CANTON WARD. LADIES and GENTLEMEN,— I have had the no/ioar to represent, this Ward on the Tcmn Council for the past three y-sms. The term of my office will expire at Lho end of thiii month, and on the 1st 01 NoTein'tsor you will be calkd upon to elect a Oouiicillor to represent you lor a similar period. I have consented to seek rs-election at yoitr hands. In considering my candidature tiie electors generally will be In a position to judge whether my public, service, has jusiified tiie cxjniidence and. trust.. reposed in me three years ago, and whether the pledges then given have been carried out. and the policy of 1-oual goTernment then advocated has been adopted, in so far as it has teen possible by my action and vote. Three years ago I advocated, amongst other thing-s:- i.-A. Policy of ec-onomy by the Corporation in the administration of the affairs of this important Town. This policy I am still pledged to and am prepared to pursue with the utmost rigour, consistent, of eoxurse, with the actual requirements of the Town. 2.—The Establishment of an efficient Library and Reading-room in this Ward. This matter has received serious atten- tion, with the rlllt that a sufficient sum has been secured (without touching the ratepayers' pockets) to erect a handsome building on the Fife of the Oa-nton Market, and facing the OoVcridge-road. 3.—The construction of the Western Sewer. This being neceF.sary in the interest of the health of the inhabitants of the Wes- tern ride of the Town, I have pressed it forward, and the work of actual construio tion will commence at an early date. 4.—The improved lighting of the thorough- fares of the Ward. This ha,,3, and will continue to receive my attention, -likewise the improvement of the roads a other matters necessary to give this Wafd its fair and just ebare or consideration. 5.-That the best educational fa.rilities are given to our children. Since this pledge W'J.. given the Educa- tion Act. of 1902hrus been passed, vesting in the Corporation administrative powers in relation to education. I believe in a national system of education supported by the people, and controlled by the people; a system which I think would end the lamentable strife and friction now existing, and mark the dawn of religious and educational advancement. I have the honour to lie, Your obedient Servant, J. T. RICHARDSi 17, Cathedral-road, Cardiff, Oct. lSt-h, 1904. TO THE ELECTORS OF SPLOTT i- WARD. LADIES and GENTLEMEN,— The term for which yo ueleeted me as ono of your representativee upon the Town Council will expire on the 31st inst. Having been reciuested to allow myself again to become a Candidate, and unani- mously adopted aft a repre^utative meeting of the Spiott Ward Literal Asewiatioii, 1 feel compelled to accede to the request. I have endeavoured moat ardently during my three years to serve your interests, as well as those of the ratepayers of the ivhola Borough. My asle aim and object have been to pTevent all needless and extravagant ex- penditure; also to carry o-ut with efficiency and economy all work necessary for the bealt-li and comfort of the inhabitants of this town. Being a large ratepayer, I feel the burden of high rates, equally with others, but the satisfaction of having good drains, clean streets, good parte, and open spaces is, in my (Ypiivion. of greater value than money. I am strongly opposed to the unjust and iniqu'itknra Education Act. My opponent him- self oonfeeaea that no one likes the Aoat; yet, at the same time, he is prepared to thrust it upon the people simply on the ground that it would be disloyal not to carry it into effect in its entirety. I claim, to be equally as loyal as he jg. but I am not prepared to advocate and press upon the people an Act forced through Parliament by a decaying Government, which has had no mandate from the people. Although the Act is most unjust, I am anxious to safeguard the interests of I the children and teachers, v«ih.o, unfortu-' nately, cannot help themselves. My p-uh'i'- service are well known, inas- much as I have taken part in discussing ,as well as voting on. all mattera pertaining to the welfare of 913aottt Ward and the town generaMy. If you consider my past endeavours worthy of your renewed confidence, pennti me to respectfully m-ge that you will f-a-vour me with your help and votes, and so protect &" advance the Progresrive OaUEe, viz.: Tto&. Government of the people, by the people, and for the people." I am, yours obediently, W. ROBERTS. 1, P5 ercefield-placia, Cardiff. Oct. 10, 1904. This Caution is, however, needful in view of the fact of the recfent convictions in the local Police- courts, and the Public are advised to take the precaution, when buying SPILLERS' Flour, to eee that taey not only obtain Flour of SPILLERS' make, but also the particular grade of Flour for which they have aeke-d. SPILLERS AND BAIOÆB (LIMITED) desire to point out that CONSUMERS can materially assist in effectually stopping such fraudulent practices by promptly advising- the COMPANY if at a,ny time they have reason to believe that another Miller's Flour has been substi- tuted when SPILLERS' was asked for. HPILLERS AND BAKERS (LIMITED) further beg to give notice that, in the public interest, and for the protection of the retail traders generally, they will continue to take active measures for the prevention and suppression of the above-mentioned fraudulent practices. — SUNDAY SERVICES.
