ELECTION ADDRESSES. CARDIFF MUNICIPAL ELECTIONS, 1504. TO THE ELECTORS OF THE SOUTH WA.RD. LADIES AXD GENTLE3JEN,— I much regret that Mr. Oonncillor Walter Blow has decided not to seek rc-el'ec- tion on November 1st. Therefore, there will be a. Vacancy in your Ward. A deputation of voters, representing all parties in the Ward. waited upon me to-da.y, and requested me. to oner you my service a,3 a NON-POLITICAL CANDIDATE for a scat in the Town Council. For many years there has be-en a desire to select candidates who are fully competent to perform the duties of Councillor free from party bias and the "Follow my Leader" policy. I am well known to many of you. having resided in C-ardin' 30 years, and for ten years was ono of the old Docks boys. For twelve years I was a member of the Town Council, but was compelled to resign, through i)I- hcalth, believing every public mmi who is .unaM-3 to perform his duties should resign his seat. I am now restored to health and able to attend to business; therefore, if elected shall have much pleasure in looking after your interests. I have taken, a pra-ctical interest in the PuNio Instltnticna of tbia to\rn, a.nd am still .anxious to keep them free from debt. The ever-increasing debt of the CardHY Corpora.tion is causing very serious alr-m andj conatcrnation in the minds of some of the best nnanciers and business men who are d<-eply interested in the welfare of this Port. The time has surely come when a check must ba put on the huge expenditure which has I, <n going on for many years, practically unfelt whilst the town was developing so rapidly. Now, it ie more than probable that 'Cardiff will not expand in future as it has done for the la&t twenty years, therefore, tho large yearly increased assessments will not. be maintained, and tho burden of debt must i lleoossarily fall upon the shoulders of the present ratepay.grs. IF ELECTED. I HEREBY PLEDGE MYSELF TO VOTE FOB A POLICY OF STRICT ECONOMY IN EVERY DEPART- MENT OF THE CORPORATION, and wiH. insist upon a substantial reduction of tb&. pre&snt debt. I think large sums of money have need- lCÆ;sly boen.s¡;.ent through a small majority I of the Corpora.tion taking a petty Ward view lof questions which should have been decided in the b&st interests of the whole town. I a.m strong] y opposed to any further exten- of tramways; ] the erection of costly Destructors until the scores of acres of Corporation laud have been nlled up. I should vote for the spare rooms in the New Town-hall being let to the Guardians, as the property of the Ratepayers should be utilised in every possible way. I would either soil or let the vacant Tramway depots in -Catbays and Canton, and tho Old Town-hall -;and Post-om&e should be turned into cash as quickly as pœsible. I shall support a policy of Retrenchment and Financial Reform, feeling sure that the ,ni-t important commercial ward in the town -will. by its votes on November 1st, support .this policy of economy and common sense. Tha old system of electing political candi- dates haa pla-ced the town in perpetual con- nict, Md eomc men have been elected with- out a. single qualiccation to conduct the business of tho largest Port in the World; men in their own buniness who are accus- to'Hted to think in shillings are immediately confronted with the responsibility of dealing with thousands of pounds of public money. The political system has landed us into a very serious debt, and the outlook is indeed a v-pry on something is d to check the present lavish expenditure of public monay. Several of the best Councillors have been turned out of the Council Chamber through politics, and many other good men, eminently (iua, hned for public positions, arc kept out of public life in this way. IN MY OWN BUSINESS. AND ALSO AS CHAIRMAN OF THE CORPORATION TRAM- WAYS COMMITTEE, I HAVE ALWAYS PAID FAIR WAGES FOR A FAIR DAY'S WORK. Therefore, I appeal with confidence to the workmen raiding in the South Ward for their support on November 1st. We want lei-s talk, more work, lower ratea, and no politics in municipal affairs. Will the etsctors of the South Ward rise to the .occasion.. and thua s&t an example to the other Wards of the town? AS A MAGISTRATE. I AM A LAW-ABIDING CITIZEN; THEREFORE. WILL ASSIST IN CARRYING OUT THE PRESENT LAW WITH- OUT THE SLIGHTEST EQUIVOCATION OR RESERVATION OF ANY KIND. I hope shortly to have the pleasure of arddresaing you, and shall be glad to answer any questions in reference to my candidature. I fear it will be impossible for me to see you personally, but should be pleased to do so upon hearing from you. Should you honour me with your oonQdence, I will do my best to serve you faithfully, free from party fear or favour. My Comnhttee-rooms ana Kos. 140/141. Bute- street (corner of Patrick-street.). Tho other c-2lectDd candida-la is Mr. Harry Chcst.er Vivian, who. I am pleased to say, is :a personal friend of mine, a good commercial ,man, a-rd a gentleman.
