodness! "What is the matter with you?" "I just heard something which I am think- ing you ought to know." "ell, Ben, what is it?" Bob was startled I by the earnestness of his manner. Then he told her all that he knew of what had passed between the rector and the broker, and Bob listened, astonished, pained, frightened. "Indeed to goodness, Miss Bob, that is what I htard." "Ben, you will not tell anyone what yon have told me now?" "Was you thinking now begaji Ben. reproachfully. "Oh, no, no, only and she stopped. Ben made a solemn resolution thai, tbe Ben made a solemn resolution that the broker should have very little chance out of doors, whatever he might have in; he would follow him to heel, very much as his dog fol- lowed him. I AA-iunie," said Bob very seriously at night. when they were going to bed, "will you be faithful?" "Oh, yes." "Whatever happens, whoever says nay?" "Whatever happens—yes, dear Bob, if all the. world said nay." "Swear it." "I swear it." CHAPTER VII. Directors and Promoters Before they got back to the village Mr. Winstaple had, as he called it, squared the rector. That worthy minister had become thoroughly convinced that it was his bound-em duty, as a. loving father, that he should strongly advocate the suit of the broker, and the more he thought of it the more clearly I he saw the absurdly inadecuo-te claims of Dr. Eccles to the hand of Winifred. Some sort of instinct seemed to tell him that he would meet with opposition— perhaps from IViiiifred-pe-rhaps from Bob- probably from both. But then opposition was that which, aDove ail else, convinced the rector that he was right. He felt his back stiffen when be was opposed, and he telt encouraged by the conviction that those who ) opposed him must of necesily te in the wrong. j A casual opinion became under stiah circum- stances a cardinal axiom of faith, to doubt the accuracy of which bordered ttpon blas- phemy. Thus it happened that the very apprehen- sion of opposition settled the matter more firmly in the rector's mind; and when Mr. WuMtnpie said good-bye ajid promised to renew his vi^it shortly, so that he might com- mence in regular form his siegpe at the young lady s heart, the broker felt assured that whateve-r happened he had a ready and will- ing supporter upon the scene; one, moreover. with the power and resolution to brook no attempt to set his authority a.t nought. Business matters, and particularly the pro- motion of "The Silver Streak Gold Mining "Company" necessitated the presence of Mr. Winstaple in London, and, however much he might have desired to remain, he was com- pelled to catch the mail. He turned up at his office the next morning in excellent spirits. Cobham was waiting to see him. The prospectus was well forward: Lord Poriskewet was chairman; then there was Colonel Sir Richard Beal, late of the Indian Army, a friend of Cobham's, to repre- sent the Army; and Mr. JosiiJi Simple. Q.C.. M.P., a gentleman. Who having failed in liia profession, disgraced his silk gown by aestst- ing in swindling the public for valuable con- sideration. "We want a. fourth," said Oobfeajn. i have him here," answered lfr. Win-. staple. "But we must create a. shareholders* committee of investigation. It seems that a. parson cannot be a regular director, so wa must get ham an in that way. We can sbovw in some more n.a.mee to make it. look all righot. just as we did in the Goal Vendors' Cot* ps.ny." Then he wrote in "The Rev. Hugfc Stepney, JEtector of Pen-crwm-gwrw." 1 (To be contuiee^
